The Common Council of the City of Richmond, Indiana met in regular session June 17, 2013 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR HOLLIS
President Parker called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse- Nicholson, Bruce Wissel, Lary Parker, Misty Hollis,
and Phil Quinn. Absent were Clayton Miller, Don Winget, and Ron Oler.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Avis Stewart, Sara Waddle, Jay Roberts, Jana Schroeder and Alexia Springer, Earlham College; Linda
and Chief Wolski; and Greg Steins, Director of Public Works; Sergeant -at -Arms and Media.
APPROVAL OF MINUTES
Ms. Hollis moved to approve the minutes of the meeting held June 3, 2013, supported by Mr. Quinn.
Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• EARLHAM COLLEGE presented a proposal for the Pilot of the Richmond Sustainable Initiative.
Earlham is proposing to work with the City targeting volunteerism.
• Richmond has been chosen for a Stellar Community Designation. There will be an ice cream
social on Monday, June 24, 3:00 pm, to celebrate.
• With the installation of the property equipment, the Radon is testing only one percent.
• Please be careful when mowing grass so it does not accumulate in the gutters to be carried into
the storm sewers.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the May 30 and June 6, 2013 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• LIBRARY BOARD APPOINTMENT: The Secretary of the Morrison Reeves Library Board of
Trustees forwarded a letter nominating Laura Rutherford, co- director of Girls, Inc.

Council held this request to allow time for additional nominations.
MISCELLANEOUS BUSINESS
• Budget Hearings will be held September 10 -12, 6 PM
• The Budget Adoption Hearing is October 21
• Ms. Cruse - Nicholson expressed gratitude to Major Mark Litherland of the Salvation Army for his
good work in the City and for WCTV as a camera person. Major Litherland will be leaving
Richmond for a new post in Iowa..
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance No. 36 -2013 on first reading by title only,
supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 36 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL
AVIATION ADMINISTRATION — Airport
The Clerk read Ordinance No. 36 -2013 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit a grant application to the Federal Aviation
Administration for the 2013 Airport Improvement Program grant, and to accept said grant funding in an
amount up to Four Hundred Thousand Seventy -four Dollars ($400,074.00) from the Federal Aviation
Administration and to accept Eleven Thousand One Hundred Thirteen Dollars and Sixteen Cents
($11,113.16) from the Indiana Department of Transportation. The City of Richmond would be required to
match a maximum of Thirty -three Thousand Three Hundred Thirty-nine Dollars and Fourteen Cents
($33,339.14), so long as the Indiana Department of Transportation pays the amount of Eleven Thousand
One Hundred Thirteen Dollars and Sixteen Cents ($11,113.16). The City match would come from TIF
funds pledged by the Richmond Redevelopment Commission at its May 12, 2012, meeting
(Redevelopment Resolution No. 7- 2012). If the grant is awarded, said funds would be appropriated for
assistance with the costs associated with rehabilitation and construction of the Airport Taxiway Lighting
Project located at the Richmond Municipal Airport.
Mr. Wissel moved to advance Ordinance No. 36 -2013 to second reading, suspend the rules and read by
title only, supported by Ms. Hollis. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 36 -2013 on second reading by title only.
Council President Parker declared Ordinance No. 36 -2013 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 36-
2013, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 36 -2013 to third and final reading and suspend the rules
and read by title only, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 36 -2013 on third reading by title only.
Ordinance No. 36 -2013 was adopted with a 6-0 roll call vote.
