A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY
MANAGER TO SUBMIT AN EXECUTED GRANT APPLICATION TO
THE HAZARD MITIGATION GRANT PROGRAM(HMGP) FOR FISCAL
YEAR 2018 PRE-DISASTER MITIGATION GRANT FUNDING UNDER
THE "OTHER" CATEGORY; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, Section 203 of the "other" category is a part of the Robert T. Stafford
Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended, (42 U.S.C.
5133) which authorizes FEMA to make grants for the purpose of implementing a sustained pre-
disaster natural hazard mitigation program to reduce overall risk to the population and structures
from future hazard events, while also reducing reliance on federal funding from future disasters;
and
WHEREAS, the City of Opa-locka ("City") applied for a grant funding to complete
drainage construction within Zone 6, to address flood concerns, by installing a future pipe
connection and French drainage system,to exfiltrate water runoff, and to complete a new roadway
surface and sub-grade; and
WHEREAS, the City Commission finds that it is in the best interest of the City to apply
for pre-disaster mitigation grant funding.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-locka hereby retroactively authorizes the City
Manager to submit an executed grant application to the Hazard Mitigation Grant Program
for fiscal year 2018 pre-disaster mitigation grant funding under the "other" category.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re-lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager, or the City Manager's designee, without need of public hearing, by filing a
corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE.
Resolution No. 18-9582
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor or his designee.

BACKGROUND/HISTORY:
The City of Opa-locka' s(the City)drainage system is divided into 6 Zones. In 2014,EAC Consulting
Inc. (the Consulting)completed a planning document report for the City's Storm water Infrastructure
Improvements. The report outlines each zone,elaborates on the existing system issues,recommended
improvements, development alternatives and maintenance planning. Climate and various
environmental changes are included in the Consultant's findings as well, we outline some of the
comments and historical background on the City's storm water system in the passage below.
The city of Opa-locka's owned and maintained storm water system consists of a series of canals some
of which may be interconnected, swales, storm sewers and exfiltration systems. The existing storm
water system consists of a number of independently built facilities rather than an integrated network and
do not provide the interdependency as well as an outlet feature to facilitate discharge to local canals
system(s).Most of the drainage and storm water management within the city occurs through limited and
sparsely located infrastructure and via overland flow along the city streets. Where existent, existing
exfiltration trenches are aged and in need of maintenance and/or rehabilitation or replacement. The
existing storm sewers and drains were not properly designed to collect and convey storm water runoff.
Flooding problems are prevalent in the city due to the lack of adequate drainage infrastructure.The city
currently experiences significant flooding during periods of light to moderate rainfall events. The
roadways within the commercial and industrial areas of the city experience the highest levels of
flooding incidents. These roadways subsequently become severely damaged due to the heavy traffic
loads and the inundation of the roadway crowns due to flooding. In Planning Zone 2,Cairo Lane,NW
147th Street and NW 127th Street typically become impassable for a few days leading to major impacts
for businesses and commercial land uses that are located within these corridors.
To achieve these responsibilities the city established the need to embark on capital improvements to its
storm water system.To undertake these much-needed capital improvements for its storm water drainage
system,the City of Opa-locka applied for required planning,design and construction loans through the
CWSRF program.
On October 10,2018,the City Commission approved the Interim City Manager's request to apply for a
portion of the infrastructure work needed for Zone 6 related to the NW 131St Street area under the
Miami-Dade County CDBG Block Grant (CDBG grant). The proposal for the Zone 6 Storm water
Management System&Roadway Reconstruction project as it was titled was submitted to Miami-Dade
County Public Housing and Community Development on Friday,November 16,2018,with a request of
$1,000,000. In accordance with the County funding allotments and based on prioritization of the City's
existing drainage needs, only a fraction of the City's storm water drainage funding necessities were
included in the RFP for the CDBG Block grant.
Based on the current state of the City's infrastructure,additional resources are needed,Mr.Airia Austin,
the City's Public Works & CIP Director believes the capital infrastructure needs are well over $50
million.The 2014 EAC report estimated approximately$20 million in funding needed to assist solely
for the storm water upgrade and improvements and does not represent all capital and infrastructure
needs.To address some of the storm water infrastructure needs of Zones 1-6,we are requesting for the
City Commission's approval to apply for two (2)grants:
1. FEMA FY 2018 Pre-Disaster Mitigation Grant (hazard mitigation funding) for storm
water and,
2. U.S. Department of Agriculture's (USDA) Rural Development Disaster Assistance
(Disaster Assistance)Grant. The Disaster Assistance grant is infrastructure related as it
is funding,offered by the USDA,specifically for water,sewer,and solid waste damages
resulting from 2017's Hurricane Irma.
CURRENT ACTIVITY:
The City of Opa-locka is requesting Commission approval to take advantage of hazard mitigation
funding opportunities and submit electronic sub-ward application through (E-grant) to the Florida
Department of Emergency Management and FEMA,for the City's storm water and drainage problems
in Zones 1 thru 6 to address some the surface water in abnormal quantity resulting from heavy rain fall.
The City would be included as part of the State of Florida's federal grant application to FEMA. The
process requires the State of Florida to apply directly to the federal government through FEMA and for
municipalities and other agencies to be included as a sub awardee under the state. Submission to the
State of Florida is required on or before Wednesday, November 28, 2018, to allow the Florida
Department of Emergency Management to package all local submissions,prior to forwarding their full
and completed application to FEMA by the January 31, 2019 deadline.
The City is also requesting permission for E-grant submission to the U.S. Department of Agriculture
Rural Development ("USDA") for outstanding water/sewer related damages from 2017's Hurricane

Irma (damages not reimbursed by any other funding source). The City met with the local branch of
USDA on October 18, 2018 to discuss grant development opportunities; the representatives that met
with the City and shared the Notice of Funding Availability(NOFA) related to the Water and Waste
Disposal Disaster Assistance Grant which provides over$160 million in available funds for repairs to
drinking water systems and sewer and solid waste disposal systems impacted by Hurricanes Harvey,
Irma, and Maria in the states of Florida, Georgia, South Carolina,Texas, and the territories of Puerto
Rico and Virgin Islands. The City has reviewed the criteria and eligibility requirements and has met
these requirements, the grant funds do not require a local match and will represent a 100%
reimbursement for eligible expenditures paid by the City.
FINANCIAL:
Funding for infrastructure projects are notated in the FY2019 2018/2019 budget reports under both the
Safe Neighborhood Capital Improvement and Water and Sewer Capital Projects Funds. Budget
amendments will be conducted in accordance with the City and state laws and rules,and with the State
of Florida's Financial Oversight Board as required, if grant funding is awarded by the entities
mentioned above.

Description: The Pre-Disaster Mitigation (PDM)program makes available Federal funds to State,
Local and Tribal Governments to implement and sustain cost-effective measures

FEMA will provide allocations of$575,000 as required by the Stafford Act to states and
