SEPTEMBER 15, 2014
The Common Council of the City of Richmond, Indiana met in regular session September 15, 2014 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR HOLLIS
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Council members present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don
Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Police Chief and Linda Wolski; Diana Pappin; Controller Paula Hill; Human Resources Director Sue
Roberson; Fire Chief Jerry Purcell; Metropolitan Development Director Tony Foster, Paige Sansone,
Umbaugh & Associates; City Planner Sarah Mitchell; Dakota Collins; Greg Merchanthouse; Tony Fitz,
Model Group; Dave Snow; Chris Alexander, Director of Development for Mainstreet in Carmel, IN; Police
Major Mark Connery; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Winget moved to approve the minutes of the meeting held September 2, 2014, supported by
Councilor Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• The Regional Neighborhood Clearinghouse Conference was well attended
• Starr GennetYs Walk of Fame Music Festival and all other events were well received
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the August 28 & September 4, 2014, meetings were accepted as presented.

MISCELLANEOUS BUSINESS
• Ms. Sansone reviewed the proposed 2015 general fund budget and other revenue accounts.

• Councilor Hollis moved to add Ordinance Nos. 39, 40, 41 & 42 -2014 on first reading to the
agenda, supported by Councilor Winget. Upon a vote viva voce, the motion carried.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 38, 39, 40, 41 & 42 -2014 on first
reading by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 38-2014 — A SPECIAL ORDINANCE CREATING A CONSERVATION DISTRICT OF
THE PROPERTY COMMONLY KNOWN AS TOWNSEND COMMUNITY CENTER
The Clerk read Ordinance No. 38 -2014 on first reading by title only.
This Ordinance would establish the Townsend Community Center property as a conservation district
which will enhance the probability of receiving grant funds for renovations.
Councilor Winget moved to allow Councilor Hollis to recues herself from voting on this matter due to the
fact she sits on the Townsend Center Board of Directors, supported by Councilor Oler. Upon a vote viva
voce, the motion carried.
Councilor Cruse - Nicholson moved to advance Ordinance No. 38 -2014 to second reading, suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 38 -2014 on second reading by title only.
Council President Miller declared Ordinance No. 38 -2014 on second reading and public hearing.
Speaking in favor was Mr. Fitz. There being no comments against the Ordinance, Councilor Cruse -
Nicholson moved for engrossment of Ordinance No. 38 -2014, supported by Councilor Oler. Upon a vote
viva voce, the motion passed.
Councilor Cruse - Nicholson moved to advance Ordinance No. 38 -2014 to third and final reading and
suspend the rules and read by title only, supported by Councilor Oler. Upon a vote viva voce, the motion
passed.
The Clerk read Ordinance No. 38 -2014 on third reading by title only.
Ordinance No. 38 -2014 was adopted with an 8 -1 roll call vote. Abstaining was Councilor Hollis.
ORDINANCE NO. 39 -2014 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL
COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2015
The Clerk read Ordinance No. 39 -2014 on first reading by title only.
Ordinance No. 39 -2014 will be heard on second reading October 6, 2014.
ORDINANCE NO. 40 -2014 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2015
SALARY ORDINANCE
The Clerk read Ordinance No. 40 -2014 on first reading by title only.
Ordinance No. 40 -2014 will be heard on second reading October 6, 2014.
ORDINANCE NO. 41 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR
SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND
POWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT
FUNDS TO THE GENERAL FUND IN 2015

ORDINANCE NO. 42 -2014 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2015

ORDINANCES ON SECOND READING
ORDINANCE NO. 33 -2014 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL FROM LOW DENSITY SINGLE- FAMILY RESIDENTIAL DISTRICT TO
INSTITUTIONAL DISTRICT
The Clerk read Ordinance No. 33 -2014 on second reading by title only
This Ordinance would amend the zoning designation of real estate located at 0 Holly Lane to an
Institutional (IS) District in order to allow the new construction of an assisted living facility. The Plan
Commission recommended approval.
Council President Miller declared Ordinance No. 33 -2014 on second reading and public hearing.
Speaking for the Ordinance was Mr. Merchanthouse. There being no comments against the Ordinance,
Councilor Parker moved for engrossment of Ordinance No. 33 -2014, supported by Councilor Winget.
Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 33 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 33 -2014 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 35 -2014 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1
The Clerk read Ordinance No. 35 -2014 on second reading by title only.
This Ordinance is a petition of Wayne Machine Manufacturers for a ten -year tax abatement on equipment
valued at Fifty Thousand Dollars and zero cents ($50,000.00). The Tax Abatement Committee
recommended approval if amended to reflect an eight year abatement.
Councilor Wissel moved to amend by reducing the term of the abatement to eight years, supported by
Councilor Winget. Upon a vote viva voce, the motion carried.
Council President Miller declared Amended Ordinance No. 35 -2014 on second reading and public
hearing. There being no comments for or against the Ordinance, Councilor Parker moved for
engrossment of Amended Ordinance No. 35 -2014, supported by Councilor Hollis. Upon a vote viva voce,
the motion passed.

Councilor Parker moved to advance Amended Ordinance No. 35 -2014 to third and final reading and
suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva
voce, the motion passed.

Amended Ordinance No. 35 -2014 was adopted with a 9 -0 roll call vote.
ORDINANCES ON THIRD READING
ORDINANCE NO. 32-2014 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 53-
2013 KNOWN AS THE 2014 SALARY ORDINANCE (Fire Department)
The Clerk read Ordinance No. 32 -2014 on third reading by title only.
Ordinance No. 32 -2014 was adopted with a 7 -2 roll call vote. Dissenting were Councilors Miller and
Hollis.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was
adjourned.
