1 . Meeting called to order at 6 : 00 .
2 . ADU Bylaw - Ryan Bennett and Laura Harbottle
• Proposed draft bylaw reviewed .
• Discussion/questions :
o Concern about incentivizing property owners to keep units affordable — i . e .
allowing smaller unit size .
o Affordable " ready renter" list with potential renters screened for income
requirements may deter owners from creating or offering units for rent
o Other considerations discussed : lot size, cap of number of units, Title V
requirements, Zoning ( setbacks ) .
o Q — What criteria was used to arrive at the cap ? A . Building department had
concerns about the administrative burden of tracking units and owner affidavits;
Housing Partnership asks if the Cap could be increased to 20? Note — Affordable
units are not subject to the cap .
o Bylaw language can be confusing — consider making edits to simplify language,
provide educational material .
o Possible future incentives — Housing Trust may offer no or low interest loans for
homeowners to renovate property to create rental units; tax incentives ( note —
potential rental income is recognized as an incentive ) .
3 . Housing Coordinator Updates — Jill Scalise — summary attached .
4 . Municipal Housing Trust — Sarah Robinson will represent the Brewster Housing Partnership on
the Housing Trust
5 . Committee Chair and Secretary for 2018- 2019 — not discussed ; will be on agenda for June
meeting .
6 . Cynthia Bingham announced that Select Board Member Ben duRuyter will be taking her place in
attending BHP meetings in the future .
