HomeMy Public PortalAbout04-21-2014i PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 21, 2014 The Common Council of the City of Richmond, Indiana met in regular session April 21, 2014 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WISSEL President Miller called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Director of the Economic Development Corporation Valerie Shafer, Director of Metropolitan Development Tony Foster, Fire Chief Jerry Purcell; Police Chief Kris and Linda Wolski; Jeff Plasterer, Wayne County Council; Police Major Mark Connery; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held April 7, 2014, supported by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A. ECONOMIC DEVELOPMENT CORPORATION: Ms. Shafer reviewed the EDC's Annual Report, Strategic Plan and the 2014 Work Plan. COMMUNICATION FROM THE MAYOR • To date, the Spring clean up has been VERY successful. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the March 27 and April 10, 2014, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • Chief Wolski reported the numbers of various calls received by the Police Department and other activities for 2013. • POLICE MERIT COMMISSION: Councilor Wissel moved to approve the reappointment of Ann England, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Dissenting was Councilor Hollis. Im 10 Common Council Minutes Apol21, 2014 Page 2 of 2 MISCELLANEOUS BUSINESS • A Joint Meeting of Wayne County Council, Richmond Common Council and the Boards of Municipal entities in Wayne County has been scheduled to meet with the Economic Development Corporation on May 15, 2014 at 6 pm. • Councilor Miller announced a meeting re the Community Sustainable Initiative will meet at the Innovation Center on May 1. ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance No. 18- 2014 on first reading by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 18 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE REID HOSPITAL FOUNDATION (Pedestrian and Bicycle Master Plan) The Clerk read Ordinance No. 18 -2014 on first reading by title only This Ordinance would authorize the City of Richmond to submit a grant application to the Reid Hospital Foundation, and to accept funding in an amount up to Five Thousand Dollars and Zero Cents ($5,000.00). These funds shall be appropriated to fund the Community-Wide Pedestrian and Bicycle Master Plan. Councilor Parker moved to advance Ordinance No. 18 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 18 -2014 on second reading by title only. Council President Miller declared Ordinance No. 18 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 18 -2014, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 18 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 18 -2014 on third reading by title only. Ordinance No. 18 -2014 was adopted with a 9 -0 roll call vote.
