PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WISSEL President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was J. Clayton Miller. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Jeff Norris, Director of Information and Technology; Tammy Glenn, City Controller; Sue Roberson, Director of Human Resources; Tracy Bosell, Superintendent of Streets; Tony Foster & Bruce Oesterling, Department of Metropolitan Development; Vicki Robinson, Purchasing Department; Bill Harris, Sanitary District; Major Mark Connery, Police Department; Eric Holmes, Misti Minor, Jared Rudy, Jerry Purcell and Tim Parrott, Fire Department; Jill Nelson and Lynn Johnstone, Historic Preservation; David Bums; Sergeant at Arms and Media. APPROVAL OF MINUTES Mr. Wissel moved to approve the minutes of the meeting held October 7, 2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Leaf Pick -up began October 21 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 19, 26 and October 3, 2013, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • ECONOMIC DEVELOPMENT CORPORATION BOARD APPOINTMENT: Nancy Green was nominated to the EDC Board of Directors. This nomination was held until November 4 to allow time for additional nominations. • FIRE DEPARTMENT: Fire Chief Rudy introduced Misti Minor. Misti is the first female firefighter in the 141 year history of the Richmond Fire Department. Common Council Minutes October 21, 2013 Page 2 of 5 MISCELLANEOUS BUSINESS Mr. Burns explained a recent letter to several residents relative to unsafe buildings was a hoax. Please contact him with comments or questions. • Ms. Nelson asked Council to consider legislation to fund the Historic Preservation Commission which would enable them to work more closely with the Unsafe Building Commission. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 60 S 63 -2013 on first reading by title only, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. ORDINANCE NO. 60 -2013 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (Telephone System) The Clerk read Ordinance No. 60 -2013 on first reading by title only. This Ordinance would authorize the appropriation of additional sums of money for funding part of the purchase of a new City wide phone system as follows: Rainy Day Fund - $ 99,550.00 Solid Waste - $ 23,648.00 First Response Fund - $ 32,670.00 Drug Enforcement Administration - $ 35,088.00 Ms. Hollis questioned the use of Rainy Day Funds for this project. Mr. Elstro moved to advance Ordinance No. 60 -2013 to second reading, suspend the rules and read by title only, supported by Ms. Cruse- Nicholson. Upon a vote viva voce, the motion failed. Dissenting was Ms. Hollis. Ordinance No. 60 -2013 will be heard on second reading November 4, 2013. ORDINANCE NO. 63 -2013 - AN APPROPRIATION ORDINANCE AMENDING THE 2013 BUDGET (Mayor) The Clerk read Ordinance No. 63 -2013 on first reading by title only. This Ordinance would amend the budget for the Office of the Mayor as follows: Delete $385.00 from Promotional Expense Add $300.00 to Vehicle Operation and Maintenance Add $85.00 to Copier Charges Mr. Wissel moved to advance Ordinance No. 63 -2013 to second reading, suspend the rules and read by title only, supported by Mr. Winget. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 63- 2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 63 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 63 -2013 on third reading by title only. Ordinance No. 63 -2013 was adopted with an 8-0 roll call vote.. ORDINANCES ON SECOND READING ORDINANCE NO. 39-2013 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 52- 2013 KNOWN AS THE 2013 SALARY ORDINANCE (IT) The Clerk read Ordinance No. 39 -2013 on second reading by title only. This Ordinance would amend the Information and Technology Budget by adding a Computer Technician with a bi- weekly salary of One Thousand Two Hundred Seventy Nine Dollars. Mr. Wissel moved to strike Ordinance No. 39 -2013, supported by Ms. Hollis. Upon a vote viva voce, the motion carried. Dissenting was Mr. Quinn. ORDINANCE NO. 48-2013 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS — EMS The Clerk read Ordinance No. 48 -2013 on second reading by title only. This Ordinance would appropriate funds into the First Response Fund in the amount of Two Hundred Ninety Nine Thousand Nine Hundred Six Dollars and zero cents ($299,906.00). Council President Parker declared Ordinance No. 48 -2013 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 48- 2013, supported by Mr. Quinn. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 48 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 48 -2013 on third reading by title only. Ordinance No. 48 -2013 was adopted with an 8-0 roll call vote. AMENDED ORDINANCE NO. 51 -2013 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2014 BUDGET The Clerk read Amended Ordinance No. 51 -2013 as amended on second reading by title only. This Ordinance would establish the 2014 Annual Budget for the City of Richmond. The sums appropriated shall be held to include all expenditures authorized to be made during the year. Ms. Hollis moved to reduce Account No. 3975 in the Board of Public Works and Safety Budget by Fifty Seven Thousand Seven Hundred Eighteen Thousand Dollars and zero cents ($57,718.00) and increase the Account No. 1242 in the Police Department Budget by the same amount. This motion was supported by Mr. Oler. The motion failed with a 4-4 roll call vote. Dissenting were Councilors Elstro, Cruse - Nicholson, Wissel and Parker. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Amended Ordinance No. 51 -2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Amended Ordinance No. 51 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Amended Ordinance No. 51 -2013 on third reading by title only. Amended Ordinance No. 51 -2013 was adopted with a 6 -2 roll call vote. Dissenting were Councilors Hollis and Quinn. ORDINANCE NO. 53 -2013 - AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2014 SALARY ORDINANCE The Clerk read Ordinance No. 53 -2013 on second reading by title only. This Ordinance would establish the salaries for all City employees except Police Officers and Firefighters; and, fixes the compensation of the deputies and employees of the Clerk's Office for the calendar year 2014. Council President Parker declared Ordinance No. 53 -2013 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 53- 2013, supported by Mr. tassel. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 53 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget_ Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 53 -2013 on third reading by title only. Ordinance No. 53 -2013 was adopted with an 8 -0 roll call vote. ORDINANCE NO. 54 -2013 - AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND POWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2014 The Clerk read Ordinance No. 54 -2013 on second reading by title only. This Ordinance would authorize receipt of funds from the Richmond Sanitary District, Roseview Transit, Richmond Power and Light, Motor Vehicle Highway and Park and Recreation Department to the General Fund in 2014 as payment for services rendered. Council President Parker declared Ordinance No. 54 -2013 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 54- 2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 54 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 54 -2013 on third reading by title only. Ordinance No. 54 -2013 was adopted with an 8 -0 roll call vote. A Common Council Minutes October 21, 2013 Page 5 of 5 ORDINANCE NO. 58 -2013 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6.1 -12.1 ( Ahaus Tool) The Clerk read Ordinance No. 58 -2013 on second reading by title only. This Ordinance is a petition of Ahaus Tool & Engineering for a ten year tax abatement for equipment valued at Three Hundred Fifty Thousand Dollars and zero cents ($350,000.00). Ordinance No. 58 -2013 was held on second reading to allow the Tax Abatement Committee to complete due diligence. ORDINANCES ON THIRD READING AMENDED ORDINANCE NO. 52 -2013 - AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2014 The Clerk read Amended Ordinance No. 52 -2013 on third reading by title only. This Ordinance would establish the salaries for all elected officers in the year 2014. Amended Ordinance No. 52 -2013 was adopted with a 7 -1 roll call vote. Dissenting was Ms. Cruse - Nicholson.
