HomeMy Public PortalAbout01-22-2015THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, THURSDAY, JANUARY 22, 2015 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, January 22, 2015 in the Council Chambers at the Municipal Building, 50 North 5"' Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Tony Foster and Dick Foore. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Park Superintendent Bill Thistlethwaite; Police Lt. Donnie Benedict; Sharon Palmer, Metropolitan Development; Fire Chief Jerry Purcell; City Engineer Greg Steins; and, Media. APPROVAL OF MINUTES Mr. Foore moved to approve the January 8, 2015 minutes, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Foster moved to approve the January 9, 2015 Claims for Payment in the amount of One Hundred Fifty One Thousand Four Hundred Sixty Four Dollars and seventeen cents ($151,464.17), supported by Mr. Foore. Upon a vote viva voce, the motion carried. Mr. Foore moved to approve the January 16, 2015 Claims for Payment in the amount of One Hundred Fifty Three Thousand Four Hundred Eighty Dollars and three cents ($153,480.03), supported by Mr. Foster. Upon a vote viva voce, the motion carried. Mr. Foster moved to approve the January 23, 2015 Claims for Payment in the amount of One Hundred Nine Thousand Five Hundred Thirty Seven Dollars and seven cents ($109,537.07), supported by Mr. Foore. Upon a vote viva voce, the motion carried. REQUESTS • PARKING LOT CLOSURE Richmond Meltdown Winter Ice Festival Parking Lot B — North "A" — 6-7' Street January 26 (9:00 am) - February 1, 2015 (12 Noon) Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • STREET CLOSURE Richmond Meltdown Winter Ice Festival Service Drive — North 6" — 7ffi Street January 30-31, 2015 — close at 12 Noon Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. BID OPENINGS - None BID AWARDS - None CONTRACTS • CONTRACT NO. 6-2015 -FREEDOM TITLE COMPANY Title /closing services for properties purchased through the Blight Elimination Program Cost per property - $395.50 (estimated 140 -180 original closings from Round 1 and 2) If a property is sold to a neighbor, the cost would be $203.00. Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • CONTRACT NO. 7-2015 - DICKMAN APPRAISAL SERVICE Appraisal services for properties purchased through the Blight elimination Program Cost per property - $240.00 (estimated 140 -180 original closings from Round 1 and 2) Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. CHANGE ORDERS • CONTRACT NO. 62-2013-CHANGE ORDER NO. 1 AMEC Environment & Infrastructure, Inc. Ongoing environmental monitoring to be performed at the former Dana Property located at 2153/2175 Williamsburg Pike The Indiana Department of Environmental Management is providing the funding for this project - the City is serving as the pass- through agent to facilitate this Not to exceed $6,277.84 Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. ADDENDUMS • CONTRACT NO. 33-2013-ADDENDUM NO.2- Koorsen Fire & Security, Inc. dba Pro Air, Inc. Services in connection with the maintenance of the MAKO and Bauer breathing air compressors for the City of Richmond Fire Department Not to exceed $2,160.00 Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. MISCELLANEOUS • RIGHT -OF -WAY ACQUISITION —MANOR DRIVE PROJECT— PROJECT NO. 117 -3174 Parcel No. 5 — 906 Locust Drive Not to exceed $6,060.00 Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. PUBLIC HEARING • A public hearing in connection with Indiana Unsafe Building Code to establish administrative processing expenses and to establish a performance bond schedule for use by the Richmond Unsafe Building Commission. Proof of Publication - Mr. Foster moved to accept and file the application, supported by Mr. Foore. Upon a vote viva voce, the motion carried. Public Hearing — Ms. Robinson declared Public Hearing on Resolution No. 1 -2015. There being no comments for or against, Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried.
