JANUARY 22, 2013
The Common Council of the City of Richmond, Indiana met in regular session January 22, 2013 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WISSEL
President Parker called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse- Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Ron Oler and Phil Quinn. Absent was Misty Hollis.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Monica Bums, Deputy City
Clerk; Mike Crawley, Fire Chief; Doug Goss, Information and Technology; Susan Isaacs, Wayne
Township; Trustee; Terry Smith; Paige Sansone, Umbaugh; RHS Students and members of the Mayor's
Youth Council.
APPROVAL OF MINUTES
Mr. Wissel moved to approve the minutes of the Special Meeting and Regular Meeting held January 7,
2013, supported by Mr.Quinn. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS. (MUST BE IN WRITING)
FIRE TERRITORY:
A. ORDINANCE NO. 4 -2013 OF THE CITY OF RICHMOND, INDIANA - AN ORDINANCE FOR
ESTABLISHMENT OF A FIRE PROTECTION TERRITORY PURSUANT TO INDIANA CODE 36-
8-19
The Deputy Clerk read Ordinance No. 4 -2013 on first reading by title only.
This Ordinance would establish a Fire Territory which would include the City of Richmond, Wayne
Township and Spring Grove.
A Fire Territory is being considered in order to provide a new funding source for fire and
ambulance services. All taxpayers within the Territory would pay the same rate for fire services.
Ordinance No. 4 -2013 will be heard on second reading February 4, 2013.
B. RESOLUTION NO. 1 -2013 OF WAYNE TOWNSHIP, WAYNE COUNTY, INDIANA - A
RESOLUTION FOR ESTABLISHMENT OF A FIRE PROTECTION TERRITORY PURSUANT TO
INDIANA CODE 36 -8 -19
Wayne Township Resolution No. 1 -2013 will be heard on second reading February 4, 2013.

C. ORDINANCE NO. 1 -2013 OF THE TOWN OF SPRING GROVE, INC., INDIANA - AN
ORDINANCE FOR ESTABLISHMENT OF A FIRE PROTECTION TERRITORY PURSUANT TO
INDIANA CODE 36 -8 -19
Spring Grove Ordinance No. 1 -2013 will be heard on second reading February 4, 2013.
D. CONTRACT NO. 14 -2013 - INTERLOCAL COOPERATION AGREEMENT FOR THE
RICHMOND FIRE PROTECTION TERRITORY BY AND BETWEEN THE CITY OF RICHMOND,
INDIANA, THE TOWN OF SPRING GROVE, INDIANA, AND WAYNE TOWNSHIP OF WAYNE
COUNTY, INDIANA
Contract No. 14 -2013 will be discussed at the February 4, 2013 meeting.
COMMUNICATION FROM THE MAYOR
• There is a goal of 500 letters to be sent to the military. If anyone is interested in participating,
the deadline is February 8.
• A weekend will be designated in March or April to clean up Richmond Parks.
• An event for a healthy life style geared toward teens is being planned.
• There will be random drug testing at Richmond High School.
• A group has been formed to assist a family of an RHS student who has lymphoma.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the January 3 & 10, 2013, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
A. MAYOR'S YOUTH ADVISORY COUNCIL:
The Advisory Council presented an update on their activities.
B. URBAN ENTERPRISE ASSOCIATION BOARD APPOINTMENTS:
Mr. Wissel moved to reappoint Misty Hollis, Kelley Cruse - Nicholson and Rachel Hughes to the
UEA Board, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
C. ENVIRONMENTAL SUSTAINABILITY COMMISSION:
Mr. Oler moved to appoint Elise Lynn to the Commission, supported by Mr. Wissel. Upon a vote
viva voce, the motion passed.
MISCELLANEOUS BUSINESS
None
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 2 & 3 -2013 on first reading by title only,
supported by Mr. Miller. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 2 -2013 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES CORPORATION
FOR NATIONAL AND COMMUNITY SERVICE

The Deputy Clerk read Ordinance No. 2 -2013 on first reading by title only.
Presented by Ms. Pope, this Ordinance is an annual request of the US Corporation for National and
Community Service to fund the Retired Senior Volunteer Program. Grant funding is in an amount up to
Thirty-one Thousand Six Hundred Twenty-eight Dollars and Zero Cents ($31,628.00), contingent upon a
total local match of Thirteen Thousand Five Hundred Fifty -four Dollars and Zero Cents ($13,554.00), of
which Six Thousand Dollars and Zero Cents ($6,000.00) would be from the 2013 Budget of the Richmond
Pants and Recreation Department and the remainder of said local match by donations and space
allowances.
Mr. Wissel moved to advance Ordinance No. 2 -2013 to second reading, suspend the rules and read by
title only, supported by Ms. Cruse- Nicholson. Upon a vote viva voce, the motion passed.
The Deputy Clerk read Ordinance No. 2 -2013 on second reading by title only.
Council President Parker declared Ordinance No. 2 -2013 on second reading and public hearing. There
being no comments for or against the Ordinance, Ms. Cruse- Nicholson moved for engrossment of
Ordinance No. 2 -2013, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 2 -2013 to third and final reading and suspend the rules and
read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
The Deputy Cleric read Ordinance No. 2 -2013 on third reading by title only.
Ordinance No. 2 -2013 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 3 -2013 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHNOND TO
RECEIVE DONATIONS FOR THE HUMAN RIGHTS DEPARTMENT
The Deputy Clerk read Ordinance No. 3 -2013 on first reading by title only.
This Ordinance would authorize the receipt of donations up to Eights Five Thousand Dollars and zero
cents ($85,000.00) for the Human Rights Commission to be used to fund the operating expenses and
programs of the Commission and Department for the 2013 calendar year.
Mr. Miller moved to advance Ordinance No. 3 -2013 to second reading, suspend the rules and read by title
only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
The Deputy Clerk read Ordinance No. 3 -2013 on second reading by title only.
Council President Parker declared Ordinance No. 3 -2013 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 3-
2013, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
Ms. Cruse - Nicholson moved to advance Ordinance No. 3 -2013 to third and final reading and suspend the
rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
The Deputy Clerk read Ordinance No. 3 -2013 on third reading by title only.
Ordinance No. 3 -2013 was adopted with a 7 -1 roll call vote. Dissenting was Mr. Winget.
