CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:46 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, and City Clerk Kuo 3. INVOCATION Fr. Mark Strader from St. Luke Catholic Church provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 174 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS A. PET OF THE MONTH Gosia Jaszczur, San Gabriel Valley Humane Society volunteer, introduced the featured pet of the month "Princess". Those interested in adopting Princess can call the San Gabriel Valley Humane Society at (626) 286-1159. B. OLDER AMERICAN PROCLAMATION City Council presented the Older American Proclamation to Temple City's 2017 Older American of the Year. Helen Redmond. City's Park and Recreation staff Roman Rodriguez gave a brief introduction on Ms. Redmond. I C. YOUTH COMMITTEE UPDATE City Council Minutes May 2, 2017 Page 2 of 7 9 I.1 Youth Committee members reported out on their Youth Disaster Preparedness I and Transportation and Public Safety objectives. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Temple City residents and members of the public commented on the Los Angeles County's Mercy House Project. City Council recessed at 9:08 p.m. and reconvened at 9:20 p.m. CONSENT CALENDAR Councilmember Chavez made a motion to approve the Consent Calendar items. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES ' The City Council is requested to review and approve: 1. Minutes of Special City Council Meeting of April 18, 2017; 2. Minutes of Regular City Council Meeting of April 18, 2017; and 3. Minutes of Special City Council Meeting of April 26, 2017. Action: Approved. B. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Regular Parks and Recreation Commission Meeting of April 19, 2017. Action: Received and filed. C. APPROVAL OF FOURTH AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES WITH TRANSTECH ENGINEERS, INC. The Fourth Amendment to agreement with Transtech will extend Building Code Administration and Public Works/Engineering Services for one more year until June 30, 2018. ' Action: City Council Minutes May 2, 2017 Page 3 of 7 ' 1. Approved the Fourth Amendment to the Agreement for Consultant Services with Transtech Engineers, Inc. for Building Code and Public Works/Engineering Services; and 2. Authorized the City Manager to sign and execute the Fourth Amendment. D. APPROVAL OF FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH RED 88 MEDIA First Amendment to agreement with Red 88 Media will extend City Council meeting video recording, live on-line streaming service, and broadcasting of the meeting video and slides services for one more year, with the option to extend for an additional period of two years. Action: 1. Approved the First Amendment to agreement with Red 88 Media for video recording, live on-line streaming services and broadcast the meeting video and update City announcement slides; and ' 2. Authorized the City Manager to sign and execute the First Amendment. E. AUTHORIZE BID ADVERTISEMENT FOR STREET RESURFACING PER PAVEMENT MANAGEMENT PROGRAM PROJECT PHASE 4 (CIP NO. P18- 03) The Fiscal Year 2017-18 City Budget will include $1.7 million in transportation funds for street resurfacing per the Pavement Management Program. Soliciting bids for the project in advance of budget approval will allow the work to be implemented this summer. Action: 1. Accepted bidding and contract documents, plans, and specifications for the Street Resurfacing per Pavement Management Program Project, Phase 4; 2. Found the project categorically exempt from review under the California Environmental Quality Act pursuant to Section 15301 of the CEQA Guidelines pertaining to minor alterations for existing public facilities; and 3. Authorized the City Manager to advertise the project for bids. ' F. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR (FY) 2015-16 City Council Minutes May 2, 2017 Page 4 of 7 The City is in compliance with all requirements of the Los Angeles County ' metropolitan Transportation Authority's Funding and Allocation Guidelines. The reports are presented to City Council for review. Action: Received and filed FY 2015-16 Proposition A, Proposition C, Measure R and Transportation Development Act Article 3 Audit Reports. G. ADOPTION OF RESOLUTION NO. 17-5253 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 17-5253 authorizing the payment of bills. Action: Adopted Resolution No. 17-5253, 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS ' A. ADOPTION OF ORDINANCE NO. 17-1024 AMENDING ARTICLE C OF CHAPTER 6 OF TITLE 2 OF THE TEMPLE CITY MUNICIPAL CODE, MODIFYING THE ART IN PUBLIC PLACES PROGRAM AND ELIMINATING THE PUBLIC ARTS COMMISSION The proposed ordinance would maintain the successful Art in Public Places Program established by Ordinance No. 12-960 while providing flexibility for the City Council in setting up an advisory body to review and make recommendations on Program matters. City Manager Cook gave a brief overview of the proposed ordinance. City Council commented briefly regarding the ordinance. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Mayor Pro Tem Man made a motion to introduce, read by title only, and waive further reading of proposed Ordinance No. 17-1024 amending Article C of Chapter 6 of Title 2 of the Temple City Municipal Code, "Art in Public Places ' Program"; and schedule the second reading and adoption for May 16, 2017. Seconded by Councilmember Yu and carried by the following votes: 11. COMMUNICATIONS— None 12. UPDATE FROM CITY MANAGER City Manager Cook introduced Temple Sheriff Station's new Captain, Captain Flores. 13. UPDATE FROM CITY ATTORNEY— None 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS Mayor Sternquist established a Budget Ad Hoc Committee and appointed Councilmember Fish and Mayor Pro Tem Man to the committee. A. City Council recessed to Closed Session at 9:35 p.m. and reconvened at 10:09 p.m. 18.
