Mr. Brents responds that vendors will be required to place bids. The lowest
bidder is usually chosen.

required to stay within the 06/07 budget. Commissioner Reed asks if there is
any benefit in conducting an event under budget; is that considered a
successful event. Mr. Trejo responds that the success of an event is measured
more by the overall outcome of the event; good attendance, things running
smoothly. Vice Chairperson Wood emarks that if the department doesn't
spend the money, the department doesn't need it and it may not be
included in the next year's budget. Mr. Trejo comments that the department
