HomeMy Public PortalAbout19-9590 appropriations Project Request for Fiscal Year 2019-2020 Sponsored by: City Manager RESOLUTION NO. 19-9590 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO PREPARE AND PRESENT AN APPROPRIATIONS PROJECT REQUEST FOR FISCAL YEAR 2019-2020; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, newly elected state representative for House District 109, James Bush, requested that the City of Opa-locka ("City") prepares and presents priority projects for the Florida's Legislature's appropriation process; and WHEREAS, the City has identified four (4) priority projects which include water quality improvements, crime prevention technologies, new public safety facility and downtown mixed-use development; and WHEREAS, the City Commission finds that it is in the best interest of the City to authorize the City Manager to prepare and present an Appropriations Project Request for Fiscal Year 2019-2020. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. Section 2. AUTHORIZATION The City Commission hereby authorizes the City Manager to prepare and present an Appropriations Project Request for Fiscal Year 2019-2020 Section 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re-lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee, without need of public hearing, by filing a corrected copy of same with the City Clerk. Section 4. EFFECTIVE DATE. This Resolution shall take effect immediately upon adoption and is subject to the approval of the Governor or his designee. Date: December 28, 2018 Re: Emergency State Appropriations Project Request Application On December 21, 2018, Representative James Bush, the newly elected state representative for House District 109 replacing Representative Cynthia Stafford,representing the City of Opa-locka("the City"), requested the preparation and presentation of priority projects for the City through the appropriations process with the state of Florida. As a House member, Representative Bush would include the priority projects as part of bills seeking funding for local projects in his district. An``Appropriations Project Request—Fiscal Year 2019-20"is to be prepared describing each project meeting the Definition of House Rule 5.14. These projects include the following: • Priority 1 - City of Opa-locka Water Quality Improvements, $10,158,376. • Priority 2 - City of Opa-locka Crime Prevention Technologies, $641,036. • Priority 3 - City of Opa-locka New Public Safety Facility (Police Station), $4,000,000. • Priority 4-City of Opa-locka Downtown Mixed Use Development,at 300 Opa-locka Boulevard Site, State Owned Property. Once the appropriation packages have been completed for each project, they will be submitted to Representative Bush's office. This submission is one of the ongoing attempts to assist the City with expanding its funding opportunity stream to support infrastructure and technology projects and needs for its taxpayers and citizens. The City is in need of additional resources to support its goals, mission and agenda to protect and serve its citizens. The reason for the retroactive request is that the City received this request from Representative Bush's office on December 21, 2018 and is due to his office by January 4, 2019 in order to meet the deadline due date of January 7, 2019. The Appropriations Committee meets on January 8, 2019 in Tallahassee, Florida. It is anticipated that these funding sources would be used to supplement the cost of the project and would be a great financial burden to the City to pursue these projects without the resources and support through the appropriations process. The City is pursuing three(4)projects with appropriations request estimated at over $14 million. ***END OF MEMORANDUM***
