�RE30LUTION ENDORSING FREEVJAY PLAN
WHEftEAS, progresa under the Collier-Burna Highway Act
of 1947, in the correction of the critical deficiencies in the street
and highway syetema of citiea, county ana atate, and particularly in
the conatruction of the needed freewaya to supplement the exiating
, street hi�hway system, has been too alow to meet the needa of the •
State anc3 the rapidly growing Los Angelea Metropolitan Area, and
Wfir"�EAB, this lack of progreas has been mainly due to the
insufficiency of present funds to meet the needs, and_
WHEREAS, the Metropolitan Transportation Engineering Board,
a voluntary unofficial organization consisting o£ administratore,
officiala, and engineera of the various cities, Los Angeles County
and the State within the Los Angelee 2�fetropolitan Area, hae been
organized to atudy the needa for expediting the construction of free-
- ways and to propoae financial methods of accomplishing such program,
and
. WHEREAB, the Fact Finding Committee of said Board has sub-
mitted for consideration and financing a proposed Program of Freeway
Construction, described in a scnedule of proposed conatruction dated
December 14�, 1950 totaling �798,975,000 and ilTuatrated by a map
designating the p�rojecta included in eaid schedule, and has requeated
the various cities to indicate their approval in principle of said
program and the coni,inued atudy thereof from the standpoint of the
possibilitiea of £inancing said program, and
_ WHEREAS, it is underatood that the said proposed program
does not in any'way commlt an;� governmental agency to the exact
alinement and location of the freeways compoaing said program but
that such locations will continue to be determined and fixed by
existing policies and lawa governing auch mattera, and .

change in a.ny way the program of each city, county or state look-
ing toward the correction of deficienciea on the exiating su.rface
atreet and highway ayatem of ita particular jurisdiction and that
said freeway unita will be supplemental to said street and highwa.y
system aupplying the rapid tranait elements now lacking to a large
degree in the present eyatema,
NOW THEREFORE, BE IT RESOLVED, That with the understanding
above incorporated, thia Council approves in principle tne propoaed
freet�a.y conetruction program now being conaidered by the Metropolitan
Transportation Engineering Board and recommende that said Boar,d pro-
ceed immediately to determine practical iinancial ways and meana of
accomplishing thia program over a 10-year period, and
BE IT FURTHER RESOLVED, that the findinga of said Board �
be tranamitted to the California State Legislature at the 1951
seasion for ita conaideration along with other critical highway
needs of this 8tate.
