Brewster Housing Partnership Minutes 4/ 18/18 r.
Members present : Vanessa , Diane, Ralph, Steve , Lisa , Ned
Guests present : Jill Scalise,
1 . Meeting called to order at 6 :00 .
2 . Minutes of the last meeting were approved .
3 . Housing Coordinator Updates : Jill provided updates for February and March ( as the February
meeting was cancelled due to weather) .
a . Community outreach information sessions, meeting with local realtors group and
Chamber of Commerce .
b . Discussion of Brewster Woods (40B ) — Permit granted from Zoning Board of Appeals
with Conditions . Question — is it concerning that there were conditions added to the
Permit? Answer — it is not unusual for conditions to specific certain expectations, i . e .
lighting .
c . Buy-down Program — informational emails were sent to organizations; 1 appliation is in
progress . Flyers were requested to distribute to local realtors and the Cape Cod Young
Professionals .
4 . Millstone Land Discussion — There will be a special town meeting just prior to the Town Meeting
a . Article No . 8 — Town to vote on transferring title of 15 acres off Millstone Road for
community affordable housing .
b . Article 30 — parcel off Millstone is " landlocked " and Article 30 will authorize Select
Board to acquire an abutting parcel to provide access to the land in Article 8 :
c . Question re : 40B — is there a plan ? Answer — not yet . the town needs to conduct a
feasibility study and get feedback from Town .
Question — Can the BHP do anything to support ? Answer — yes — talk to people, share
information , identify concerns .
d . Jill and Donna Kalinick will present information at Brewster Community Networks Forum
on 5/3/ 18 at 6 : 30 at Brewster Ladies Library .
5 . ADU Bylaws — Consultant, Laura Harbottle, has been hired to draft bylaws . Ryan Bennett, Jill
Scalise and Donna Kalinick met with her and she has been invited to the next BHP meeting and
will meet with the Planning Board . Target date for Draft bylaw is late July to Planning Board and
goal is to get it on the warrant for Fall town meeting .
To date, ADU bylaws have been passed in Truro, Falmouth and in process in Chatham .
6 . Municipal Housing Trust — Jill Scalise has created a FAQ sheet; has scheduled an information
session for 4/26/ 18 at 6 P . M . at Town Hall .
Jill thanked the BHP for the support and work on the Trust process .
May Special Town Meeting Warrant will include ( Article 27 ) transfer of funds from the current
fund to the Brewster MAHT fund .
7 . Open Meeting Law — Vanessa led a review and discussion of MA Open Meeting Law ,
8 . Council On Aging — postponed discussion until next meeting .
