PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR OILER President Miller called the meeting to order and the following business was conducted: ROLL CALL Councilors present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Fire Chief Jerry Purcell; Assistant Fire Chief Tim Brown; City Engineer Greg Steins; Tony Foster, Metropolitan Development; Bob Frick and Troy Scott, R &R Benefits; Larry Habschmidt; Bill Harris, Sanitary District; Dave Snow; Sue Roberson, Human Resources; Diana Pappin; Controller Paula Hill; Bill Thisdethwaite, Park Department; Police Chief and Linda Wolski; Vicki Robinson, Purchasing; Tracy Bosell, Bill Hams, Sanitary District; Mike Lawson, Roseview Transit; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held September 15, 2014, supported by Councilor Goss. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • RESOLUTION NO. 6-2014 — RESOLUTION APPROVING THE AMENDMENT OF THE COMPREHENSIVE PLAN Amendments to the Comprehensive Plan reflect "owner occupied and rental" properties. The Advisory Plan Commission recommended approving these changes after public hearing on September 25, 2014. Councilor Wissel moved to approve, supported by Councilor Quinn. Upon a vote viva voce, the motion carried. COMMUNICATION FROM THE MAYOR • Trick or Treat will be 5:30 -7:30 pm, October 31 • Departments are finishing project before winter weather REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 11 & 18, 2014, meetings were accepted as presented. Common Council Minutes October 6, 2014 Page 2 of 4 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • HUMAN RESOURCES — EMPLOYEE CLINIC: Mr. Scott reviewed the steps and cost involved with establishing a Clinic for City Employees. This is a cost containment strategy suggested by the Department of Human Resources. Additional information will be presented at a future meeting. MISCELLANEOUS BUSINESS • BOARD OF ZONING APPEALS — Reappointment of Alex Dickman: This nomination was taken under advisement until October 20, 2014. This will also allow time for additional nominations. • STREET TREE COMMISSION — Reappointment of Neil Sabine: This nomination was taken under advisement until October 20, 2014. This will also allow time for additional nominations. • WorkOne will be holding a Veterans Resource Fair on November 13, 2014 from 10:00 - 3:00 pm at the Kuhlman Center in Richmond. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 43, 44, 45 & 46 -2014 on first reading by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. ORDINANCE NO. 43-2014 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE RICHMOND URBAN ENTERPRISE ASSOCIATION (Metropolitan Development) The Clerk read Ordinance No. 43 -2014 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Richmond UEA and to accept grant funding in an amount up to Five Thousand Dollars and Zero Cents ($5,000.00). If awarded, these funds shall be appropriated to fund the Community -Wide Pedestrian and Bicycle Master Plan. Councilor Wissel moved to advance Ordinance No. 43 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 43 -2014 on second reading by title only. Council President Miller declared Ordinance No. 43 -2014 on second reading and public hearing. There being no comments for or against this Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 43 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 43 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 43 -2014 on third reading by title only. Ordinance No. 43 -2014 was adopted with a 9 -2 roll call vote. S:commoncounciUminutes/2014 /oct 6.doc Common Council Minutes October 6, 2014 Page 3 of 4 ORDINANCE NO. 44 -2014 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY (Blight Elimination) The Clerk read Ordinance No. 44 -2014 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Indiana Housing and Community Development Authority to obtain federal Blight Elimination Program funds and to accept said grant funding in an amount up to Two Million Dollars and Zero Cents ($2,000,000.00). If awarded, these funds shall be appropriated to fund the Richmond Blight Elimination Program. Councilor Wissel moved to advance Ordinance No. 44 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 44 -2014 on second reading by title only. Council President Miller declared Ordinance No. 44 -2014 on second reading and public hearing. Councilor Hollis expressed concern that the Department of Metropolitan Development may have enough work to do without adding additional responsibilities. There being no further comments, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 44 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 44 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 44 -2014 on third reading by title only. Ordinance No. 44 -2014 was adopted with a 7 -2 roll call vote. Dissenting were Councilors Miller and Hollis. ORDINANCE NO. 45-2014 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (Street — North 11th & J) The Clerk read Ordinance No. 45 -2014 on first reading by title only. This Ordinance is a petition of Mint Management to vacate a public right -of -way at North 11th and "J' Streets. Ordinance No. 45 -2014 was referred to the Plan Commission for public hearing. ORDINANCE NO. 46-2014 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 ( Ahaus) The Clerk read Ordinance No. 46 -2014 on first reading by title only. This Ordinance is a petition of Ahaus Tool for a ten year tax abatement on equipment valued at Three Hundred Fifty Thousand Dollars and zero cents ($350,000.00). Ordinance No. 43 -2014 was referred to the Tax Abatement Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 39-2014 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2015 S :commoncouncil/minutes/2014 /oct 6.doc Common Council Minutes October 6, 2014 Page 4 of 4 The Clerk read Ordinance No. 39 -2014 on second reading by title only. Council President Miller declared Ordinance No. 39 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of Ordinance No. 40 -2014, supported by Councilor Parker. Upon a vote viva voce, the motion passed. Councilor Hollis requested Ordinance No. 39 -2014 be held. ORDINANCE NO. 40-2014 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2015 SALARY ORDINANCE The Clerk read Ordinance No. 40 -2014 on second reading by title only. Council President Miller declared Ordinance No. 40 -2014 on second reading and public hearing. Speaking to the Ordinance was Ms. Robinson. Ordinance No. 40 -2014 was held on second reading. ORDINANCE NO. 41-2014 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMONDPOWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2015 The Clerk read Ordinance No. 41 -2014 on second reading by title only. Council President Miller declared Ordinance No. 41 -2014 on second reading and public hearing. Ordinance No. 41 -2014 was held on second reading. ORDINANCE NO. 42-2014 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2015 BUDGET The Clerk read Ordinance No. 42 -2014 on second reading by title only. Council President Miller declared Ordinance No. 42 -2014 on second reading and public hearing. Ordinance No. 42 -2014 was held on second reading. If necessary, there will be a Special Meeting on October 27, 2014 at 6:00 pm.
