Commissioner Espeseth - Present Commissioner Mendoza - Absenf Commissioner Hernandez - Present Commissioner Ramirez — Present • 5) A�enda Postin�: The Agenda was duly posted for the ]anuary 2006 meeting. , � 6) Approval of Past Minutes: Chairperson Flores motions for review and approval of the minutes for the Recreation st Parks Commission meeting held in November 2005. There was no meeting in December: Commissioner Espeseth motions that the minutes � 6e approved and Commissioner Hernandez seconds the motion. All Commissioners 3: , vote in favor of approving the minutes and the.motion is carried. " � r 7) Correspondence: None ti ' 8) Public Orals: Pearline Calderon, resident of 4010 Josephine Street stopped by to share how much she enjoyed participating in the Kingdom Day Parade held in Los • � � Angeles on 1/16/06. She suggested to Council that a carriage be used instead of cars. There was a basket of goodies awaiting the senior citizens at the end of the parade. Ms. Calderon sfated that the Recreation Department did a good job with this event and she was proud to say that she was from the City of Lynwood. I 9) Staff Reports: A. Facility Usage Repor[ —Attached for review • Commissioner Reed inquired as to the usage and reVenue generated by . Bateman Ha(f rentals — Is revenue going up or down? Whaf is the monthiy j ` trend on income? Do we need to advertise? � ; • Chairperson Florerrequested an itemized report on these items for the next i meeting. � • Commissioner Reed woutd also like clear phrasing of rules and regulations for � � usage of all facilities for the purpose of religious activities, She inquired as to whether rules are based on the municipal code or department policy. � i � i Staff Reports: - CONTINUED B. Division/Monthly Reports — • Commissioner Reed asked if there is a plan for new programming for the new senior center or will the current programs be transferred over: She suggested that the senior citizens program requires needs assessment to create appropriate programming for the new center. Mr. Jose Trejo, Recreation Superintendent II stated that the City is undergoinga performance measurement process and the needs of each departmenddivision are being accessed. Lorry Hempe, Assistant City Manager is in charge of this project. � C. Recreation Consultant Report — ' . The Commissioners discussed the Recreation Consultant job description - ' they wanted to know if reporting to the Recreation 8i Parks Commission is part of the Consultant' s job description or should this item be removed from the agenda and have the Recreation Consultant ask to be put on the agenda. i They also wanted to know if the Recreation Consultant is creating separate sporu programs from the ones offered by the Recreation Deparunent. Is this � � a conFlict of interest? D. Current Programs/Activity Report — � � . T1r. Trejo stated that he wouid mail the monthly activity calendars. There is current event information in the Lynwood ' n Perspective newspaper. i . Black History Month Activities - o Perry Brents, Deputy Director of Recreation will meet with the Mayor Pro Tem today to work on concert plans for Black History Month. ' o"Read to Celebrate " Coloring, Quiz, Fssay Contest — 2/21 /8t 2/22 ± at Bateman Hall , o Senior/Youth Film Festival —2/1 through 2/28 at [he Community Center and the Youth Center. ' - o An afternoon of Culture —2/23 from 1 p.m. to 3 p.m., in Room #1 � at the Lynwood Community Center. ! o Sunday Afternoon Soulful Affair —2/26 at Bateman Hall � Chairperson Flores inquired about how programs are decided. Mr. Treio responded � that there will be a presentation at a Council Meeting in March about how programs are '� implemented and how citizens will be involved —time, effort, planning are needed. ; Vice Chairperson Wood stated that the Recreation 8i Parks Commission has not had I any input into park planning as the Mayor suggested at the Commissioners Christmas i Dinner held in December. 10) Scheduled Matters: , A. � New Park Status — Report by Grant Taylor, Director of Development Services — : Mr. Taylor was in a meeting with the City Manager and was unable to make his � presentation to the Recreation at Parks Commission. This item will be carried ; over to the next meeting. I � � � � •.� 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth — Her husband has reported potholes on their street and she is happy to say they have been fixed. She also stated that she visited the original home of Dr. Martin Luther King long ago. • Commissioner Mendoza —Absent . Vice Chairperson Wood — Sadly announced that Mr. William Yorke, founder of the Lynwood Sports Association passed away on 1/23/O6 of heart failure. Basketball was Mr. Yorke's first love. Basebali is doing well with 21 teams - the first meeting is on 1/26. The draft will take place in February. Vice Chairperson Wood also passed out a very impressive Lynwood Youth Baseball Handbook featuring event calendars, Flyers, articles, a financial report and rules and regulations. '• Commissioner Reed — Stated that she saw Mr. Trejo working very hard on the Winter Wonderland Display held on the front lawn at City Hall in December. She aiso commended Ms. Phyllis Lyons, Recreation Superintendent II for her work with the Senior Citizens. Commissioner Reed stated that staff must ensure that there is no political campaigning going on during the senior lunch period. She would also like to see the weight room sandblasted —iN s really dirty and needs new equipment. • Chairperson Flores — Discussed the fact that Mr. Trejo attended the National League � of Cities meeting and brought back samples of their program brochures. Tfie I Recreation Department can use this format for our program information. He also inquired as to whose responsibility it is to clean the weight room and suggesu buying j new equipment for the new senior center. Mr. Trejo responded that it is the responsibility of the Recreation Department Sports Division to keep the weight room � clean and that the senior citizens have indeed created a wish list of their desires for the new senior center. Chairperson Flores also commented that Mr. Yorke was a i great guy and always called him "yo ung man". Mr. Yorke always helped anyone ; who needed anything. He also asked about who will be appointed to take Commissioner Ramirez's vacancy on the Recreation � Parks Commission.
