SEPTEMBER 3, 2013
The Common Council of the City of Richmond, Indiana met in regular session at 7:30 PM, September 3,
2013 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR MILLER
President Parker called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse- Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Dave Stidham; Tim Lakoff; Tim Scales; Debbie Berry; Scott Porter, Dave Bums; Dan Stamper; Jim
Backmeyer; Andy Cecere; Debbie Berry; Scott Porter; Dave Burns; Dan Stamper, Jim Backmeyer; Jared
Rudy, Jerry Purcell and Tim Parrot, Fire Department; Sue Roberson; Keshaun Roberson; Bill Harris,
Sanitary District; Tammy Glenn, Valerie, Department of Finance; Sergeant -at -Arms and Media.
APPROVAL OF MINUTES
Mr. Miller moved to approve the minutes of the meeting held August 19, 2013, supported by Ms. Cruse -
Nicholson. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• It is the responsibility of property owners to keep brush and trees trimmed so the view on the
sidewalks and streets are not impaired.
• The Family Fun Festival will be September 21 at the South 10th Street Park. There will also be a
parade in the evening which will start at Glen Miller Park.
• Trick or Treat will be 5:30 — 7:30 pm, October 31.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the August 15 & 22, 2013, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• Ms. Cruse - Nicholson tendered her resignation from the Human Rights Commission citing family
obligations do not allow the time necessary to serve. She cited Dr. Martin Luther King — We must

accept infinite disappointment, but never lose infinite hope. Ms. Cruse - Nicholson will continue to
volunteer for the Commission.
MISCELLANEOUS BUSINESS
Mr. Parker inquired about what can be done about feral cats. The Mayor reported the HELP Shelter is
offering neutering and spaying for $10 which should help control the number of cats.
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance No. 48 -2013 on first reading by title only,
supported by Ms. Cruse- Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 48-2013 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS — EMS
The Clerk read Ordinance No. 48 -2013 on first reading by title only.
This Ordinance would authorize the City of Richmond to appropriate Two Hundred Ninety Nine Thousand
Nine Hundred Ninety Nine Thousand Nine Hundred Six Dollars ($299,906.00) to the First Response
Fund.
Presenting this Ordinance were Messrs. Purcell and Parrott.
Mr. Elstro moved to advance Ordinance No. 14 -2013 to second reading. Due to a lack of a second,
Ordinance No. 48 -2013 was tabled until after 2014 Budget hearings.
ORDINANCES ON SECOND READING
AMENDED ORDINANCE NO. 40-2013 — AN APPROPRIATION ORDINANCE AUTHORIZING
ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (EDIT— Crossroads Commons)
The Clerk read Ordinance No. 40 -2013 on second reading by title only.
This Ordinance would authorize the appropriation of One Hundred Ninety Thousand Nine Hundred Fifty
Six Dollars ($190,956.00) for funding part of the purchase of a new City wide phone system.
Council President Parker declared Ordinance No. 40 -2013 on second reading and public hearing.
Speaking to the Ordinance was Mr. Stamper. He stated the Ordinance, as amended, is not an instrument
the investors of the Eastside Commercial Park, LLC would be able to agree to.
Mr. Winget moved to strike Ordinance No. 40 -2013, supported by Mr. Quinn. Upon a vote viva voce, the
motion carried 8 -1. Dissenting was Mr. Elstro.
ORDINANCE NO. 44-2013 —AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (Telephone System)
The Clerk read Ordinance No. 44 -2013 on second reading by title only.
This Ordinance would authorize the appropriation of One Hundred Ninety Thousand Nine Hundred Fifty
Six Dollars ($190,956.00) for funding part of the purchase of a new City wide phone system.
Council President Parker declared Ordinance No. 44 -2013 on second reading and public hearing. Mr.
Quinn was concerned about no local bids and the contract being signed before the funds were
appropriated for this project. Mr. Elstro moved for engrossment of Ordinance No. 44 -2013, supported by
Ms_ Cruse - Nicholson. Upon a vote viva voce, the motion failed 8 -1. Dissenting was Mr. Quinn

Ordinance No. 44 -2013 will be heard on third reading September 16, 2013.

There being no further business, on a motion duly made, seconded and passed, the meeting was
