NOVEMBER 18, 2013
The Common Council of the City of Richmond, Indiana met in regular session November 18, 2013 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PARKER
President Parker called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, and Phil Quinn. Absent was Ron Oler.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Tony Foster, Metropolitan Development; Valerie Shafer, Wayne County Economic Development
Corporation; Chris Coleman, Finance Systems; Sergeant -at -Arms; and Media.
APPROVAL OF MINUTES
Mr. Wissel moved to amend the proposed minutes of November 4, 2013 to reflect the attendance of Kim
Vessels, Assistant City Attorney in lieu of Walt Chidester, City Attorney, supported by Mr. Miller. Upon a
vote viva voce, the motion carried.
Mr. Wissel moved to approve the minutes of the meeting held November 4, 2013 as amended, supported
by Mr. Miller. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS

COMMUNICATION FROM THE MAYOR
Mayor Hutton read the following Proclamation in memory of President John F. Kennedy in honor of the
50"' Anniversary of his assassination on November 22:
PROCLAMATION
HONORING THE LIFE
AND LEGACY OF
PRESIDENT JOHN F. KENNEDY
WHEREAS, John F. Kennedy was the 35h President of the United States; and
WHEREAS, John F. Kennedy honorably served his country during World War II in the United States Navy in the
Pacific Theater, commanded a patrol torpedo boat, saw significant combat, earned a Purple Heart and the Navy and
Marine Corps Medal for his heroism; and
WHEREAS, John F. Kennedy was elected to the United States House of Representatives representing
Massachusetts in 1946, served in the Congress for three terms before being elected to the United States Senate in
1952, served for eight years, and became a leading voice on international affairs; and

WHEREAS, John F. Kennedy was elected President of the United States in 1960, becoming the youngest president
at the age of 43, and in 1961 delivered a stirring inaugural address that announced that a new generation of
Americans had taken the torch of leadership, and was willing to "pay any price, and bear any burden ... to ensure the
survival and the success of liberty"; and
WHEREAS, President John F. Kennedy's administration was defined by the New Frontier, which appealed to the
best in American idealism in creating the Peace Corps, launching the United States' space program, and calling for
Americans to consider what they could do for their country; and
WHEREAS, President John F. Kennedy, was an exponent of racial justice, calling on all Americans to denounce
racism as morally wrong, and proposed legislation that eventually became the 1964 Civil Rights Act that changed
the United States; and
WHEREAS, President John F. Kennedy inspired young and old alike to see anew the promise of American life,
promoting a message of empowerment by telling Americans "to ask not what your country can do for you, but ask
what you can do for your country"; and
WHEREAS, during his tenure, President John F. Kennedy guided the United States with a steady hand; and
WHEREAS, President John F. Kennedy's life ended too soon on November 22, 1963 at the prime of his life; and
WHEREAS, the City of Richmond, the United States, and the world have mourned President Kennedy's death for
fifty years.
NOW, THEREFORE, BE IT RESOLVED, that I, Sally L. Hutton, Mayor, of the City of Richmond do hereby
proclaim Friday, November 22, 2013 to be a day of solemn remembrance and reflection on the life of President John
Fitzgerald Kennedy, and I further urge the Churches of Richmond to ring their bells at 12:15PM and that all
residents of Richmond observe a moment of silence at 12:30PM.

REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
• STREET TREE COMMISSION RE- APPOINTMENTS: Names submitted for consideration were
Ron Itnyre, Peggy North and Neil Sabine. This matter will be brought back at the December 2,
2013 meeting to allow time for additional nominations.
• WAYNE COUNTY CONVENTION AND TOURISM BUREAU: Pamela Broering, Carla Eberwein
and Dana Weigle were recommended for approval by the Convention and Tourism Bureau. This
matter will be brought back at the December 2, 2013 meeting to allow time for additional
nominations.
MISCELLANEOUS BUSINESS
None
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 65 & 66 -2013 on first reading by title
only, supported by Mr. Winget. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 65 -2013 — A SPECIAL ORDINANCE ESTABLISHING DEDUCTION SCHEDULES
FOR PROPERTY OWNERS OBTAINING DEDUCTIONS FROM ASSESSED VALUE OF CERTAIN
PROPERTY WITHIN AN ECONOMIC REVITALIZATION AREA
The Clerk read Ordinance No. 65 -2013 on first reading by title only.
Per Indiana Code 6 -1.1- 12.1 -1 this Ordinance would establish deduction schedules that parallel the
deduction schedules previously outlined in IC 6 -1.1 -12.1 for businesses expanding or relocating in
economic revitalization areas in Richmond not utilizing the criteria outlined in Ordinance No. 76 -2011.
Mr. Wissel moved to advance Ordinance No. 65 -2013 to second reading, suspend the rules and read by
title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 65 -2013 on second reading by title only.
Council President Parker declared Ordinance No. 65 -2013 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No.
65 -2013, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 65 -2013 to third and final reading and suspend the rules
and read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 65 -2013 on third reading by title only.
Ordinance No. 65 -2013 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 66 -2013 — A SPECIAL ORDINANCE ALLOWING CERTAIN OFFICES DEDUCTIONS
FROM ASSESSED VALUE WITHIN AN ECONOMIC REVITALIZATION AREA
The Clerk read Ordinance No. 66 -2013 on first reading by title only.
This Ordinance would clarify that certain offices being redeveloped or rehabilitated within an Economic
Revitalization Area may be considered for deductions if they meet the provided criteria.
Ordinance No. 66 -2013 was referred to the Tax Abatement Committee for review.
ORDINANCES ON SECOND READING
ORDINANCE NO. 64-2013 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Finance Systems)
The Clerk read Ordinance No. 64 -2013 on second reading by title only.
This Ordinance is a petition of Finance Systems for a ten -year tax abatement for real estate valued at
Five Hundred Thousand Dollars and zero cents ($500,000.00).
Council President Parker declared Ordinance No. 64 -2013 on second reading and public hearing.
Speaking in favor was Ms. Shafer and Mr. Coleman.
Ordinance No. 64 -2013 was held on second reading until December 2, 2013.
