PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse- Nicholson, Bruce Wissel, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was J. Clayton Miller. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Controller Sandra Spender; Matt Stegall; Trish McLellan; Joe & Barb Goebel; Ashley Schultz, Plan Technician; Dr. James and Ann Parliament; John Veach; Alisha Estabrook, Community Recreation /Park Department; Lisa Lee, Ice Miller Bond Counsel; Jason Semler, H.J. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the meeting held May 18, 2015, supported by Councilor Don Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A. PROCLAMATION DESIGNATING JUNE 1, 2015 AS DR. JAMES AND ANN PARLIAMENT DAY IN THE CITY OF RICHMOND, INDIANA: WHEREAS, James and Anne Parliament both were bom and raised in Michigan and attended the University of Michigan; and WHEREAS, they moved to Richmond in 1985 when Dr. Parliament opened his practice in dermatology; and WHEREAS, they are the proud parents of two successful children- Scott and Sarah; and WHEREAS, they have been active participants in the Richmond Community through their passion for the outdoors and the environment, and WHEREAS, they have planted countless trees throughout our community including at local schools such as Charles, Vaile, Parkview, and Garrison Elementary, and WHEREAS, their work has led them to be involved in a number of local not-for-profit organizations such as Cope Environmental Center and Kiwanis Safety Village, and Common Council Minutes June 1, 2015 Page 2 of 6 WHEREAS, both have actively served on the Street Tree Commission for the City. NOW THEREFORE, 1, Sally L. Hutton, Mayor of the City of Richmond, do hereby proclaim, Monday, June 1, 2015 as: JAMES AND ANNE PARLIAMENT DAY in the City of Richmond, and thank Dr. and Mrs. Parliament for their continued work at beautifying our community. B. RESOLUTION NO. 3 -2015 — RESOLUTION APPROVING THE AMENDING OF THE COMPREHENSIVE PLAN (Bicycle/Pedestdan) Councilor Cruse - Nicholson moved to amend the Comprehensive Plan by adding: Complete Street Policy Adoption Supported by Councilor Quinn. This Resolution would amend Section 150.07 of the City Code by adding a Bicycle and Pedestrian Master to the Comprehensive Plan, Chapter 10 Transportation. Resolution No. 3 -2015 was adopted with an 8-0 roll call vote. C. RESOLUTION NO. 42015 — A RESOLUTION OF THE RICHMOND COMMON COUNCIL APPROVING THE ISSUANCE OF BONDS, AN AMENDING DECLARATORY RESOLUTION AND PLAN OF THE REDEVELOPMENT COMMISSION AND AN ORDER OF THE RICHMOND PLAN COMMISSION This Resolution would authorize the pursuit of a Tax Increment Finance Bond to be used for additional improvements in the City's central core to compliment the investment being made via the grants being received due to the Stellar Designation. Councilor Quinn moved to adopt Resolution No. 4 -2015, supported by Councilor Parker. Resolution No. 4 -2015 was adopted with an 8 -0 roll call vote. D. RESOLUTION NO. 5-2015 — AUTHORIZING THE ACCEPTANCE OF DONATION OF COMBAT MATERIAL (Huey Helicopter) This Resolution would authorize the receipt by the City of Richmond on behalf of the Wayne County Veterans Memorial Committee of a donation of a Huey Helicopter from the United States Army Tank - Automotive Command Life Cycle Department. This helicopter will be displayed within the Veterans Memorial Park in the Whitewater River Gorge. Councilor Quinn moved to adopt Resolution No. 5 -2015, supported by Councilor Winget. Upon a unanimous vote viva voce, Resolution No. 5 -2015 was adopted. E. COLUMBIAN PROPERTIES QUALITY CONFERENCE — MATT STEGALL Mr. Stegall extended an invitation to the 2015 Quality of Place Conference Making Things Happen on June 25 at the William Scott House. The keynote address by Indiana State Senator Jim Merritt. The Conference will consist of three sessions covering rightsizing and historic preservation, place based economics and neighborhood Community Development Corporations. Common Council Minutes June 1, 2015 Page 3 of 6 COMMUNICATION FROM THE MAYOR • Thank you to the Veterans for their work in making our Veteran's Memorial Park a wonderful place to visit. • Charles House at Glen Miller is being rehabilitated by a crew of volunteers. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the May 14 & 21, 2015, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS A The Environmental Sustainability Commission distributed their meeting minutes of April 14, 2015. MISCELLANEOUS BUSINESS A BOARD NOMINATION FOR THE WAYNE COUNTY CONVENTION AND TOURISM BUREAU Councilor Wissel moved to accept the recommendation of the Wayne County Convention & Tourism Bureau's Board of Governors recommendation of Rhonda Weller, General Manager of the Hampton Inn to fill the unexpired term of Carla Eberwein, supported by Councilor Hollis. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 28, 30, 31, 32, 33, 34 & 35- 2015 on first reading by title only and Ordinance No. 29 -2015 in its entirety, supported by Hollis. Upon a vote viva voce, the motion passed. ORDINANCE NO. 28 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE AETNA FOUNDATION (Park) The Clerk read Ordinance No. 28 -2015 on first reading by title only. This Ordinance would authorize the Department of Parks and Recreation to submit a grant application to the Aetna Foundation and to accept grant funding in an amount up to Thirty Thousand Dollars and Zero Cents ($30,000.00) over a two year period and is part of the GoLocal: Cultivating Healthy Communities grant program. If awarded, these funds shall be appropriation to fund the programming at the Farmers Market. Councilor Wissel moved to advance Amended Ordinance No. 28 -2015 to second reading and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion carried. Council President Oler declared Ordinance No. 28 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance No. 28- 2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 28 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Common COWIdl NflnufeS June 1, 2015 Page 4 of 6 ORDINANCE NO. 29 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION FROM THE INDIANA CRIMINAL JUSTICE INSTITUTE (Police) The Clerk read Ordinance No. 29 -2015 on first reading in its entirety. WHEREAS, The City of Richmond, Indiana, has the option of accepting or rejecting donations for a speck purpose; and WHEREAS, The acceptance of a donation for a specific purpose constitutes the appropriation of such property for the intended purpose. NOW THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the following shall be accepted and gratefully acknowledged by the citizens of Richmond: From the Indiana Criminal Justice Institute, ten (10) e- ticket scanners and ten (10) e- ticket printers for the electronic citation and warning system for the Richmond Police Department. This Ordinance would authorize the Police Department to accept a donation of ten e- ticket scanners and ten e- ticket printers for the electronic citation and warning system from the Indiana Criminal Justice Institute. Councilor Wissel moved to advance Ordinance No. 29 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 29 -2015 on second reading by title only. Council President Oler declared Ordinance No. 29 -2015 on second reading and public hearing. ORDINANCE NO. 30 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Primex- Machinery) The Clerk read Ordinance No. 30 -2015 on first reading by title only. This Ordinance is a petition of Primex Plastics for a ten -year tax abatement on Machinery valued at Five Million Nine Hundred Ninety Five Thousand Six Hundred Twenty Two Dollars and zero cents ($6,995,622.00). Ordinance No. 30 -2015 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 31 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Agrecel -Real Estate) The Clerk read Ordinance No. 31 -2015 on first reading by title only. a Common Council Mnules June 1, 2015 Page 5 of 6 This Ordinance is a petition of Agracel for a ten -year tax abatement on Real Estate valued at One Million Two Hundred Fifty Thousand Dollars and zero cents ($1,250,000.00). ORDINANCE NO. 32 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Jason Industries — IT Equipment) The Clerk read Ordinance No. 32 -2015 on first reading by title only. This Ordinance is a petition of Jason Industries DBA Janesville Acoustics for a ten -year tax abatement on Equipment valued at Two Hundred Thousand Dollars and zero cents ($200,000.00). Ordinance No. 32 -2015 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 33 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Jason Industries —Machinery) The Clerk read Ordinance No. 33 -2015 on first reading by title only. This Ordinance is a petition of Jason Industries DBA Janesville Acoustics for a ten -year tax abatement on Equipment valued at Seven Million Eight Hundred Thousand Dollars and zero cents ($7,800,000.00). Ordinance No. 33 -2015 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 342015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Vandor- Industries Road -IT Equipment and Machinery) The Clerk read Ordinance No. 34 -2015 on first reading by title only. This Ordinance is a petition of Vandor Corporation (Industries Road) for a ten -year tax abatement on Manufacturing Equipment valued at One Million Twenty Five Thousand Dollars and zero cents ($1,025,000.00) and IT Equipment valued at Seventy Five Thousand Dollars and zero cents ($75,000.00). Ordinance No. 34 -2015 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 35 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Vandor — Rich Road -IT Equipment and Machinery) The Clerk read Ordinance No. 35 -2015 on first reading by title only. This Ordinance is a petition of Vandor Corporation (Rich Road) for a ten -year tax abatement on Manufacturing Equipment valued at Six Hundred Thirty Thousand Dollars and zero cents ($630,000.00) and IT Equipment valued at Forty Thousand Dollars and zero cents ($40,000.00). Ordinance No. 35 -2015 was referred to the Tax Abatement Committee for due diligence.
