HomeMy Public PortalAbout06-29-2015 - Special Meeting re Tax AbatementsPROCEEDINGS OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 29, 2015 The Common Council of the City of Richmond, Indiana met in special session June 29, 2015 in the Council Chambers in said City. President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Denise Bullock; Director of the Department of Metropolitan Development Tony Foster, Tony Gillam and John Zetzl representing Optical Disc Solutions; Jon Odom, Productivity Fabricators; Debra Edelman, Recycling Center; Sergeant at Arms; and, Media. The purpose of this meeting was to review and ensure compliance relative to tax abatements. Three companies were represented and asked to further explain their responses to the CF -1. • OPTICAL DISC SOLUTIONS — Circumstances out of their control. Changes in technology all but eliminated the demand for their product. The business is now closed and equipment/machinery sold. Councilor Wissel moved to find Optical Disc Solutions in compliance and to sign the CF -1 as written, supported by Councilor Hollis. Upon a vote viva voce, the motion carried 7 -2. Dissenting were Councilors Miller and Quinn. PRODUCTIVITY FABRICATORS — Circumstances out of their control. Changes in technology and type of structures needed for digital signs made it necessary to update equipment to manufacture newer billboards. Councilor Wissel moved to find Productivity Fabricators in compliance and to sign the CF -1 as written, supported by Councilor Hollis. Upon a vote viva voce, the motion carried. • RECYCLING CENTER — Circumstances out of their control. The need to expand to initiate new processes and not being able to do so in their current location. There is potential for additional projects which would mean more employees. Councilor Miller moved to find the Recycling Center in compliance and to sign the CF -1 as written, supported by Councilor Winget Upon a vote viva voce, the motion carried 8 -1. Dissenting was Councilor Cruse - Nicholson.
