The Common Council of the City of Richmond, Indiana met in regular session July 14, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WISSEL
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty
Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Sharon Palmer, Community Development Specialist; Sarah Mitchell, City Planner; Tony Foster, Director
of Metropolitan Development; Sue Roberson, Human Resources; Paul Hill, City Controller, Police Chief
Kris and Linda Wolski; Members of the American Federation of State, County and Municipal Employees;
Matt Stegall; David Burns; Jay Cassell; Tim Frame; Brett Stewart; Mike Allen; Nick Wilson; and, Media.
APPROVAL OF MINUTES
Councilor Hollis moved to approve the minutes of the meeting held June 16, 2014, supported by
Councilor Wissel. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Mayor Hutton commented on the dedication and integrity of Jack Elstro, 47 year veteran of
Common Council, District 1, who passed away July 3, 2014.
• Thank you to all City Departments for progress on summer projects.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the June 15, 12, 19 & 26, 2014, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• Mr. Foster presented an update on the Neighborhood Stabilization Program.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 21, 27 & 28 -2014 on first reading
by title only and to read Ordinance No. 28 -2014 before Ordinance Nos. 21 & 27 -2014, supported by
Councilor Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 28 -2014 - AN APPROPRIATION ORDINANCE ALLOWING STIPENDS IN LIEU OF
PERMANENT SALARY AND WAGE INCREASES TO BE PAID TO CERTAIN EMPLOYEES OF THE
CITY OF RICHMOND
The Clerk read Ordinance No. 28 -2014 on first reading by title only.
This Ordinance would authorize the City of Richmond to issue a stipend in the amount of Five Hundred
Dollars ($500.00) to all full -time employees except police and firefighter bargaining unit members and all
permanent part-time employees to receive a stipend proportional to full -time hours worked on July 25,
2014.
Councilor Wissel moved to advance Ordinance No. 28 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. The motion failed with a vote of 7 -1. Dissenting was
Councilor Hollis.
ORDINANCE NO. 21 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Clerk)
Ordinance No. 21 -2014 was held on first reading until July 21, 2014.
ORDINANCE NO. 27 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Stipends)
Ordinance No. 27 -2014 was held on first reading until July 21, 2014.
ORDINANCES ON SECOND READING
ORDINANCE NO. 15 -2014 A GENERAL ORDINANCE AMENDING CHAPTER 98 UNSAFE
BUILDINGS AND CHAPTER 158 HISTORIC DISTRICTS
Ordinance No. 15- 2014 was held on second reading until July 21, 2014.
ORDINANCE NO. 20 -2014 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (B &F Plastics)
The Clerk read Ordinance No. 20 -2014 on second reading by title only.
This Ordinance is a petition of B &F Plastics for a ten -year tax abatement on equipment valued at Five
Hundred Fifty Thousand Dollars and Zero Cents ($550,000.00). The Tax Abatement Committee
recommended approval.
Council President Miller declared Ordinance No. 20 -2014 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Oler moved for engrossment of Ordinance
No. 20 -2014, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 20 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 20 -2014 was adopted with an 8-0 roll call vote.
ORDINANCES ON THIRD, READING
ORDINANCE NO. 23 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA HOUSING AND
COMMUNITY DEVELOPMENT AUTHORITY (Eliminate Blight)
The Clerk read Ordinance No. 23 -2014 on third reading by title only.
Councilor Cruse - Nicholson moved to un- engross Ordinance No. 23 -2014 and return it to second reading
and public hearing, supported by Councilor Hollis. Upon a vote viva voce, the motion carried.
Councilor Parker moved to amend Ordinance No. 23 -2014 to request a grant in the amount of Two Million
Dollars and zero cents ($2,000,000.00), supported by Councilor Cruse - Nicholson. Upon a vote viva voce,
the motion carried.
Council President Miller declared Ordinance No. 23 -2014 on second reading and public hearing.
Speaking in favor were Messrs. Cassell, Frame, Stewart, Stegall and Allen. Also speaking in favor was
Ms. Mitchell. There being no comments against the Ordinance, Councilor Hollis moved for engrossment
of Ordinance No. 23 -2014, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 23 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion
passed.
The Clerk read Ordinance No. 23 -2014 on third reading by title only.
Ordinance No. 23 -2014 was adopted with an 8 -0 roll call vote.
MISCELLANEOUS BUSINESS
Several Councilors and the Mayor relayed their memories of Councilor Elstro. All agreed he was the
epitome of a public servant and citizen. He will be missed.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was
adjourned.
