RESOLUTION AUTHORIZIN"G A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITHT&M ASSOCIATES-
TURNPIKE SEWER CROSSING BIDDING & NJDEP REDESIGN SERVICES
\VHEREAS, the Borough of Carteret is in need of engineering services in regard to the New
Jersey Environmental Infrastructure Trust Project, Turnpike Sewer Crossing Bidding and NJDEP
Redesign Services; and
\VIIEREAS, the Borough's COilllulting Engineers, T&M Associates, possess the requisite skill
and expertise for said services; and
\VHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a
total cost not to exceed $18,000.00; and
\VIIEREAS, the Mayor and Council have reviewed said proposal;
\VIIEREAS, the Chief Financial Officer has certified that funds are or will be available for said
purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County oflvIiddlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering services iu regard to the
New Jersey Environmental Infrastmcture Project, Turnpike Sewer Grossing
Bidding and NIDEP Redesign Services at a total cost not to exceed $18,000.00 at
the rate set forth in T&M's existing contract with the Borough is hereby
approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional services contract
pursuant to NJ.S.A. 40A:11-5(I)(a) in accordance with the Borough's Fair and
Open Process as authorized by law.
4. That a copy of tllis resolution be forwarded to the Borough's Purchasing
Department and T &M Associates.

Dear Mayor Reiman:
The Borough has awarded a constmction contract for the Tmnpike Sewer Crossing project to Cmz
Contractors, LLC in the amount of$2,273,515.00. As you are aware, the project is funded through the NJ
Environmental Infrastmcture Tmst (Err) Program.
As requesled we are prepared to provide contract administration and field inspecIion services for the
project. Our ConstmcIion Services Manager and I will coordinate project consl1uction inspection
activities. The following is a description of the services we will provide, the anticipated performance
period for these services and the budget for the cost of same.
The following scope of services is proposed for the project.
A. Utility Al!reements and Al!encv Coordination - Bid Phase
I. PSE&G - Provide sewer easement documents to PSE&G; assist Borough Attorney and appraisal
consultant in review of agreement requiremenls and inclusion of pertinent provisions in bid
documents.
2. Comail- Review of License to Cross with Conrail and Borough representatives and inclusion of
.insurance and other agreement requirement in bid docwnents.
3. NJ Turnpike Authority - Review of License to Cross with NJTA and Borough representatives
and inclusion of insurance and other agreement requirement in bid documents.
4. Final modifications to bid documents and discussions in accordance with NJDEP requirements
and discussions and various submissions to NJDEP to obtain required "authorization to bid."
B. Bid Phase Services
I. Advertise the project for bidding on behalfoflhe Borough.

2. Respond to queslions from potential bidders during the bid period.
3. Attend the receipt of bids with appropriate municipal officials.
4. Assist the Borough with the bid review process including an evaluation of the contractor's bid
submissions. Prepare a bid tabulation comparing the bids received, review lhe credentials of the
low bidder, and prepare a recommendation of award for Borough action.
C. Construction Phase Services
1. Contract Adminislration
Submit required documents to DEP to secure Authorization to Award.
Once a contract has been awarded, we will prepare contracts for review by the Borough
Attomey and execution by the Contractor and the Borough.
Arrange for and attend a preconstruction meeting with the contractor, Borough
representatives, Police Department, PSE&G, NJ Tumpike Authority (NJTA), Conrail, the
NJDEP, and affected utility owners including but not limited to:

Prepare for and attend progress meetings with representatives of the Borough, Contractor,
DPE, and agencies/utilities. This scope of services assumes 1 progress meeting per month
during constmclion plus an additional meeting during the microtunneling work.
Provide contract administration services during constmclion of the project, including
cOll'espondence, review of payment requests, preparation of payment certificates, and review
of extra requests, and review and preparation of change orders, as required. The contract
period is 240 days.
2. Shop and Setting Drawings and Submittals Review
Review schedule, shop drawings for sewer pipe, manholes, slide gates, microtunneling work,
pipe lining, and other specific items of work. For the purpose of this scope of services, it is
assumed the initial submittal is for items generally as specified in the contract documents; the
Contraclor's submittals are complete; and an initial review for completeness has been

performed by the Contractor. The review estimate includes one resubmittal to respond to
comments in the initial submittal. In order to maintain the proposed budget, partial or
incomplete submittals will be returned without review.
Review of major substitutions or revised designs is considered beyond this scope of services.
Should these services be required it is assumed the contractor would be responsible to cover
the related engineering costs.
3. Utility/Agency Coordination
Coordination and meetings with PSE&G, NJ Turnpike Authority, and Conrail before and
during the construction of the project. The task includes effOlts related to monitoring
compliance with the agreements and licenses and regulations of the above agencies. A
maximum of 2 meetings with each agency is included in this scope of services.
Coordination and meetings with the utilities that will be crossed by the sewer consttUction
and microtunneling. This task includes effOlts related to monitoring compliance with
requirements of utilities with respect to crossings and includes a maximum of 2 utility
coordination meetings.
Any new requirements from agencies/utility companies not noted herein are considered extra
work outside of the scope of selvices and fee estimate.
4. Field Inspection Services
Provide conslruction observation services to monitor the progress and quality of the executed
work of the contractor and to detennine, in general, if such work is proceeding in accordance
with the Contract Documents. The Engineer shall not be responsible for the means, methods,
techniques, sequences, or procedures of conslruction selecled by contractors or lhe safety
precautions and programs in incident to the work of contractors. Field inspection effOlts will
be directed toward providing confidence for the Owner that completed work of contractor
confonns to the contract documents, but the Engineer shall not be responsible for the failure
of the contractors to perfonll the work in accordance with the Conlract Documents. On the
basis of on-site obselvations, the Engineer will keep the Owner infOlmed on the progress of
the work, and shall endeavor to guard the Owner against defects and deficiencies in such
work, and may disapprove or reject work failing to confOlm to the Contract Documents.
Full time consttUction obselvation selvices are proposed during open cut pipe and manhole
installation, and palt time construction obselvation services are proposed as follows during
microtunneling pit consliuction, microtunneling of 48" casing pipe, inseltion of cal1'ier pipe,
and the lining work and other related work to complete project.
. Microtunneling pits - 6 weeks at 201m/week
. Microtunneling - 19 days @ 8 hrs/day
. Cal1'ier pipe installation - 3 days @ 8 hrs/day
· TestinglRestoration- 4 weeks @ 20 hrs/week
. Lining - 5 days @ 4 Ius/day

It is anticipated the microtunneling of the casing once statted will continue 24/7 (24 hours per
day / 7 days per week) and will take approximately 18-20 days. This scope of services
assumes an overall 5 month period of active construction.
5. Project Closeout and One Year Certification
Once construction has been completed, review videotape of completed sewer installation,
existing interceptor, and new lining work; prepare final punch list and closeout the project.
Conduct a final inspeclion ofthe project with the Owner.
Prepare fmal payment certificate and change order and transmit closeout documents to the
Borough.
Prepare record drawings of lhe completed conslruction. The conlractor is required by contract
to provide record infOlmation to assist the Engineer in the preparation of record drawings.
The as-built drawings for the NIT A will be prepared using microstation software as required.
Conduct an inspection of the project with the NJDEP and the Owner one year after project
completion and prepare the One Year Certification as required by the NJDEP.
Fee Proposal
We propose to provide the services outlined in the Scope of Services for a fee not to exceed $120,500
invoiced monthly in accordance with our 20 I 0 Municipal Engineering contract in accordance with the
following task breakdown:
A. Utility/Agreements and Agency Coordination - Bid Phase
B. Bid Phase Services
C. Construction Phase Services
I. Contract Administration including NJDEP and NJElT
Program Requirements

Should additional services oulside of this scope of services be requu.ed, we will immediately notify the
