HomeMy Public PortalAbout03-04-2013PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 4, 2013 The Common Council of the City of Richmond, Indiana met in regular session March 4, 2013 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR QUINN President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Lary Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Tim Parrott, Emergency Medical Services; Sue Roberson, Human Resources; Linda and Kris Wolski, Police Department; Jeff Norris, Information and Technology; Christy Mosey and Bill Thistlethwaite, Parks and Recreation; Peter Zaleski, Wayne County Councilor; Media and Sergeant -at -Arms. APPROVAL OF MINUTES Ms. Cruse - Nicholson moved to approve the minutes of the meeting held February 19, 2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The Department of Metropolitan Development has applied for the Stellar Grant • Six local students will be visiting our Sister City in Japan. The group is still fund raising for the final $10,000. • The North Richmond (Nicholson) credits were denied by the State. Will try again. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the February 7 814, 2013, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • PARKS AND RECREATION: Mr. Thistlethwaite and Ms. Mosey reported the 260 (non - reverting fund -golf, reservoir and sports and recreation) is in the black for the 0 straight year. There was a profit of Seventy Two Thousand Dollars ($72,000) in 2012. • EMERGENCY MEDICAL SERVICE UPDATE: Deputy Chief Parrot reported on the EMS services provided in 2012. As of December 31, the approximate cash on hand was One Hundred Thirty Nine Thousand One Hundred Ten Dollars and twenty nine cents ($139,110.29). Common Council Minutes March 4, 2013 Page 2 of 3 MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance No. 13 -2013 on first reading by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. ORDINANCE NO. 13 -2013 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 52- 2012 KNOWN AS THE 2013 SALARY ORDINANCE (Information & Technology) The Clerk read Ordinance No. 13 -2013 on first reading by title only. This Ordinance would provide salary increases for the Information and Technology Director and two technicians. The consensus of Council was to hold this Ordinance until March 18, 2013. ORDINANCES ON SECOND READING ORDINANCE NO. 12 -2013 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (J.M. Hutton) The Clerk read Ordinance No. 12 -2013 on second reading by title only. This Ordinance is a petition of J.M. Hutton for a ten year tax abatement on equipment valued at Two Hundred Twenty Thousand Seven Hundred Sixty Four Dollars and fifty cents ($220,764.50). The Tax Abatement Committee recommended approval. Council President Parker declared Ordinance No. 12 -2013 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 12 -2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Mr. Oler moved to advance Ordinance No. 12 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 12 -2013 on third reading by title only. Ordinance No. 12 -2013 was adopted with a 9 -0 roll call vote.
