The Common Council of the City of Richmond, Indiana met in regular session August 4, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WINGET
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Kim Vessels, Assistant City
Attorney; Karen Chasteen, City Clerk; Dave Brock; Randy Baker, Corporate Services Director; Mike
Elstro, Line Supervisor, Police Chief Kris and Linda Wolski; Fire Chief Jerry Purcell; Representatives of
the American Federation of Municipal, State and County Employees Local 1791; Media; and, Sergeant at
Arms.
APPROVAL OF MINUTES
Councilor Winget moved to approve the minutes of the meeting held July 21, 2014, supported by Mr.
Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
• RESOLUTION NO. 5-2014 — A RESOLUTION APPOINTING A NEW COMMISSIONER TO THE
INDIANA MUNICIPAL POWER AGENCY
Councilor Winget moved to appoint Larry Parker as Commissioner on the IMPA Board, supported
by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion carried.
COMMUNICATION FROM THE MAYOR
• Representatives from our Japanese Sister City will arrive next week. There will be a
reception /dinner at the First Friends Church on August 12, 6 pm.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the July 17, 2014, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
An updated list of Committee Assignments was distributed.

Council welcomed Doug Goss as District 1 Councilor.

There being no further business, on a motion duly made, seconded and passed, the meeting was
