The Common Council of the City of Richmond, Indiana met in regular session March 3, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PARKER
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis,
Ron Oler and Phil Quinn. Absent was Kelley Cruse - Nicholson.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Nick Wilson; Police Chief Kris and Linda Wolski; Human Resources Sue Roberson; Police Major Mark
Connery; Fire Battalion Chief Jerry Purcell; Deputy Controller Valerie Fonzer; Local 1408 President Mike
Seal; Fire Department members Tim Clark, John Owens, Joe Buckler, Andy Buckler, Jamie Miller & Jim
Bratton; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held February 18, 2014, supported by
Councilor Winget. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• The Gorge Cleanup is scheduled for April 5 and the Annual Spring Cleanup will be April 12.
• In 2012 the in salt, overtime and parts the City spent $91,000; 2013 $86,000 and so far in
2014 $185,000
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the February 13 & 20, 2014, meetings were accepted as presented.

ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos 11812- 2014 on first reading by
title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 11 -2014 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (re Police and Fire Departments)
The Clerk read Ordinance No. 11 -2014 on first reading by title only.
Ordinance No. 11 -2014 was held on first reading.
ORDINANCE NO. 12 -2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53-
2013 ALSO KNOWN AS THE 2014 SALARY ORDINANCE (re Police and Fire Departments)
The Clerk read Ordinance No. 12 -2014 on first reading by title only.
This Ordinance would authorize the amendment of salaries and position titles in the Police and Fire
Departments.
Councilor Parker moved to advance Ordinance No. 12 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion carried.
The Clerk read Ordinance No. 12 -2014 on second reading by title only.
Council President Miller declared Ordinance No. 12 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 12 -2014, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 12 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Elstro. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 12 -2014 on third reading by title only.
Ordinance No. 12 -2014 was adopted with an 8-0 roll call vote.
ORDINANCES ON SECOND READING
ORDINANCE NO. 1 -2014 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY — South 16"' and "O"
Streets
The Clerk read Ordinance No. 1 -2014 on second reading by title only.
Ordinance No. 1 -2014 was held on second reading.
ORDINANCES ON THIRD READING
ORDINANCE NO. 2-2014 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND
BENEFITS OF RICHMOND FIREFIGHTERS
The Clerk read Ordinance No. 2 -2014 on third reading by title only.
Ordinance No. 2 -2014 was defeated with a 4-4 roll call vote. Dissenting were Councilors Wissel, Parker,
Hollis and Miller.
