HomeMy Public PortalAbout19-9639 Agreement w/Diamanti Construction for Roof Repair Sponsored by: City Manager RESOLUTION NO. 19-9639 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO TAKE IMMEDIATE ACTION AND ENTER INTO AN AGREEMENT WITH DIAMANTI CONSTRUCTION & DEVELOPMENT, INC., TO REPAIR THE ROOF AND EXTERMINATE FOR TERMITES AT HISTORIC CITY HALL, IN AN AMOUNT NOT TO EXCEED $32,000.00; IN A FORM THAT IS ACCEPTABLE TO THE CITY ATTORNEY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The historic City Hall is in need of immediate roof repair and extermination for termites; and WHEREAS, The City Commission believes that it is in the City's best interest to authorize the City Manager to take immediate action to repair the roof and exterminate for termites at historic City Hall. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference; Section 2. The City Manager is hereby authorized to take immediate action to repair the roof and exterminate for termites at historic City Hall, by entering into an agreement with Diamanti Construction and Development, Inc., for said services, in an amount not to exceed $32,000.00, and in a form that is acceptable to the City Attorney. Section 3. Sections of this Resolution may be renumbered or re-lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee, without need of public hearing, by filing a corrected copy of same with the City Clerk. Section 4. This Resolution shall take effect immediately upon adoption, and is subject to the approval of the Governor of the State of Florida or his designee. Staff Summary: The purpose of this request is to take immediate action to perform temporary roof leak repairs and termite treatment to the Historic city Hall facility to keep the building safe until additional funds are available to continue with the Rehab-construction work.This project will have a fiscal impact of$31,405.00; however, it will prevent termites and more water damages to the building. DATE: April 3, 2019 RE: Historic City Hall Building Preservation The intent of this resolution is for a waiver of bid, to have Diamanti Construction& Development, Inc. perform termite treatment, and seal the building envelope. Upon recent inspection of the facility interior it was discovered to have active termites in multiple locations. In an effort to preserve historical aspects as well as newly constructed work, immediate action is required. First steps will require repair of the leaky roof and the sealing of the open tower. After which the facility will be tented to allow for the proper fumigation of the termite infestation. ROOF LEAK REPAIR: Scope of work on different parts of entire flat roof of the main building & two front towers: 1. Clean flat roof on the leak areas to prepare for the repairs 2. Remove damaged roofing material on the areas of the repairs, if needed 3. Install new modified torch down roofing material, as needed 4. Install roofing cement in all required areas, as needed 5. Install roofing membrane for reinforcement of the seams, as needed 6. Install granules of the fresh roofing cement to add strength to the roof repair, as needed 7. Water proof the repaired areas 8. Cover observatory tower to prevent water intrusion 9. Dispose appropriately of all roofing debris Note: This proposal is for water leak roof repairs on the flat roof only, does not include removal of the existing damaged wood decking. The removal and replacement of damaged wood decking will be done at the time of the replacement and installation of a new flat roof installation on the building, under a separate contract. Further,this proposal is presented for the repairs of all of the flat roof areas that has existing water leaks only, and our work consist on stopping the intrusion of all rain water into the building from the roof,to prevent further damages to the roof decking and the structure and interior of the building as well.
