CITY OF MEDINA
RESOLUTION NO. 2006 - 83
RESOLUTION REGARDING HENNEPIN COUNTY PRELIMINARY LAYOUT NO. 1B,
PRELIMINARY LAYOUT NO.2B, AND PRELIMINARY LAYOUT NO.3A FOR THE
CONSTRUCTION OF A TRAIL ALONG COUNTY STATE AID HIGHWAY (CSAH) 19
IN THE CITY OF MEDINA
WHEREAS, the Hennepin County Transportation Department has prepared Preliminary
Layout No. 1B dated October 17, 2006, Preliminary Layout No. 2B dated October 17, 2006, and
Preliminary Layout No.3A dated October 10, 2006 (collectively, the "Preliminary Trail
Layouts"), for construction of a multi -use pedestrian -bicycle trail along the east side of CSAH 19
within Medina; and
WHEREAS, Hennepin County has developed the Preliminary Trail Layouts in
conjunction with the city of Medina (the "City") through project management team meetings,
attendance at a City park commission workshop, attendance at a City park commission regular
meeting and public hearing, telephone and e-mail contact with residents of the community, and
two neighborhood meetings with two separate neighborhood groups within the project corridor;
and
WHEREAS, Hennepin County has included a neighborhood connection from Baker
Park to the Lake Independence/Dockside neighborhood in Preliminary Layout 1B; and
WHEREAS, Hennepin County and the City intend to continue to work cooperatively
toward the final design, construction, and completion of the project; and
WHEREAS, Hennepin County has requested City approval of the Preliminary Trail
Layouts for the multi -use pedestrian -bicycle trail along the east side of CSAH 19.
NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina as
follows:
1) The City approves those portions of the Preliminary Trail Layouts for the construction of
a multi -use pedestrian -bicycle trail along the east side of CSAH 19 which lie outside
Baker Park Reserve.
The City conditionally approves those portions of the Preliminary Trail Layouts which
lie within Baker Park Reserve, subject to Three Rivers Park District agreeing to maintain
the existing or a comparable equestrian trail in Baker Park and there being more dialog
between the City and Hennepin County regarding the width of the west side trail
connection from Baker Park to the Lake Independence/Dockside neighborhood.

3) Subject to the conditions of the above approvals, Hennepin County is hereby authorized
to acquire all rights -of -way, permits, and/or easement required for said improvements in
accordance with the Preliminary Trail Layouts.
4) The City reserves the right to approve the final construction plans and Construction
Cooperative Agreement prior to the construction of the project.

upon vote being taken thereon, the following voted in favor thereof:
Brinkman, Workman, Cavanaugh, Smith
and the following voted against same: (Absent: Weir)
None
Whereupon said resolution was declared duly passed and adopted.
