1. The Community Preservation Committee meeting was convened at 4:00pm in the Nauset
Room of Orleans Town Hall. Present were Alan McClennen,Jr (Chair); Sue Christie (Clerk);
Gilbert Merritt(Vice Chair);Julia Enroth;Judy Brainerd;Meff Runyon; Ron Peterson;and Phia
Fuller
Absent: Paul McNulty
2. Mr. McClennen opened the meeting and since there was no one present who wished to
make a public comment, he opened the meeting to discussion on item#3, 141 Portanimicut
Rd.,South Orleans,and announced that, upon the advice of Town Counsel, he was

participating as a member of the Committee in the discussion to avoid any appearance
conflict of interest and left the room at 4:06pm.The meeting was then turned over to Gilbert
Merritt,the Vice Chair. Mr. Merritt reviewed the information on 141 Portinimicut Rd.which
had been given out to the Committee.This included a colored map (also a black and white map
from the Assessor's office) and surrounding parcels adjacent to the site, a copy of the letter
from the Gilmore brothers to the Board of Selectmen making an unsolicited offer of 141
Portanimicut Rd.to the Town of Orleans and the terms of the offer,and background
information on the property. Meff Runyon, a member of the Community Preservation
Committee and Chair of the Open Space Committee, reviewed the background e and Julia aion for
the CPC members and answered questions they had regarding the property.
Enroth discussed funds which had been reserved for Open Space and could only be used for
open space acquisitions. It was felt by CPC members that this was an important addition to
Open Space in Orleans and we had sufficient unencumbered funds to make up the difference to
buy 141 Portanimicut Rd.. Consequently,two motions were made in support to purchase and
to allocate CPA funds for meet the$500,000 needed.These are as follows:
Motion 1:Transfer$246,698.from the Sparrow Open Space reserve and$16,109 from by the
Fund income to fund the purchase of 141 Portanimicut Rd. subject to a vote of approval Y
Open Space Committee and subject to approval of Town Counsel.The motion, made by Meff
Runyon and seconded by Julia Enroth,was approved 6 to 0 with one abstention. "The Open
Space Committee has unanimously supported this purchase previously but has not had a
chance to review this current offer".They will meet again on 4/5/16.
Motion Two:Transfer$237,193.from the Orleans CPA unreserved

purchase of 141 Portanimicut Rd. property subject to approval Y
made by Meff Runyon and seconded by Judy Brainerd, was approved 6 to 0 with one
abstention.The two motions amount to$500,000.which is needed to buy this property. 141
Portanimicut Rd.is being offered to the Town for$800,000.with $500,000.to be paid by the
Town and $300,000.to be a gift from the Gilmore family.CPC has confirmed these funds are
available in discussions had with the Orleans Finance Director,David Withrow. Mr. Merritt will
inform the Orleans Board of Selectmen of these two motions.
Mr. McClennen returned to the meeting upon completion of the votes taken on the motions
pertaining to 141 Portanimicut Rd.by the Committee. He briefly discussed the FY'17 CPC
Budget(item 5 on the Agenda) and said that it is positioned as Article 4 on the Warrant for the
May 9th Town Meeting.
6. Other Business on the Agenda
Mr. McClennen recognized Wendy Farrell of the Orleans Community Playground Project Pro ect who
presented a Landscape update on the Project for the Committee's review.She said that from this amount

z*• ntaed "scarping out"vegetation and seeding a grass walkway around the backside of
playground, installing brick walkway from the back entrance, installing a split rail fence from the
playground to basketball court and fixing run off and adding more grass seed to front entrance.
Included in the $18,604 figure was $4,830 for landscape extras itemized on her update but not
for the woodchips needed which she said are"very expensive". The only item questioned in
Ms. Farrell's update was"blowing out leaves on the inside of the playground" which Julia
Enroth said was considered maintenance and not allowable for CPA funds. Otherwise,the
Committee accepted the update as presented on a vote of 8-0-0. Ron Peterson,Monitor for the
Project, made the motion which was seconded by Muff Runyon.
4. Project Monitoring-Important Update and Invoices Plans (Gilbert) OHS is still working on plan

interested parties was conducted/9/mp Completed; should be removed from list
f. OHS Archival Preservation -(Meff)
g. Odd Fellows Hall/Northwest Schoolhouse Restoration-Phase VI- (Phia)They have met
with designer and plans are in process;have received tch certificates; 2-3 towns
h. Cape Cod Village-(Alan) have gotten their final approvals
have pledged$100,000 CPA funds each to Project
i. Outer Beach Recreation Management Plan-(Judy) Plan is done and BOS have
approved 1st phase
j. Orleans Community Playground Enhancement-(Ron)See article 6 abov'xcant,2 more
k. HECH Housing Emergency Loan Program- (Alan)have approved 1st app
in the wings
I. Emmaus House Preservation- (Sue) Completed;should be removed from list
m. CROS Plan Update Completion- (Julia) nothing new
n. Orleans Historic Inventory Revision and Update- (Alan) Contract to 1 source
o. Historic Markers-(Judy) Markers have not yet arrived but should be here shortly
p. Federated Church Lightning Protection Equipment- (Ron) Board yet to vote on their
share
4. Project Monitoring-Important Updates and Invoices (3/31/16)
q. Open Space and Community Housing Support Funds- nothing new to report
With no further business,the Meeting was adjourned at 5:15pm
