HomeMy Public PortalAboutHousing Partnership -- 2017-09-20 Minutes Brewster Housing Partnership Minutes 9/20/17 r Members present : Vanessa , Diane, Ralph, Steve, Lisa, Jillian, Ned Guests present : Donna Kalinick, Jill Scalise Meeting called to order at 6 : 04 . 1 . Approval of Minutes of prior meeting as submitted . 2 . Housing Buy- Down Program — Information provided by Jill Scalise, Brewster Housing Coordinator Jill provided an overview of the program and answered questions from the committee Planning to conduct an assessment of the program' s effectiveness, promote the program in the community and a re-design of the program application Program has been supported by Community Preservation Funds At least 6 homes have been retained as affordable ill 1 market-rate home was brought down to affordable and now deed -restricted Original intent was to retain affordable housing vs . expanding inventory Is looking at similar programs in other towns on Cape ( Harwich, Wellfleet ) to present all options in Brewster There is currently approximately $ 160, 000 available ; may be due to lack of promotion of the program . There is a cap of $ 30, 000 per applicant; CPC willing to consider increasing . Intent of the program was to allow for flexibility and the $ 30, 000 was considered sufficient funds to either make improvements to a house needing repairs or as a down - payment Jill will bring future applications to BHP for review Also creating an inventory of current affordable units in town and researching the housing trust . 3 . Housing Partnership Committee Structure — Board of Selectmen approved increasing the committee to 7 members with 1 alternate 4 . Cape Cod Commission Study : Vanessa discussed results of study which cites a " Housing monoculture" on Cape Cod ( preference for single -family homes ) that creates less opportunity for affordable housing. Brewster Visioning — Draft of the white paper will be posted on town ' s website; next workshops are 10/21, 10/ 25 & 10/26 . Affordable housing identified as one of the 8 key issues . Facilitators and note takers are needed for the next workshops . 6 . Accessory Dwelling By-laws : Working on having a representative from Smarter Cape Cod attend a future BHP meeting . 7 . Housing Production Plan — Will keep as a standing agenda item for discussion 8 . Big Fix — Next year will be Harwich 9 . Dedication for the new Habitat House on Paul Hush Way will be Saturday, 9/22 .
