PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR MILLER President Miller called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse- Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Lary Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Kim Vessels, Assistant City Attorney; Sally Hutton, Mayor, Karen Chasteen, City Clerk; Mike Lawson, Amalgamated Transit Union; Police Chief Kris and Linda Wolski; Randy Baker RP &L Corporate Services Director; Gus Duke and Susan Alexander of RP &L; Dave Brock; Greg Steins, City Engineer; Tony Foster, Metropolitan Development; Fire Chief Jerry Purcell; Joe Schroeder; Dakota Collins; Penny Ullery; Sue Roberson, Human Resources; Dave Snow; Larry Habschmidt; Tim, Mike and Carol Elstro McCashland and other members of the Elstro Family; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held August 4, 2014, supported by Councilor Goss. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A portrait of Councilor Elstro was presented to Council by members of the Elstro family. It will be displayed in Chambers. COMMUNICATION FROM THE MAYOR • The visit from representatives of Richmond's sister city in Japan has been a huge success. • September will being the Regional Neighborhood Clearinghouse Conference. Over 300 people have registered. • The budget process in under way. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the July 31 & August 7, 2014, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS None i Common Coundl Minutes August 18, 2014 Page 2 of 3 ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 31, 32 & 33 -2014 on first reading by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. ORDINANCE NO. 31 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION (Roseview — updated version) The Clerk read Ordinance No. 31 -2014 on first reading by title only. This Ordinance would authorize a grant request to the Indiana Department of Transportation to assist with operating and capital expenses for Rose View Transit for 2015 in the amount of One Million Thirty -six Thousand One Hundred Thirty-two Dollars and Zero Cents ($1,036,132.00). The total project cost is estimated to be a total amount up to One Million Four Hundred Fifty-four Thousand Five Hundred Twenty- four Dollars and Zero Cents ($1,454,524.00). The City will provide up to One Hundred Sixty -two Thousand Twenty-nine Dollars and Zero Cents ($162,029.00) in local EDIT funds towards transportation services in 2015 and up to Two Hundred Fifty -six Thousand Three Hundred Sixty-three Dollars and Zero Cents ($256,363.00) in local fare box, advertisements, and Area 9 grant funds for the local match: Councilor Wissel moved to advance Ordinance No. 31 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 31 -2014 on second reading by title only. Council President Miller declared Ordinance No. 31 -2014 on second reading and public hearing. Ms. Ullery presented a petition from residents at 34 NW a Street in support of this Ordinance. She stated the buses are the only mode of transportation for some citizens and Saturday is the only day to do shopping or errands for those who work during the week. There being no comments against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 31 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 31 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 31 -2014 on third reading by title only. Ordinance No. 31 -2014 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 32 -2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53- 2013 KNOWN AS THE 2014 SALARY ORDINANCE (Fire Department) The Clerk read Ordinance No. 32 -2014 on first reading by title only. This Ordinance would establish the part time Assistant Secretary for the Fire Department to be full time. The annual salary would be Twenty Five Thousand Dollars and four cents ($25,000.04) to be paid from the First Response Fund and General Fund Fire. Councilor Quinn moved to advance Ordinance No. 31 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Wissel. Upon a vote viva voce, the motion failed 8 -1. Dissenting was Councilor Hollis. Ordinance No. 32 -2014 will be heard on second reading September 2, 2014. S.commoncouncil/minutes2014laug 18.doc w i Common Council Minutes August 18, 2014 Page 3 of 3 ORDINANCE NO. 33 -2014 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM LOW DENSITY SINGLE - FAMILY RESIDENTIAL DISTRICT TO INSTITUTIONAL DISTRICT (Holly Lane) The Clerk read Ordinance No. 33 -2014 on first reading by title only. This Ordinance would amend the zoning designation of real estate located at 0 Holly Lane to an Institutional (IS) District in order to allow the new construction of an assisted living facility. Ordinance No. 33 -2014 was referred to the Plan Commission for public hearing at the meeting on August 28, 2014.
