PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR QUINN President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were: Howard "Jack" Elstro, Kelley Cruse- Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Lary Parker, Misty Hollis, Ron Oler and Phil Quinn. APPROVAL OF MINUTES Mr. Winget moved to approve the minutes of the meeting held November 18, 2013, supported by Ms. Hollis. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • December 7 events within the City were reviewed • Leaf pickup will continue through December 19 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the November 14 & 21, 2013, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS • Ms. Hollis moved to strike Ordinance No. 46 -2013, supported by Mr. Winget. Upon a vote viva voce, the motion carried. Common Coundl Minutes December Z 2013 Page 2 of 7 • Mr. Foster publicly thanked Tom Cannon, Electrical Inspector, for making inspections on Thanksgiving Day and Friday so contractors could complete their work on schedule. • STREET TREE COMMISSION RE- APPOINTMENTS: Mr. Wissel moved to approve the nominations of Ron Itnyre, Peggy North and Neil Sabine, supported by Mr. Winget. Upon a vote viva voce, the motion carried. • WAYNE COUNTY CONVENTION AND TOURISM BUREAU: Mr. Winget moved to approve the nominations of Pamela Broering, Carla Eberwein and Dana Weigle, supported by Ms. Hollis. Upon a vote viva voce, the motion passed. ORDINANCE NO. 67 -2013 — AN EMERGENCY FINANCING ORDINANCE THAT WILL ALLOW A TEMPORARY LOAN FROM THE GENERAL FUND TO THE PARK AND RECREATION, AND THE POLICE AND FIRE PENSION FUNDS The Clerk read Ordinance No. 67 -2013 on first reading by title only. This Ordinance would authorize the transfer of $375,000.00 be transferred from General Fund to the Park and Recreation and the Police and Fire Pension Funds to be repaid in 2014. Council President Parker declared Ordinance No. 67 -2013 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 67 -2013, supported by Mr. Winget. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 67 -2013 to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 67 -2013 on third reading by title only. Ordinance No. 67 -2013 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 68 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance No. 68 -2013 on first reading by title only. This Ordinance would authorize transfers within the following budgets: General Fund - $665,000.00 Roseview Transit - $ 12,000.00 Health Insurance - $500,000.00 Police Pension - $116,000.00 Fire Pension - $260,000.00 Mr. Miller moved to delete Eighty Thousand Seven Hundred Dollars and zero cents which represents the amount which would be used for Police and Fire stipends, supported by Mr. Wissel. Upon a vote viva voce, the motion carried. (Note — the Police Department have ratified their contract but not in time for this Ordinance. The Fire Department has not ratified as of this date.) Mr. Winget moved to delete specfcally for funding part of the purchase of a new City wide phone system from the third Whereas, supported by Mr. Miller. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 68 -2013 as amended on second reading by title only. It was the consensus of Council that One Hundred Thirty Eight Thousand Dollars and zero cents ($138,000.00) designated for Fire Department Personnel, not be expended until there is further discussion with the Mayor, Finance Department and Council. Council President Parker declared Ordinance No. 68 -2013 as amended on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 68 -2013 as amended, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 68 -2013 as amended to third and final reading and suspend the rules and read by title only, supported by Mr. Winget. ORDINANCE NO. 69 -2013 — AN APPROPRIATION ORDINANCE AMENDING THE 2013 BUDGET — VARIOUS DEPARTMENTS The Clerk read Ordinance No. 69 -2013 on first reading by title only. ORDINANCE NO. 70 -2013 — AN APPROPRIATION ORDINANCE ALLOWING STIPENDS IN LIEU OF PERMANENT SALARY AND WAGE INCREASES TO BE PAID TO CERTAIN EMPLOYEES OF THE CITY OF RICHMOND The Clerk read Ordinance No. 70 -2013 on first reading by title only. This Ordinance would authorize the City of Richmond to disburse a Five Hundred Dollar ($500) stipend in lieu of permanent salary and wage increases to all full -time employees of all departments in the City, except Police and Fire Department bargaining unit members with part-time employees to receive a stipend equal to the proportional amount of full -time hours worked on a regular basis. Mr. Elstro moved to advance Ordinance No. 70 -2013 to second reading, suspend the rules and read by title only, supported by Mr. Wissel. Upon a vote viva voce, the motion passed. ORDINANCE NO. 71 -2013 — AN APPROPRIATION ORDINANCE AMENDING THE 2013 BUDGET — VARIOUS DEPARTMENTS The Clerk read Ordinance No. 71 -2013 on first reading by title only. ORDINANCE NO. 72 -2013 — A GENERAL ORDINANCE DEFINING AND ENCORCING FAIR HOUSING PRACTICES FOR THE CITY OF RICHMOND AND AMENDING RICHMOND CITY CODE CHAPTER 32.51 The Clerk read Ordinance No. 72 -2013 on first reading by title only. This Ordinance would authorize the City of Richmond to amend Section 51 of Chapter 32 of the Richmond City Code by adding the provisions necessary and appropriate to prevent discrimination in the area of housing. Ordinance No. 72 -2013 was held to allow time for review by the Chamber of Commerce and the Board of Realtors. ORDINANCE NO. 73 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE NATIONAL ENDOWMENT FOR THE ARTS The Clerk read Ordinance No. 73 -2013 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the National Endowment for the Arts to assist Indiana University East and the Richmond Art Museum with creative placemaking projects that contribute to the livability of the Richmond Community and the placement arts at the community's core; and, to accept from the National Endowment for the Arts the Our Town grant funding in an amount up to Fifty Thousand Dollars and Zero Cents ($50,000.00). The local match consisting of cash and in -kind labor will be provided by Indiana University East and the Richmond Arts Museum and a cash contribution from the City from EDIT funds. If awarded, these funds shall be appropriated to be granted to Indiana University East and the Richmond Arts Museum. Ms. Cruse - Nicholson moved to advance Ordinance No. 73 -2013 to second reading, suspend the rules and read by title only, supported by Mr. Elstro. Upon a vote viva voce, the motion passed. ORDINANCE NO. 74 -2013 — AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF HEALTH The Clerk read Ordinance No. 74 -2013 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Indiana State Department of Health to assist with the hiring of a consultant in connection with the Community Bicycle and Pedestrian Master Plan; and, to accept said grant funding from the Indiana State Department of Health in an amount up to Twenty Thousand Dollars and Zero Cents ($20,000.00). The total project cost is estimated to be a total amount up to Forty Thousand Dollars and Zero Cents ($40,000.00). The City will provide up to Twenty Thousand Dollars and Zero Cents ($20,000.00) in Redevelopment funds for the match. ORDINANCES ON SECOND READING ORDINANCE NO. 64 -2013 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Finance Systems) The Clerk read Ordinance No. 64 -2013 on second reading by title only. This Ordinance is a request of Finance Systems, LLC for a ten -year tax abatement for real estate in the amount of Five Hundred Thousand Dollars and zero cents ($500,000.00). Ordinance No. 64 -2013 was held on second reading. Common Council Minutes December Z 2013 Page 7 of 7 ORDINANCE NO. 66-2013 —A SPECIAL ORDINANCE ALLOWING CERTAIN OFFICES DEDUCTIOS FROM ASSESSED VALUE WITHIN AN ECONOMIC REVITALIZATION AREA The Clerk read Ordinance No. 66 -2013 on second reading by title only. This Ordinance would clarify that certain offices being redeveloped or rehabilitated within an Economic Revitalization Area may be considered for deductions if they meet the provided criteria. Ordinance No. 66 -2013 was held on second reading.
