The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, April
23, 2015, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Tony Foster and Dick Foore.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Fire Chief Jerry
Purcell; Lt. Donnie Benedict; City Engineer Greg Stiens; and, Media.
APPROVAL OF MINUTES
Mr. Foore moved to approve the April 16, 2015 minutes, supported by Mr. Foster. Upon a vote viva voce,
the motion carried.
CLAIMS FOR PAYMENT
None
REQUESTS
• NEW HANDICAP PARKING SIGN

Lt. Benedict recommended denial of this request. This property does not meet the criteria for a
handicap parking sign.
Mr. Foster moved to deny the request, supported by Mr. Foore. Upon a vote viva voce, the
motion carried.
• RENEWAL OF HANDICAP PARKING SIGN

Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried.

New Completion Date —from 1 -13 -2015 to July 15 -2015
Not to exceed $175,843.86 — Federal funds to pay 9 %; City of Richmond Redevelopment
Funds to pay 10% (already allocated)
Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried.
RESOLUTIONS
• RESOLUTION NO. 11 -2015 — RESOLUTION ACCEPTING THE DEDICATION OF A CERTAN
PORTION OF SOUTH "Q" STREET AND /OR PARCELS MAKING UP SUCH ROADWAY
There is no cost to the City.
Mr. Foore moved to amend the title of the Resolution to reflect 1501 Progress Drive (portions of
the Northwest N Street right of way), supported by Mr. Foster. Upon a vote viva voce, the motion
carried.
Mr. Foore moved to approve as amended, supported by Mr. Foster. Upon a vote viva voce, the
motion carried.
