FEBRUARY 18, 2014
The Common Council of the City of Richmond, Indiana met in regular session February 18, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WISSEL
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis and Ron Oler. Absent was Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Community Policing Diane Whitehead; Battalion Chief Jerry Purcell; Police Lt. Donnie Benedict; Police
Major Mark Connery; Police Chief Kris and Linda Wolski; City Engineer Greg Steins; Human Resources
Sue Roberson; Dave Snow; Chris Hardie; Controller Tammy Glenn; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held February 3, 2014, supported by
Councilor Hollis. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS - None
COMMUNICATION FROM THE MAYOR
• Many thanks to the sponsors of the 2014 Meltdown. Hopefully, this will become an annual event.
• Mayor Hutton encourages all residents to check gutters and inlets and clear them when possible.
There is potential for flooding with the snow melt and expected rain.
• A Proclamation was presented to Betty Mark to honor her for her volunteer work.

Minutes of the January 23 & 30, 2014, meetings were accepted as presented.

Councilor Elstro moved to suspend the rules and read Ordinance Nos. 9, 10, 11 & 12 -2014 on first
reading by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 9 -2014 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS
The Clerk read Ordinance No. 9 -2014 on first reading by title only.
This Ordinance would authorize the City of Richmond to appropriate Five Hundred Six Thousand Eight
Hundred Fifty Nine Dollars and fifty cents ($509,859.50) to Economic Development Income Tax Fund.
This Fund will serve as a pass through for several ongoing projects.
Councilor Wissel moved to advance Ordinance No. 9 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 9 -2014 on second reading by title only.
Council President Miller declared Ordinance No. 9 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance
No. 9 -2014, supported by Councilor Oler. Upon a vote viva voce, the motion passed.
Councilor vessel moved to advance Ordinance No. 9 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 9 -2014 on third reading by title only.
Ordinance No. 9 -2014 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 10 -2014 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE DONATIONS FOR REGIONAL NEIGHBORHOOD NETWORK CONFERENCE
The Cleric read Ordinance No. 10 -2014 on first reading by title only.

This Ordinance would authorize the City of Richmond to receive donations during the calendar year 2014
for the 2014 Regional Neighborhood Network Conference to be held from September 11 to September
13, 2014 shall be accepted and gratefully acknowledged by the citizens of Richmond. In the event any
donations are received in amounts that are over and above the funds needed, this Ordinance would also
authorize the surplus funds to be used for the Neighborhood Services Clearinghouse for projects or other
conferences as needed.
Councilor Elstro moved to advance Ordinance No. 10 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.

Council President Miller declared Ordinance No. 10 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 10 -2014, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.

rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 10 -2014 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 11 -2014 —AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (Police and Fire Departments)
The Clerk read Ordinance No. 11 -2014 on first reading by title only.
This Ordinance would appropriate additional sums of money to the following funds:
General Fund - Police Department $ 76,400.00
General Fund - Fire Department $170,101.00
Police Pension - $ 93,639.00
Fire Pension - $151,694.00
Ordinance No. 11 -2014 was held on first reading until March 3, 2014.
ORDINANCE NO. 12 -2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53-
2013 KNOWN AS THE 2014 SALARY ORDINANCE (Police and Fire)
The Clerk read Ordinance No. 12 -2015 on first reading by title only,
This Ordinance would amend Ordinance No. 53 -2013 which established salaries for the year 2014 by
amending the salaries and position titles of the Police and Fire Departments.
Ordinance No. 12 was held on first reading until March 3, 2014.

ORDINANCE NO. 2-2014 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND
BENEFITS OF RICHMOND FIREFIGHTERS

This Ordinance would authorize the addition of Holiday Pay to be added to the base salary of a firefighter,
plus an additional $1000.00 for the elimination of a vacation day. With this change, the base salary for a
firefighter would remain competitive with the base salary for a police officer. There would be no increase
in rank differential pay which still needs to be addressed.
Ordinance No. 2 -2014 was held on third reading until March 3, 2014.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was
adjourned.
