Revenue Committee Minutes - October 26, 2016
The October 26th meeting of the Revenue committee was called to order at 2:00 PM by
chairman John Laurino. Present and constituting a quorum were: Mr. Laurino, Mr. Paul
Kelleher, Mr. Ken Rowell, Mr. Frank Lucibella, and Mr. Robert Renn.
There was no public comment.
The minutes of the October 7, 2016 meeting were approved - motion by Mr. Rowell,
seconded by Mr. Lucibella, approved unanimously.
The next topic of business was the status of the committee's efforts to secure a
Research Assistant. Given the difficulty in getting a contract established between the
town and Northeastern University to engage a graduate student for this task, Mr. Kelly,
Town Administrator, advised Mr. Laurino and the committee to proceed as follows: 1)
prepare an RFP for a consultant, 2) get at least three candidates to respond, 3) make a
selection from the respondents. Mr. Rowell suggested that the RFP be sent to the
Cape Cod Young Professionals since one or more of their members may meet the
qualifications contained in the RFP. Mr. Laurino will proceed in this fashion.
Discussion then turned to the upcoming presentation to the BOS which was
rescheduled from 10/19/16 to 11/2/16. The one-page outline of the committee's
progress to date was reviewed and minor modifications were made.
Next, the committee had a discussion concerning the inter-town survey. On Tuesday,
10/11/16 Mr. Renn met with Mr. Kelly to review the survey. Mr. Kelly suggested
changes to the cover letter and survey. These changes were incorporated and the final
cover letter and survey were returned to Mr. Kelly who will forward the survey to his
counterparts in the fourteen other towns on the Cape. (Note: transmittal occurred on
10/26/16 with a response due date of 12/16/16).

Next, the committee reviewed the first draft list of proposed recommendations that will
be presented to a joint meeting of the Finance Committee and the BOS in the first
quarter of 2017.
The committee then discussed the date and time for its next meeting. It is scheduled for
11/7/16 at 2:00 PM at the Town Hall.
There being no further business to discuss, a motion was made by Mr. Rowell,
seconded by Mr. Kelleher, and approved unanimously, to adjourn at 3:55 PM.
