NOVEMBER 17, 2014
The Common Council of the City of Richmond, Indiana met in regular session November 17, 2014 at 7:30
pm in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR CRUSE- NICHOLSON
Vice President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Don Winget, Lary Parker, Misty Hollis,
Ron Oler and Phil Quinn. Absent was J. Clayton Miller.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Lisa Lee, Ice Miller; Police Chief Kris and Linda Wolski; Nick Wilson; Controller Paula Hill; JohnsManville
CEO Dave Young; Jason Oler and Dan Hedden, Umbaugh & Associates; Dave Snow; Dakota Collins;
Metropolitan Development Director Tony Foster; Valerie Shafer, Economic Development Corporation;
Fire Chief Jerry Purcell; Sue Roberson, Human Resources; Media; and, Sergeant at Arms.
APPROVAL OF MINUTES
Councilor Wissel moved to approve the minutes of the meeting held November 3, 2014, supported by
Councilor Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Mayor Hutton requested approval of the re- appointment of Jeff Jackson for an additional 3 -year
term of the Economic Development Commission. Councilor Winget moved to approve,
supported by Councilor Parker. Upon a vote vive voce, the motion passed.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the October 30 and November 6, 2014, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
• Mr. Hedden reviewed the progress of Umbaugh & Associates in assisting the Controller with
reconciling the financial records of the City and the timeline for completing this work.
• Ms. Hill distributed Financial Statements through August 31, 2014.

MISCELLANEOUS BUSINESS
• There will be a joint City /County Council meeting on December 3, 2014, 6:00 pm in the County
Administration Building Conference Room on the lower level.
• Councilor Parker moved to hear Ordinance No. 47 -2014 on third reading to transfer funds which
would be appropriated with Ordinance No. 55 -2014. Councilor Quinn supported this motion.
Upon a vote vive voce, the motion passed.
ORDINANCE NO. 47 -2014 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (First Response)
The Clerk read Ordinance No. 47 -2014 on third reading by title only.
This Ordinance would authorize the appropriation of funds as follows:
From First Response Fund (205.11.107.000.777.5139) $205,997.98
To 205.11.107.150.000.1302 $192,265.96
To 205.11.107.150.000.4490 $ 13,732.02
Ordinance No. 47 -2014 was adopted with an 8-0 roll call vote.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 55, 56 & 57 -2014 on first reading
by title only, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 55 -2014 - AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(First Response)
The Clerk read Ordinance No. 55 -2014 on first reading by title only.
This Ordinance would authorize the transfer of funds within the 2014 First Response Fund as follows:
Delete $60,065.78 from Overtime (EMS) (205.11.107.150.000.1302)
Add $60,065.78 to Overtime (General) (101. 11. 110. 150.000.1302)
Councilor Parker moved to advance Ordinance No. 55 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 55 -2014 on second reading by title only.
Vice President Oler declared Ordinance No. 55 -2014 on second reading and public hearing. There being
no comments for or against this Ordinance, Councilor vessel moved for engrossment of Ordinance No.
55 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 55 -2014 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 56 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
(Controller)
The Clerk read Ordinance No. 56 -2014 on first reading by title only.
Councilor Wissel moved to advance Ordinance No. 56 -2014 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 57 -2014 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APROPRIATIONS FROM CERTAIN FUNDS (Cum Cap)
The Clerk read Ordinance No. 57 -2014 on first reading by title only.
This Ordinance would authorization of an additional appropriation from Cumulative Capital Improvement
Fund (212) as follows:
Add $20,000 to Other Contractual Services (212.02.024.311.000.3990)
Ordinance No. 57 -2014 was held until December 1, 2014.
ORDINANCES ON SECOND READING
ORDINANCE NO. 54 -2014 — ORDINANCE AUTHORIZING THE CITY OF RICHMOND, INDIANA TO
ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2014 (JOHNS MANVILLE
PROJECT)" AND APPROVING OTHER ACTIONS IN RESPECT THERETO
The Clerk read Ordinance No. 54 -2014 on second reading by title only.
Vice President Oler declared Ordinance No. 54 -2014 on second reading and public hearing. There being
no comments for or against this Ordinance, Councilor Parker moved for engrossment of Ordinance No.
54 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.

rules and read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed.

Add $25,000.00 to Fleet Gasoline & Maintenance (218.18.180.180.000.2211)
Delete $120,000 from Hot/Cold Mix (210.18.180.180.000.2363)
Add $120,000 to Other Equipment (210.18.180.180.000.4490)

ORDINANCE NO. 52 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET
