' �.� f ! t , . . , , - CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD - MARCH 16, 2006 , The regular meeting of the of the Personnel Board of the City of Lynwood.was held on Thursday, March 16, 2006 at 5:00 p.m. in the Council Chambers of City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER � The meeting was called to order at 5;05 p.m. by Chairperson Battle. Roll call was taken by Mrs. Yolenda Delgadillo, Minutes Clerk. � RLEDGE OF ALLEGIANCE ,, Led by Chairperson Battle. ' ° APPROVAL OF MINUTES .' � A motion was made by Vice-Chairperson Quinonez and seconded by � . Commissioner Villanueva to approve the minutes of February 16, 2006. All in favor. Motion Carried. � A motion was made by Vice-Chairperson Quinonez and seconded by Commissioner Bradley to approve the minutes of February 21, 2006. Chairperson Battle abstained. Motion carried. A motion was made by Vice-Chairperson Quinonez and seconded by Commissioner Villanueva fo approve the minutes of February 21, 2006 with the following noted correction: Commissioner Bradley stated that in the third sentence ° under Commissioner Orals, she did not make the statement about the deficit accounts. Commissioner Villanueva clarified that the comment was made by Vice- � Chairperson Quinonez Motion carried. ; A motion was made by Vice-Chairperson Quinonez and seconded by , Commissioner Villanueva to approve the minutes of March 1, 2006 with the following noted correction. Chairperson Battle noted that on page seven.(7), last I paragcaph it states that the Board voted on a classification title change (Senior and ; Social Services Manager) instead of induding director's names on the recruitment ,' flyers. Motion carried. Cornmissioner Villanueva stated that the minutes did reflect what she remembered voting. STUDIES AND REPORTS - � Vice-Chairperson Quinonez made the motion and Commissioner Villanueva . seconded to approve the request for an open recruitment for the position of Administrative Analyst I. Vice-Chairperson asked where this position will be assigned. Mrs. Delgadillo responded that the new position will be assigned in the City Manager's Office. Commissioner Bradley asked if there was already someone ' serving in that capacity. Ms. Delgadillo responded that it was a new position and no one was serving in a temporary capacity. All in favor. Motion carried._ Ms. Andrea Hooper, City Clerk informed the Board that the 700 "Conflict of InteresY' ' form was due on March 30, 2006 by all Board members. , COMMISSIONER ORALS ' Chairperson Battle is concerned about not receiving the minutes prior to the meetings. She indicated that she received the minutes 30 minutes prior to this meeting which did not give her enough time to review. She also stated that she would like to have the agenda sooner. Commissioner Robinson also stated that he would like to receive the minutes a couple of days before the meeting. , � , Commissioner Bradley commented that the facilitator for the Ethics workshop that , the Board attended.was interesting and enjoyable. However, she indicated that she " � had some difficuities in finding the location and stated that she would like to receive directions; in advance, for future workshops. Vice-Chairperson Quinonez stated that she received correspondence from Councilmember Pedroza where he is thanking the Board for their approval of the _ newly created Senior Services Manager position. His letter listed a different position title than the title approved by the Council. The Board agreed that Councilmember Pedroza's letter and City's record did not match and would like the , minutes to reflect the correct title. A brief discussion took place on the clarification , of the title: the Board recommended and voted for the Senior CommunityServices Manager titie; Councilmember Pedroza's correspondence stated to be Senior and Community Services Manager; however, the title approved by the City Council was • Senior and Social Services Manager. Vice-Chairperson suggested induding an item for close session because some employees are approaching the Board with personnel issues that should. be , discussed in close session. According to those employees, management is not being consistent with what is being presented to them by executive management. 2 � � , , ,� , , � .� } -,� � ;; ' ; . F ' Commissioner Villanueva inquired about what has been done in the past when someone has a grievance. Ms. Delgadillo responded that employees are aware that there is a due process to be followed in case someone has an appeal. • Commissioner Villanueva also stated that when an employee approaches a Board member to direct them to:the Director of Human Resources. Also if there is a misunderstanding between the unidn and a conflict with personnel, then employees should appFoach their union representative. Commissioner Robinson stated that any concerns that an employee might have should go through the right source before it comes to the Board's attention. Commissioner Villanueva stated�that if an employee approaches a Board member is because the employee did not feel comfortable speaking to his/her immediate supervisor and following the chain of command. In this case, she suggested that the Board members stay neutral. ADJOURNMENT Commissioner Robinson made the motion to adjourn and Commissioner Villanueva � seconded. All in favor. Motion carried.
