HomeMy Public PortalAbout04-01-2013PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 1, 2013 The Common Council of the City of Richmond, Indiana met in regular session April 1, 2013 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CRUSE- NICHOLSON President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler. Absent was Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Frank Devito; Diane Whitehead and Mark Connery, Richmond Police Department; Tony Foster, Department of Metropolitan Development; Bill Thistlethwaite, Department of Parks and Recreation; Kim Bachman, Vivian Ashmawi and Pat James, Communities in School; Media and Sergeant -at -Arms. APPROVAL OF MINUTES • Ms. Hollis moved to approve the minutes of the meeting held April 1, 2012, supported by Mr. Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • COMMUNITIES IN SCHOOLS — Ms. Bachman, Ms. Ashmawi and Ms. James reported on the progress of CIS and requested a donation from the City Economic Development Income Tax Fund. Mayor Hutton will present an Ordinance on April 15, 2013. COMMUNICATION FROM THE MAYOR • Ms. Whitehead and Mayor Hutton attended the 100 year flood celebration in Hamilton • Richmond Power and Light provided new guardrail on Sim Hodgin Parkway which was installed by the City Street Department • The Gorge Clean -up will be April 6 • April 20 is the start of the City's Spring Clean -up • Gus Duke, RP &L, Kris Wolski, RPD and Tim Elstro will be reviewing resumes for the position of Director of Information and Technology • The Economic Development Corporation contract has been forwarded to the Law Department for review. Twenty-five percent (25 %) of the funds will be paid the first two years, with the full amount paid the third and fourth year. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the March 7 & 14, 2013, meetings were accepted as presented. Common Council Minutes April 1, 2013 Page 2 of 3 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS • STELLAR COMMUNITIES PROGRAM UPDATE — Mr. Foster reviewed the status of the City with regard to the Stellar Community Designation. Richmond is one of six finalists. Two cities will be chosen. There will be a site visit May 14, 2013 with a final determination in Mid -June. Additional information will be shared on April 15, 2013. MISCELLANEOUS BUSINESS ■ Mario Simpson and Paul Mangus have been nominated to serve another term on the Human Rights Commission. They both have served several years and have requested to continue. This matter was continued until April 15, 2013 to allow time for additional nominations. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance No. 16 -2013 on first reading by title only, supported by Ms. Cruse- Nicholson. Upon a vote viva voce, the motion passed. ORDINANCE NO. 16 -2013 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION OF A FOUNTAIN AT GLEN MILLER PARK The Clerk read Ordinance No. 16 -2013 on first reading by title only. This Ordinance would authorize the City of Richmond Department of Parks and Recreation to accept a donation of a fountain valued at Fifteen Thousand Six Hundred Sixty-six Dollars and Twenty-four Cents ($15,666.24). Mr. Wissel moved to advance Ordinance No. 16 -2013 to second reading, suspend the rules and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 16 -2013 on second reading by title only. Council President Parker declared Ordinance No. 16 -2013 on second reading and public hearing. Several Councilors voiced their appreciation for this donation. There being no comments against the Ordinance. Mr. Miller moved for engrossment of Ordinance No. 16 -2013, supported by Ms. Cruse- Nicholson. Upon a vote viva voce, the motion passed. Mr. Miller moved to advance Ordinance No. 16 -2013 to third and final reading and suspend the rules and read by title only, supported by Ms. Hollis. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 16 -2013 on third reading by title only. Ordinance No. 16 -2013 was adopted with an 8 -0 roll call vote.
