Three councilmembers shall constitute a quorum and shall be authorized to transact business of the city council. Voting on the adoption of ordinances shall be by voice vote and the vote shall be recorded in the journal, but any member of the city council shall have the right to request a roll-call vote and such vote shall be recorded in the journal. Except as otherwise provided in this charter, the affirmative vote of a majority of councilmembers present, provided a quorum exists, shall be required for the adoption of any ordinance, resolution, or motion or for any action by council. An abstention shall be counted as an affirmative vote. The mayor may not vote on any matter before the council for determination except, in the event of a tie vote of council, the mayor will be required to vote on the matter then under consideration in order to break the tie vote of the council, and in such event of a tie, the mayor may not abstain or refrain from voting unless legally disqualified. RULES OF PROCEDURE PLANNING COMMISSION VOTING – Voting takes place on each petition. Majority vote decides the motion. If a member recuses from voting, the reason for recusing shall be stated and become a part of the minutes. An abstention shall be counted as an affirmative vote. The Chair shall only vote in the event of a tie vote. Votes shall be recorded and included in the minutes.
