OfV TUESDAY, NOVEMBER 28, 2006 IN THE LYNWOOD CITY HALL COUNCIL CHAMBE2 . recreatn\commission agendas & minutes\recreation & parks Oct. 2006 CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for September 26, 2006 1) Call to Order; The September 26, 2006 Recreation & Parks Commission meeting was called to order at 5:00 p.m. 2/3) Invocation & Pledcae: Commissioner Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores - Present Vice Chairperson Wood - Present Commissioner Reed - Present Commissioner Espeseth - Present � Commissioner Mendoza - Present Commissioner Hernandez - Present 5) Aaenda Postina: The Agenda was duly posted for the September 2006 meeting. 6) Approval of Past Minutes; Chairperson Flores motions for review and approval of the minutes for the Recreation & Parks Commission meeting held in August 2006, Commissioner Reed motions that the minutes be approved and Commissioner Wood seconds the motion, All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Corresqondence: None 8) Public Orals; Ms. Andrea Hooper, City Clerk stopped by to address the Commission. She requests that the Commission refrain from reorganizing until November, as noted under "scheduled maiters". Ms. Hooper stated that nominations were made at 9/19 Council meeting and that this item will be carried over to #he 10/3 Council meeting. The new commissioners should start in November. Ms. Hooper also reminded the Commissioners that they are required by California State Assembly Bill 1234 to take an Ethics course, Fhe course will be provided by the Human Resources Department through Liebert Cassidy . Whitmore at Bateman Hall on 10/4/06 from 5:00 p,m. to 7:00 p,m, This must be completed by January 2007 by all Commissioners or they may not serve on any commission. An additional tentative date is set for 1 1/8 also at Bateman Hall. New Commissioners are being appointed on 10/3 and they must take the Ethics Training course on 10/4. I 9) Staff Reports: A: Facility Usage Reporf - Aitached for review - Mr. Jose Trejo, {nterim Deputy Director stated that the price difference for Quinceaneras is due to employee rates compared to patron rates. The services provided must also be taken into consideration such as alcohol being served, security needs, etc. B. Division Monthly Reports - Mr. Trejo provides a hand-out of division activities. Commissioner Hernandez inquires about the pcice of the _ "Fright Fest" trip to Magic Mountain, Mr. Trejo responds that the cost is $25,00 per ticket including transportation and there is no limit to the number of tickets that can be purchased. Commissioner Mendoza inquires about Senior Water Aerobics - he doesn't see it listed under the Division Monthly Report. . C. Current Programs/Activity Report -- • 10/5 - Dugout Dedication, Diamond # 1 in Lynwood City Park, 5.30 p.m. � 1017 - 2^d Annual Health Fair & BBQ, Los Amigos Park, 12:00 noon to 5:00 p.m. • 10/26 - 2^d Annual Great Gatsby Ball, Bateman Hall, 6:00 p.m., 510.00 • 10/31- Citywide Halloween Festival, Lynwood City Park, 5:00 p.m. 10) Scheduled Matters: A. Commission Reorganization - See Public Orals B. Review of City Giff/Donation Policy - This policy is being formulated and will go to Council on 10/3. The City has never had a policy in place for donations, sponsorships and giffs. C. Halloween Program Commission Volunteers - Mr. Trejo asks the Commission if they'd like to volunteer as judges for the Halloween Costume Parade and Pumpkin Carving Contest. Chairperson Flores and Commissioner Reed offer to volunteer. Vice Chairperson Wood states that he will volunteer if he is still a Commissioner at that time. Commissioner Hernandez volunteers to work at the Harvest teen dance. D. Quarterly Special Events - Mr. Perry Brents, Deputy Director of Recreation goes over a handout given to the Commissioners. This report provides information on title of event, date, attendance, budget amount and detailed budget. Commissioner Wood comments that the date for the Veterans Day Ceremony has been changed from Friday, 11 /10/Ob to Thursday, 11 /9/06. This is in order to generate better qttendance from students. Other dates of note; Community Block Watch Dinner - 12/13 Candy Cane Lane Christmas Parade - 12/15 Winter Wonderland - 12/13 through 12/21 Kingdom Day Parade - 1 /15/07 Black History Month - 2/21 /07 to 2/24/07 Commissioner Espeseth commented that when she visited Atlanta, Georgia - she toured Martin Luther King's house and grave site. She would also like to know who will portray Mr. & Mrs. Santa Claus. Mr. Brents responds that volunteers will be utilized. Commissioner Hernandez asks if the same food vendors will be used for the Christmas Parade. The reason she is asking is because the tamales she had at last year's parade were not very good. Scheduled Maiters Continued Mr. Brents responds that vendors will be required to place bids. The lowest bidder is usually chosen. Commissioner Reed responds that the special events report is excellent. She asks what happens to the balance of a budgeted amount if the funds are not used. Mr. Brents responds that the money remains in the general fund. Staff is required to stay within the 06/07 budget. Commissioner Reed asks if there is any benefit in conducting an event under budget; is that considered a successful event. Mr. Trejo responds that the success of an event is measured more by the overall outcome of the event; good attendance, things running smoothly. Vice Chairperson Wood �emarks that if the department doesn't spend the money, the department doesn't need it and it may not be included in the next year's budget. Mr. Trejo comments that the department works with a very conservative budget. Staff is required to solicit donations and there is not a lot of flexibiliiy. 11) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth - Very grateful that the potholes in her street have been filled. • Commissioner Mendoza - Wants to return to the senior water aerobics class at the Natatorium. • Vice Chairperson Wood - Commented that the replacement park site is progressing slowly. Tacos Mexico is closed, a car ran through the laundrymat, the market is still in operation. The area is still an eyesore. • Commissioner Reed - Inquired on the status of the weight room. Mr. Trejo announced that the original date for completion was this week. The new date is the end of October. Equipment is on order. 80% will be new equipment and 20% will be refurbished, The room is being painted and mirrors are being installed. The equipment consists of a bike, stair master, workout unit, weights, bike, weight bench, and a treadmill. • Chairperson Flores - Asks about the Dugout Dedication coming up on 10/5/06. How lavish will it be? Is it being dedicated to someone? Vice Chairperson Wood stated that the L.S.A. Board went before the City Council to request covers, The City Manager wanted a ceremony for the unveiling of the dugout covers and a plaque. He announces that the Coalition of Cities and the cities of Lynwood and Montebello are participating in a Teen Jam on 10/20/06. Chairperson Flores urges his fellow commissioners to volunteer their time for Recreation activities regardless of their status as commissioners. He stated that they should take advantage of the opportunity to improve the quality of life in the community. Chairperson Flores stated that Recreation Departments are the body and soul of any community and if unable to serve as commissioners they should serve as community members. Commission Orals Continued • Commissioner Hernandez - ApologizeS for missing last couple of ineetings; she had some important business to take care of. Commissioner Hernandez remarks that whoever is in charge of the Soccer program is doing a good job. She stated that 12 and 13 year olds are being used as referees and wonders if this can be done with Basketball. Vice Chairperson Wood stated that AYSO allows this practice. There is no wriiten LSA policy for Umpires, Chairperson Flores asked what role the Recreation Department plays in implementing this. Mr. Trejo stated that it would be best to implement a department policy across the board for all ' sports. Some youth are mature for their ages and able to handle the task. 12) Adjournment: The meeting was adjourned at 5;50 p.m. The next regularly scheduled meeting will be held on October 24, 2006 in the Lynwood City Hall Council Chambers.
