JUNE 15, 2015
The Common Council of the City of Richmond, Indiana met in regular session June 15, 2015, 7:30 pm, in
the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER
Vice President Hollis called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, and Phil
Quinn. Absent were Kelley Cruse - Nicholson and Ron Oler.
Also in attendance were Walt Chidester, City Attorney; Kim Vessels, Assistant City Attorney; Sally Hutton,
Mayor; Karen Chasteen, City Clerk; Police Chief Mark Connery; Fire Chief Jerry Purcell; Controller
Sandra Spencer; Police Lt. Donnie Benedict; Assistant Fire Chief Tim Brown; Bernice Sharits; Mac and
Margaret Buroker; Denise Bullock; Dave Snow; Doug Philbeck; Stephanie Hill Alexander; Dakota Collins;
Alisha Estabrook; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held June 1, 2015, supported by
Councilor Winget Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Salisbury Road will be open before the Wayne County Fair opens.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the May 28 and June 4, 2015, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• A memo listing all the tax abatements indicating where more information is needed for
compliance was distributed. Councilor Wissel requested a Council meeting to discuss this
issue on June 29, 2015, 6 pm in the Council Chambers.
MISCELLANEOUS BUSINESS
• Lt. Benedict recognized two crossing guards for their 91 years of combined service — Bernice
Sharifs and Margaret Buroker.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 36, 37 & 38 -2015 on first reading
by title only, supported by Councilor Winget Upon a vote viva voce, the motion passed.
ORIDINANCE NO. 36 -2015 - A GENERAL ORDINANCE AMENDING SUBSECTION 74.47 OF
RICHMOND CITY CODE (Parking)
The Clerk read Ordinance No. 36 -2015 on first reading by title only.
This Ordinance would allow unlimited parking in Parking Lot °G" — 100 block of South 91" Street. This
Ordinance would also increase the fine for overtime parking in any off street parking facility from $20.00
to $50.00 with no reduction if paid within 72 hours, unless it is a violation of failure to display an annual or
monthly parking pass for reserved parking spaces. This fine will remain $10.00.
Councilor Wissel moved to advance Ordinance No. 36 -2015 to second reading and read by title only,
supported by Councilor Quinn. Upon a vote viva voce, the motion carried.
Council Vice President Hollis declared Ordinance No. 36 -2015 on second reading and public hearing.
There being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of
Ordinance No. 36 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 36 -2015 to thins and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 36 -2015 on third reading by title only.
Ordinance No. 36 -2015 was adopted with a 7 -0 roll call vote.
ORIDNANCE NO. 37 -2015 - AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET (First
Response)
The Clerk read Ordinance No. 37 -2015 on first reading by title only.
This Ordinance would authorize the transfer of Four Hundred Eighty Eight Thousand Six Hundred Dollars
and zero cents ($488,600.00) from the First Response Fund into General Fund line items for the Fire
Department.
Councilor Wissel moved to advance Ordinance No. 37 -2015 to second reading and read by title only,
supported by Councilor Parker. This motion was defeated with a 6 -1 voice vote. Dissenting was
Councilor Hollis.
Ordinance No. 37 -2015 will be heard at the July 6, 2015 Council Meeting.
ORDINANCE NO. 38 -2015 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2015
BUDGET (Finance)
The Clerk read Ordinance No. 38 -2015 on first reading by title only.
This Ordinance would authorize the transfer of Thirty Six Thousand Dollars and zero cents ($36,000.00)
from Regular Salaries to Contractual Services. These funds would be appropriated for H.J. Umbaugh for
assistance in preparing the 2016 Budget and monthly reconciliation from March through December, 2015.
Councilor Wissel moved to advance Ordinance No. 38 -2015 to second reading and read by title only,
supported by Councilor Quinn. This motion was defeated with a 6 -1 voice vote. Dissenting was
Councilor Hollis.

ORDINANCES ON SECOND READING
ORDINANCE NO. 30 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Primex- Machinery)
The Clerk read Ordinance No. 30 -2015 on second reading by title only.
This Ordinance is a request of Primex Plastics Corporation for a ten year tax abatement on manufacturing
equipment valued at Five Million Nine Hundred Ninety Five Thousand Six Hundred Twenty Two Dollars
and zero cents ($5,995,622.00). The Tax Abatement Committee recommended approval.
Council Vice President Hollis declared Ordinance No. 30 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of Ordinance
No. 30 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion was defeated. Dissenting
was Councilor Miller.
Ordinance No. 30 -2015 will be heard on third reading at the July 6, 2015 Council Meeting
ORDINANCE NO. 31 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Agrecel -Real Estate)
The Clerk read Ordinance No. 31 -2015 on second reading by title only.
This Ordinance is a request of Agracel for a ten year tax abatement for real estate valued at One Million
Two Hundred Fifty Thousand Dollars and zero cents ($1,250.000.00). The Tax Abatement Committee
recommended approval.
Council Vice President Hollis declared Ordinance No. 31 -2015 on second reading and public hearing.
There being no comments for or against the Ordinance, Councilor Miller moved for engrossment, supported
by Councilor Wissel. Upon a vote viva voce, the motion carried.
Councilor Wissel moved to advance Ordinance No. 31 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 31 -2015 on third reading by title only.
Ordinance No. 31 -2015 was adopted with a 7 -0 roll call vote.
ORDINANCE NO. 32 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Jason Industries — IT Equipment)
The Clerk read Ordinance No. 32 -2015 on second reading by title only.
This Ordinance is a request of Jason Industries DBA Janesville Acoustics for a ten year tax abatement for
information and technology equipment valued at Two Hundred Thousand Dollars and zero cents
($200,000.00). Councilor Wissel moved to amend to reflect a five year tax abatement, supported by
Councilor Miller. Upon a vote viva voce, the motion carried. The Tax Abatement Committee recommended
approval of the Amended Ordinance.

Council Vice President Hollis declared Amended Ordinance No. 32 -2015 on second reading and public
hearing. There being no comments for or against the Amended Ordinance, Councilor Goss moved for
engrossment, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
Councilor Parker moved to move Amended Ordinance No. 32 -2015 to third and final reading and
suspend the rules and read by title only, supported by Councilor Wissel. Upon a vote viva voce, the
motion carried.
The Clerk read Amended Ordinance No. 32 -2015 on third reading by title only.
Amended Ordinance No. 32 -2015 was adopted with a 7 -0 roll call vote.
ORDINANCE NO. 33 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Jason Industries —Machinery)
The Clerk read Ordinance No. 33 -2015 on second reading by title only.
This Ordinance is a request of Jason Industries DBA Janesville Acoustics for a ten year tax abatement for
machinery valued at Seven Million Eight Hundred Thousand Dollars and zero cents ($7,800,000.00).
Councilor Wissel moved to deduct Three Thousand Five Hundred Dollars and zero cents ($3,500.00) due
to used office equipment being purchased in Wayne County, supported by Councilor Miller. Upon a vote
viva voce, the motion carried. The Tax Abatement Committee recommended approval of the Amended
Ordinance.
Council Vice President Hollis declared Amended Ordinance No. 33 -2015 on second reading and public
hearing. There being no comments for or against the Amended Ordinance, Councilor Parker moved for
engrossment, supported by Councilor Winget. Upon a vote viva voce, the motion carried.
Councilor Parker moved to move Amended Ordinance No. 33 -2015 to third and final reading and
suspend the rules and read by title only, supported by Councilor Miller. Upon a vote viva voce, the
motion carried.
The Clerk read Amended Ordinance No. 33 -2015 on third reading by title only.
Amended Ordinance No. 33 -2015 was adopted with a 7-0 roll call vote.
