Exercise Overview
This exercise is a Table Top Exercise, planned for 30 minutes at Medina
City Hall Council Chambers.
Exercise play is limited to policy
level TTX based on a train derailment event in the City of Medina / Hennepin County.
Mission area(s): Elected Officials understanding their roles as policy
makers.

Objectives and Guidelines
The primary purpose of the Medina City Council is to
understand their roles and responsibilities as policy makers.
Enact city ordinances
Ensure training
Lines of communication through the PIO
Exercise Guidelines
This is an open, low-
stress, no-fault
environment. Varying
viewpoints, even
disagreements, are
expected
Base your responses on
the current ordinances
and capabilities of the
city
Assumptions
The exercise is conducted
in a no-fault learning
environment wherein
capabilities, plans,
systems, and processes
will be evaluated
The exercise scenario is
plausible, and events
occur as they are
presented
Scenario:
On December 23, 2023 at
approximately 4:30 p.m., the
police department responded to
multiple calls of a large train
derailment near the intersection of
State Highway 55 and Arrowhead
Drive. Officers could immediately
see a large smoke plume coming
from the area.
It is apparent that this is going to
be a major incident in the City of
Medina. The City Administrator is
notified and basic information is
passed onto the Mayor and City
Council.
Scenario, Cont.:
We have been contacted by
multiple news agencies advising
that they will be attending the
meeting and are requesting to
have their trucks in front of city hall.
National news media are inquiring
what the city is going to do and
how does this affect the
community.
The Mayor and individual council
members have also received
many emails and phone calls
about the derailment concerning
what we are going to do and
what might be on the railcars.

Preparedness
Appoint local Director.
With Council, enact ordinances to deal with emergencies.
Establish formal line of succession for Mayoral authority.
Review Lake Minnetonka Area Emergency Plan.
Participate in emergency exercises.

Response:
Declare local emergencies. Only the Mayor, or her/his legal successor, may declare a local emergency.
An emergency declared by the Mayor may remain in effect for up to three days.
A council resolution is required to extend the declaration.

◦The primary role of the Medina Council is to enact
emergency regulations that assist in response and
recovery.
◦If necessary, pass a resolution extending the

days.
