PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Miller called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was Kelley Cruse- Nicholson. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Valerie Shafer, Economic Development Commission; Lisa Lee, Ice Miller; Lauren Mathis, Umbaugh; Dakota Collins, Larry Habschmidt; Paula Hill, Controller; Sue Roberson, Human Resources; Bill Thistlethwaite & Alisha Estabrook, Park Department; Police Chief Kris and Linda Wolski; Dave Bums; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held August 18, 2014, supported by Councilor Goss. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS - None COMMUNICATION FROM THE MAYOR • The City received a Blight Elimination Grant which will enable the City to demolish 82 buildings • The Regional Neighborhood Clearinghouse Conference has 400 registrants at this time • The Starr Gennett Music Festival will be September 12 -13 • There will be a Motorcycle Event at Canal Days (September 6 -7) to raise money for charity REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 14 & 21, 2014, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • Ms. Hill reported the proposed 2015 Budget Books will be delivered this week. The Financial Reports will also be available with a June 30 reconciliation. • Committee of the Whole meetings to hear Budget presentations will be September 9, 10 and if necessary, September 11. S:commoncouncil/minutes/2014 /sep 2.doc Common Council Minutes September Z 2014 Page 2 of 4 MISCELLANEOUS BUSINESS • JOHNS MANVILLE TAX INCREMENT FINANCING: Ms. Lee and Ms. Mathes presented the plan for an $18.8 m renovation at the local Johns Manville Plant. There will be a joint meeting of the Redevelopment Commission, Economic Development Commission and Richmond Common Council on November 3. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 34, 35, 36 & 37 -2014 on first reading by title only, supported by Councilor Oler. Upon a vote viva voce, the motion passed. ORDINANCE NO. 34 -2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53- 2013 KNOWN AS THE 2014 SALARY ORDINANCE (Metropolitan Development) Councilor Parker moved to hold Ordinance No. 34 -2014, supported by Councilor Oler. Upon a vote viva voce, the motion carried. ORDINANCE NO. 35 -2014 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Wayne Machine) The Clerk read Ordinance No. 35 -2014 on first reading by title only. This Ordinance is a petition of Wayne Machine Manufacturers for a ten -year tax abatement on equipment valued at Fifty Thousand Dollars and zero cents ($50,000.00). Ordinance No. 35 -2014 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 36 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE VIGRAN FAMILY FOUNDATION (Park) The Clerk read Ordinance No. 36 -2014 on first reading by title only. This Ordinance would authorize the City of Richmond Parks Department to submit a grant application to the Vigran Family Foundation and to accept said grant funding in an amount up to Ten Thousand Dollars and Zero Cents ($10,000.00). Said funds, if awarded, shall be appropriated to fund the 2015 Summer Concert Series. Councilor Wissel moved to advance Ordinance No. 36 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 36 -2014 on second reading by title only. Council President Miller declared Ordinance No. 36 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance No. 36 -2014, supported by Councilor Winget. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 36 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 36 -2014 on third reading by title only. Ordinance No. 36 -2014 was adopted with an 8-0 roll call vote. This Ordinance would authorize the City of Richmond Parks Department to submit a grant application to the Reid Foundation and to accept said grant funding in an amount up to Ten Thousand Dollars and Zero Cents ($10,000.00). Said funds, if awarded, shall be appropriated to fund the 2015 JUKO Program. Councilor Wissel moved to advance Ordinance No. 37 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 37 -2014 on second reading by title only. Council President Miller declared Ordinance No. 37 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance No. 37 -2014, supported by Councilor Winget. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 37 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 37-2014 on third reading by title only. Ordinance No. 37 -2014 was adopted with an 8 -0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 32 -2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53- 2013 KNOWN AS THE 2014 SALARY ORDINANCE (Fire Department) The Clerk read Ordinance No. 32 -2014 on second reading by title only. This Ordinance would establish the part time Assistant Secretary for the Fire Department to be full time. The annual salary would be Twenty Five Thousand Dollars and four cents ($25,000.04) to be paid from the First Response Fund and General Fund Fire. Council President Miller declared Ordinance No. 32 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Oler moved for engrossment of Ordinance No. 32 -2014, supported by Councilor Wissel. Upon a vote viva voce, the motion carried. Councilor Wissel moved to advance Ordinance No. 32 -2014 to third and final reading, suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion failed 8 -1. Dissenting was Councilor Hollis. Ordinance No. 32 -2014 will be heard on third reading September 15, 2014.
