RESOLUTION N0 2303
CIVIL DEF'EIQSE AND DISASTER RESOLUTION.
WHEREAS, Ordinance n?o. 559 of the City of Lynwood, Cali£ornia,
relating to Civil Defense and Dieaster provides that the civil def-
ense �nd disaeter organization, the distribution of civil defenee
powera and duties, the assignment of functions and servicea 2nd the
recruitment, direction and training of peraonn�el shall be prescribed
by resolution adoroted concurrently with the adoption of said ordinance
NOi^7, THEREFORE, BE IT RESOLVID AND ORDERID, by the City Council
of the City of Lynwood, California, as follotva:
SECTION 1. The Civil defense,and disaster organization of this
City shall be as hereinafter more particularly deacribed and ae ahown
on the attached chart marked, �'Exhibit A°, and entitled, "Suggested
Model Loca1 Organization of Civil Defenae�'. Said Exhibit A, includ-
ing all information shown thereon, is as much a part of thie resolu-
tion as if the materials and information aet forth by eaid eschibit
t�*ere a11 fully deacribed herein.
SECTION 2. DIVISION OF OPERATING SERVICEB. There is hereby
created a Division of Operating Servicee, For the purposes of civil
defense planning and orga.nization, the chief of ea.ch operating service
within this division ehall be responsible to the director through t'rie
aseiatant director of civil defense and disaster.
ti�Tithin this division, there shall be the followin� civil defense
and dieaster aervices:
(1) Fire service;
{2) Law enforcement service, wnich sha11 include the
plant protection service; '
(3) Engineering service, whlch shall include utility
service, shelter protection and reecue service;

(4) Health servicea_,�which shaTl include snecial
laeapons deienee; and
(5) Mass care service (emergency wel£are service).
The Director shall appoint � chief of each such service, except
as hereinafter provi�ed, The Cnief of the Fire Departmerit of the
Cit,y o� Lynwood sh�ll be Chief of the Fire Service. The Chief of
Police oP the City of LS*riYTOOCl shall be Cniei of the law enforcement
� gervice. The City Engineer of tne City of Lynwood snall be Chief
of the Engineering service.
. SECTION 3. DIVI8IOD1 OF BPECIAL SERVICES. There is hereby
created a division o° epecial civil defense aizd disaeter qervicea.
� This d.ivision shall be under the direction a.nd_ control of a d.eputy
director of civil de*_'ense, who shall.be ap;oointed by the director.

SECTIOIQ 4. The City Attorney enall ,serve as the 1ega1 advisor
to the Director of Civil�Def.ense and to the CiviT Defenae organization,
SECTIODI 5, APQERICAN RED GF.OSS. The American Red Crose in the
City of Lyn�rood. will, in natural disaster, furni.sh food, clothing,
ehelter, regiatration and information service, supplementary medical
service when requested, and•rehabilitation to individuals and fam-
iliea affected by the disaster, •
In war-cauaed dieaeter, the American Red Croas Urill iurnish only
food, clothing and sY!elter to affected individuals and families.
The American Red Cross will provide funds tNith othich.to finance
all its relief operations during natvral disaster. Civil defenae
financing will be provided by public or private agencies other than
the Red Croas for Red Crosa functions and Vaar-caused. disastera.
The Director shall be responaible for arranging, through the
Chairman of the local Red Cross chapter, for the participation of tne
Red Cross in civil defense as a part of the mass caie scrvice in
case of war-caused disaster, and for the relationahip between the Red
Cross and the civil defense organization in case of natural disaster.
SECTIOH 6, DUTZES. The civil defenae and disaster duties of
the �Deputy�Director and the Chiefs of onerating servicea and special

servicea ahall be as deacribed in "United States Civil Defenae",
National Security Resources Boa Document 128, dated September 8,
1950, copies of which shall be filed in the office of the City Clerk
£or uae and examination by the public. 8uch duties as described in
"United Statee Civil Defense'�, may be changed from time to time by
the Director by written adminiatrative ord-ers; particularly for the
purpose of conforming to recbmmendations of the State Director of .
�Civil Defenae or aubsequent modifications recommended by the Federal

Civil Defen"se Administrator. Upon recommendation of the Civil De-
fenae and Disaster Counc�il of the City of Lynwood, auch duties .
shall be changed in a.ccordance with such recommendatione.
� SECTION 7. That this Resol.ution ahall become effective on the
20th of Februar,y , 1951, contenporaneously with the taking effect
of said 0'rdinance No. 559 , entitled °An Ordinance of the City of
Lynwood., California, Relating to Civil Defense and Diaasters",
paeaed, approved, and adopted on the 20th day of Februar,y , 1951.
