The Common Council of the City of Richmond, Indiana met in regular session January 7, 2013 in the
Council Chambers in said City.

PRAYER BY COUNCILOR PARKER
President Parker called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Don Winget, Lary Parker,
Misty Hollis, Ron Oler and Phil Quinn. Absent was Clayton Miller.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Tony Foster, Director
of Metropolitan Development; Jeff Plasterer and Gary Saunders, Wayne County Councilors; Webelos of
Cub Scout Pack #108; Catherine Frank, Indiana University East; and Media.
APPROVAL OF MINUTES
Mr. Wissel moved to approve the minutes of the meeting held December 17, 2012, supported by Mr.
Winget. Upon a vote viva voce, the motion passed.

MOTIONS, RESOLUTIONS
■ RESOLUTION NO. 001-2013 — RESOLUTION APPROVING THE AMENDMENT OF THE
COMPREHENSIVE PLAN
This Resolution would include the following community plans:
Stellar Strategic Plan: Positively Richmond
Positive Place Initiative: Positively Wayne County
North Richmond Development Plan
Resolution No. 001 -2013 was referred to the Richmond Advisory Plan Commission for review and
consideration at their January 24, 2013 meeting.

■ Mr. Foster reviewed the Change Orders to Contract No. 184 -2010 with AECOM for the
Remediation Project for the former Gas Building site as approved by the Board of Public Works
and Safety on December 20, 2012.
■ URBAN ENTERPRISE ASSOCIATION — Appointments of Rachel Hughes, Kelley Cruse -
Nicholson and a replacement of Dick Foore will be considered at the January 22, 2013 meeting

MISCELLANEOUS BUSINESS
■ Recognition of Mr. Quinn for his service as 2012 President of Common Council.
■ The proposed timetable for the establishment of a Fire Territory for taxes payable in 2014 was
distributed to Councilors. There will be a Joint Public Hearing of the City of Richmond, Wayne
Township and the Town of Spring Grove to present a financial analysis of fire territory and to
receive public input on January 22, 2013.
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance No. 001 -2013 on first reading by title only,
supported by Mr. Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 001 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE
AND APPROPRIATION OF A GRANT FROM THE NATIONAL ENDOWMENT FOR THE ARTS
The Clerk read Ordinance No. 001 -2013 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit and accept grant funding from the
National Endowment for the Arts in an amount up to Twenty Five Thousand Dollars and zero cents

($25,000.00). A local match consisting of in -kind labor will be provided by Indiana University East and the
Richmond Art Museum.
Mr. Wissel moved to amend Ordinance 1 -2013 to reflect grant funding in the amount of Fifty Thousand
Dollars and zero cents ($50,000.00) in lieu of Twenty Five Thousand Dollars and zero cents ($25,000.00),
supported by Mr. Oler. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Amended Ordinance No. 001 -2013 to second reading, suspend the rules
and read by title only, supported by Mr. Oler. Upon a vote viva voce, the motion passed.
The Clerk read Amended Ordinance No. 001 -2013 on second reading by title only.
Council President Parker declared Amended Ordinance No. 001 -2013 on second reading and public
hearing. Speaking in favor of the Ordinance was Ms. Franks. There being no comments against the
Ordinance, Mr. Elstro moved for engrossment of Amended Ordinance No. 001 -2013, supported by Mr.
Winget. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Amended Ordinance No. 001 -2013 to third and final reading and suspend
the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed.
The Clerk read Amended Ordinance No. 001 -2013 on third reading by title only.
Amended Ordinance No. 001 -2013 as adopted with a 9 -0 roll call vote
