PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR MILLER President Miller called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Police Chief Kris and Linda Wolski; Diana Pappin; Fire Chief Jerry Purcell; Tracy Bosell, Street Department; Sue Roberson, Human Resources; Police Lt. Donnie Benedict; Francesca Benedict; Nick Wilson; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the meeting held December 1, 2014, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Street, Sanitary and Park Departments are ready for winter work. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the November 26 and December 4, 2014, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • POLICE MERIT COMMISSION APPOINTMENT: Chief Wolski recommended the reappointment of Dennis Hicks. This was taken under advisement to allow time for further nominations. MISCELLANEOUS BUSINESS None Common Council Minutes December 15, 2014 Page 2 of 3 ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 62 & 63- 2014 on first reading by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. ORDINANCE NO. 62 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING A REDUCTION IN APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance No. 62 -2014 on first reading by title only. Councilor Wissel moved to amend by replacing the word "Personal" to "Personnel ", supported by Councilor Winget. Upon a vote viva voce, the motion passed. Councilor Parker moved to advance Ordinance No. 62 -2014 as amended to second reading, suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 62 -2014 as amended on second reading by title only. Council President Miller declared Ordinance No. 62 -2014 as amended on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Oler moved for engrossment of Ordinance No. 62 -2014 as amended, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. Councilor Oler moved to advance Ordinance No. 62 -2014 as amended to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 62 -2014 as amended third reading by title only. Ordinance No. 62 -2014 as amended was adopted with a 9-0 roll call vote. ORDINANCE NO. 63 -2014 — AN APPROPRIATION ORDINANCE AMENDING THE 2014 BUDGET (Fire) The Clerk read Ordinance No. 63 -2014 on first reading by title only. This Ordinance would transfer funds as follows: First Response Fund (205) Delete $42,060.24 from Overtime (EMS) (205.11.107.150.000.1302) Add $42,060.24 to Overtime (General) (101. 11. 110. 150.000.1302) Councilor Wissel moved to advance Ordinance No. 63 -2014 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 63 -2014 on second reading by title only. Council President Miller declared Ordinance No. 63 -2014 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance No. 63 -2014, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. Councilor Parker moved to advance Ordinance No. 63 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. ORDINANCES ON SECOND READING ORDINANCE NO. 61-2014 — A GENERAL ORDINANCE AMENDING SUBSECTION 74.29 OF THE RICHMOND CITY CODE (Handicap Parking) The Clerk read Ordinance No. 61 -2014 on second reading by title only. Council President Miller declared Ordinance No. 61 -2014 on second reading and public hearing. There being no comments for or against this Ordinance, Councilor Cruse- Nicholson for engrossment of Ordinance No. 61 -2014, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. Councilor Parker moved to advance Ordinance No. 61 -2014 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 61-2014 on third reading by title only. Ordinance No. 61 -2014 was adopted with a 9 -0 roll call vote.
