JUNE 16, 2014
The Common Council of the City of Richmond, Indiana met in regular session June 16, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR CRUSE- NICHOLSON
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Misty Hollis
and Ron Oler. Absent were Councilors Winget, Parker & Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Tony Foster, Metropolitan Development; Tracy Bosell, Street Department; Fire Chief Jerry Purcell;
Controller Paula Hill; Rodney Mayse, Municipal Airport; Police Chief Kris and Linda Wolski; Dave Snow;
Mike Elstro; Matt Stegall; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Hollis moved to approve the minutes of the meeting held May 19, 2014, supported by Councilor
Oler. Upon a vote viva voce, the motion passed.
Councilor Cruse - Nicholson moved to amend the motion made by Councilor Parker at the April 7 meeting
to reflect that the motion was made to approve the March 17, 2014 minutes in lieu of March 21, 2014,
supported by Councilor Hollis. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• City Fit was extremely successful
• The Municipal Airport Fly In was also well attended
• Merchants are taking on the responsibility of providing and maintaining flowers in the Downtown
area
• A contractor will be utilized for cutting tall grass
• Summer projects are going well

Minutes of the May 8, 15, 22 & 29, 2014, meetings were accepted as presented.

REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• Chief Wolski reported on the success of stepped up patrols by the Wayne County Sheriffs
Department, Indiana State Police and Richmond Police.
• The 2015 Budget Calendar was distributed by Controller Hill. Committee of the Whole meetings
will take place September 8 -12, 2014. There will be a Special Meeting at 6 PM, October 20 for
final discussion relative to the proposed budget. The Budget Adopted Hearing will be at the
regularly scheduled meeting the same date.
MISCELLANEOUS BUSINESS
• Councilor Hollis requested information relative to the new phone system. Mayor Hutton stated
"bugs" are being worked out daily.
Also questioned was the high grass on the Williamsburg Pike/interstate 70 corridor. Mayor
Hutton related that area is the responsibility of the State Highway.
ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos. 20, 21, 22, 23, 24, 25, 26 & 27-
2014 on first reading by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the
motion passed.
ORDINANCE NO. 20 -2014 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6-1.1 -12.1 (B &F Plastics)
The Clerk read Ordinance No. 20 -2014 on first reading by title only.
This Ordinance is a petition of B &F Plastics, Inc. for a ten year tax abatement on equipment valued at
Five Hundred Fifty Thousand Dollars and zero cents ($550,000.00).
Ordinance No. 20 -2014 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 21 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Clerk)
The Clerk read Ordinance No. 21 -2014 on first reading by title only.
This Ordinance would transfer Fifteen Hundred Dollars and zero cents ($1,550.00) to regular salaries to
fund mid year stipends for the staff in the Clerk's Office.
Ordinance No. 21 -2014 was held on first reading until July 7, 2012.
ORDINANCE NO. 22 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL
AVIATION ADMINISTRATION
The Clerk read Ordinance No. 22 -2014 on first reading by title only.
This Ordinance would authorize the City of Richmond to request and accept a grant in the amount up to
Two Hundred Fifty -two Thousand Nine Hundred Ninety -seven Dollars and Zero Cents ($252,997.00)
from the Federal Aviation Administration and to accept an amount up to Fourteen Thousand Fifty -five

Dollars and Zero Cents ($14,055.00) from the Indiana Department of Transportation. The City shall be
required to match a maximum of Fourteen Thousand Fifty -six Dollars and Zero Cents ($14,056.00) for
the local match which would come from the Airport budget funds. If received, these funds shall be
appropriated for assistance with the costs associated with the Design Runway 15 -33 Rehabilitation and
Airport Layout Plan projects located at the Richmond Municipal Airport.
Councilor Wissel moved to advance Ordinance No. 22 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Oler. Upon a vote viva voce, the motion passed.

Council President Miller declared Ordinance No. 22 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 22 -2014, supported by Councilor Elstro. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 22 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.

Ordinance No. 22 -2014 was adopted with a 6 -0 roll call vote.
ORDINANCE NO. 23 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA HOUSING AND
COMMUNITY DEVELOPMENT AUTHORITY (Eliminate Blight)
The Clerk read Ordinance No. 23 -2014 on first reading by title only.
This Ordinance would authorize the City of Richmond to apply for and accept a federal grant through the
Blight Elimination Program in an amount up to One Million Two Hundred Fifty Thousand Dollars and Zero
Cents ($1,250.000.00) These funds can be used to acquire properties from willing sellers in order that
said abandoned, vacated and blighted properties can be demolished to accomplish neighborhood
stabilization. A ten percent (10 %) local match is required and would be provided by in -kind funds,
services and /or labor.
Councilor Wissel moved to advance Ordinance No. 23 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.

Council President Miller declared Ordinance No. 23 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 23 -2014, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.
Ordinance No. 23 -2014 will be heard on third reading on July 7, 2014.
ORDINANCE NO. 24 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Metropolitan Development)
The Clerk read Ordinance No. 24 -2014 on first reading by title only.
This Ordinance would transfer Eleven Thousand Dollars and zero cents ($11,000.00) from Regular
Salaries to Other Contract Services within the 2014 Budget of the Department of Metropolitan
Development. These funds shall be used to contract mowing services.

Councilor Wissel moved to advance Ordinance No. 24 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Oler. Upon a vote viva voce, the motion passed.

being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance

Councilor Hollis moved to advance Ordinance No. 24 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Oler. Upon a vote viva voce, the motion passed.

Ordinance No. 24 -2014 was adopted with a 6 -0 roll call vote.
ORDINANCE NO. 25 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (Airport)
The Clerk read Ordinance No. 25 -2014 on first reading by title only.
This Ordinance would authorize the appropriation of Thirty Thousand Dollars and Zero Cents to Other
Contractual Services.
Councilor Wissel moved to advance Ordinance No. 25 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 26 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Street)
The Clerk read Ordinance No. 26 -2014 on first reading by title only.
This Ordinance would transfer One Hundred Sixty Thousand Dollars and zero cents ($160,000.00) from
Hot/Cold Mix into two funds within the 2014 Local Road and Street Fund Budget as follows: Forty
Thousand Dollars and zero cents ($40,00000) to Street Improvements; and, One Hundred Twenty
Thousand Dollars and zero cents ($120,000.00) to Other Equipment.
Councilor Wissel moved to advance Ordinance No. 26 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 27 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Stipends)
This Ordinance would transfer Four Thousand Dollars and zero cents ($4,000.00) to regular salaries to
fund mid year stipends for the staff Departments of Law, Human Resources and Information and
Technology..
Ordinance No. 21 -2014 was held on first reading until July 7, 2012.
ORDINANCES ON SECOND READING
