SUBJECT: CO-SPONSOR 2017 MOON FESTIVAL AND FUN PARTY WITH WORLD
JOURNAL LA, LLC
RECOMMENDATION:
The City Council is requested to :
1. Approve hosting and co -spo nsorship of a 2017 Moon Fest ival and Fun Party
(Festiva l) with World Journal LA, LLC on Saturday , September 30 , 2017 ;
2. Waive all fees and depos its for use of Temple City Pa rk and the Perform in g Arts
Pavilion ; and
3. Authorize City staff to hang a street banner on Las Tunas Drive .
BACKGROUND:
Th e City received interest from World Journal LA , LLC requesting that the City hos t and
co -sponsor a 2017 Festiva l, proposed to take place on Saturday , September 30 , 2017
(Attachment "A").
ANALYSIS :
The Moon Festival is a harvest festival celebrated on the 151h day of the 81h lunar
month . For the 2017 calendar year, it fa ll s on Oc tober 41
h. Whi le the original purpose of
the Moon Festival was to worsh ip a lun ar deity, the modern celebration steers towards
gathering as its centra l theme . For many cultures in As ia , it is a time to reun ite with
fami ly and friends to eat moon cake , li ght lanterns , play games , and appre ci ate the full
moon , which is a symbo l of harmony and unity. World Journal hopes to bring the
commu n ity together to celebrate the Moon Festival through gourmet food , shopping
a nd entertai nm ent.

Date and Time: The proposed date and time for the Festival is Saturday, September
30 , 2017 , from 2 p .m . to 11 p .m .
Location: World Journal is requesting use of Temple City Park and La s Tunas Drive
between Kauffman and Golden West Avenues .
Street Closure: The closure of La s Tunas Drive will be completed utiliz ing C ity staff
and equipment and will occur between 11 a .m . on Saturday , September 30 and 2 a .m .
on Sunday , October 1.
As the host and co -sponsor of the event, the City would be responsible for the
following :
• Provid e use of Temple City Park , the Performing Arts Pavilion and City Hall
parking lot for the Festival ;
• Hang a street banner , provided by World Journal , on La s Tunas Dr ive (location
to be determined);
• Close Las Tunas Drive from 11 a .m . on Saturday , September 30 , 2017, until 2
a .m . (or until the street is clear) on Sunday , October 1 , 20 17 ;
• Provide Los Ang e les County Sheriff's Depa rtment (LAS D) personn e l for law
enforcement services at the Festival ; and
• Provid e City staff for the street closure , trash collection and miscellaneous
logistical support serv ic es at the Festival.
CITY STRATEGIC GOALS :
Approval of the Moon Festiva l and Fun Party would promote the City 's Strategic Goal of
Quality of Life .
FISCAL IMPACT:
World Journal's initial request identified items in wh ic h the City would be respo nsible to
provide , which incl uded expenses related to LASD and City personnel and traffic control
devi ces for the street closure . City staff was able to negotiate with World Journal and
agreed to cover costs related to LASD and City perso nnel ($5 ,600) and to provide $8,50 0
to cover a portion of Festiva l re lated expenses .
Funds have not been allocated in the FY 2017-18 City Budget for the Festiva l. If
approved by the City Cou ncil , a request for appropriation of funds would be included in
the first quarter budget amendment.

About Moon Festival
The Moon Festiv a l is a harvest festival celebra ted on the 15 th day of the 8th lunar month. For the
20 17 calendar year, it fa lls on October 4 , 20 17. While the original purpose of the Moon Festival was
to worship a lunar deity, the modem celebration s teers toward s gathering as it s central theme.
Across many c ultures in A sia, it is a tim e for reunions among friends and relatives to eat moon
cakes, li ght lanterns, play games, and watch the moon, a symbo l of harmony and unity. With family
and thanks as th e central theme , we ho pe to bring the co mmunity and it s fami li es together in this
holiday season through gourmet food, s ho pping, and interesting e nt ertainments.
Event Detail:
World J ournal Los Angeles is intended to o rganize the "Moon Festival & Fun Party in Temple City"
together with Te mple City in th e Tem pl e C ity Park to ce lebra te the "intangible c u ltural heritage"
behind the holiday. The e vent will have a n even t stage for local community pe rformers to showcase
their ta le nts, exhibition space for c ultura l art showin gs , and booth s pace for c u ltura l foods.

Event highlights & plan:
l. Exotic Food s: There will b e many differe nt types of gounn e t food stands vending specialty foods
to fes ti va l a nd party a tte ndees. These wi ll range from stinky fried tofu, fried swirl potatoes on a
s ti ck to boba tea.
2. Merchant Booths: Including cultural goo d s , d aily live merchants, small app liance, etc.
3. Carnival Games: C h i ldren and a dults a like ca n enjoy carniva l games and win p r izes. There
will also be b o unce houses for sma ll c hi ldren to play in.
4. Tea Tasting: There will be ample tea tasting for guests to try different types of tea such as
Oolong Tea and Pu 'er T ea.
5. Tai Chi D emons tration: During the event, there will be performances howcasing authentic Tai
C hi from local talents. Festival attendees a re welcome to watch or even to try and mimic some of
the moves.
6 . Chinese Calligraphy: We will have a master artist at the eve nt offering fest ival attendees the
chance to have their name translated and written in Chinese to take home a a sou venir.
7. Chopstick T raining: We 've a ll been to a A s ian restaurant and looked at the "instmctions" on the
paper covering the chopsticks. Festival attendees can learn how to master t hese sometimes
confu sing utensils properly.
8. Giant Moon Cake: We will have a giant moon cake plate on di spla y which attendees can ta te the
different variety of gourmet moon cake.
We are dedicated to the community w ith Taiwanese folk three p rinces, traditional Chinese dance, ,
Kung -fu demonstrate, M ex ica n dance, J a panese T aiG uo Dance and other cultura l c haracteristics of
the s tage perforn1ances; multi free lucky drawings with prizes of high winning rate. All kinds of
goods exhibition, from th e daily necessities to the nack food. C hil dren play area of the traditional
Night Market game. Moon Festival & Fun Party will be inspired by the full moon. Along with a
ro und table of the moon cake plate decorated by a variety of moon cakes to treat all visitors. We
w ill integrate more cu ltura l elements, and t he World Journal and Temple City wi ll invite more
c ultural groups a nd different ethnic groups to present their cul tural programs.
Job & Duty plan :
Wo rld Jo u rnal will responsible for the activities of the overa ll planning, which in cluding
recmiting booth vendor s, looking for sponsors, site planning, event preparation and negotiation, Pre
event advertising, event activities and provide staffs during event and etc. From this event and
promotion, Wor ld J o urna l w il l undoubted ly he lp enhance Temp le City's image, and the interaction
and re lationship between its residents and the City governance. Ultimately, Temple City w ill enjoy
overall positive brandin g a nd va lu able community cohesive image.

Temple City to also provi de a support fund of $8,500 to offset th e cos t of followings :
a) Rent tents, tab les, chairs, temporary restrooms, 3 compo n ent washing sinks for food
vendors ,
b) Hire profess ion a l a udio & vi deo vendor for stage pe rformance.
c) H ire professional electric provided team for event need.
d) Hire professio n al cleaning crews.
e) Pay fo r event set up a nd close down staffs.
f) Pay fo r adverti si ng cost in major E ng lish newspapers & socia l med ias.
