THE CITY OF RICHMOND, INDIANA,
JANUARY 7, 2013
The Common Council of the City of Richmond, Indiana met in special session January 7, 2013 in the
Council Chambers in said City. Vice President Miller presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse- Nicholson, Bruce Wissel, Lary Parker, Misty Hollis,
Ron Oler and Phil Quinn. Absent was Clayton Miller.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Tony Foster, Director
of Metropolitan Development; Jeff Plasterer and Gary Saunders, Wayne County Councilors; Catherine
Frank, Indiana University East; and Media.
ELECTION OF OFFICERS:
Mr. Quinn opened the floor for nominations for the offices of President and Vice President of the
Richmond Common Council.
Ms. Hollis nominated Mr. Parker to serve as President, supported by Mr. Winget Mr. Wissel moved to
close the nominations, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Upon a
vote viva voce, Mr: Parker was elected President for 2013.
Mr. Wissel nominated Mr. Miller to serve as Vice President, supported by Mr. Winget. Mr. Wissel moved
to close the nominations, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Upon a
vote viva voce, Mr. Miller was elected Vice President for 2013.
