SUBJECT: ADOPTION OF RESOLUTION NO. 17-5271 APPROVING A
CONSOLIDATED SALARY SCHEDULE FOR ALL CITY EMPLOYEES
RECOMMENDATION:
The City Council is requested to adopt Reso lution No . 17-5271 (Attachment "A ") approving
consolidated salary schedule of all city employees.
BACKGROUND:
1. June 7 , 2016 , the City Council approved a Memorandum of Understanding (M OU )
with the Temple City Employee 's Association (TC EA ) for the period of July 1, 2016
through June 30 , 2018 .
2 . On June 6 , 2017 , the City Council adopted Resolution No. 17-5257 implement ing
salary changes for unrepresented fu ll time management employees for July 1, 2017
through June 30 , 2018 .
3. Also on June 6 , 2017 , the City Council adopted Resolution No . 17-5258,
implementing salary ranges for unrepresented part-time classifications for Ju ly 1,
2017 through June 30 , 2018 .
ANALYSIS:
With the City Council 's most rec ent actions related to salaries and benef its , salary
schedules specific to each group of employees were included with the Resolutions and
the MOU . While these actions are in accordance with the City's policies and practices , it
is a California Public Employees Reti rem ent System (Ca iPERS ) requ irement (T it le 2 of

the California Code of Regulati ons , Section 570 .5) that pay schedules are publicly
available . Specifically the statute requires the following:
§ 570.5. Requirement for a Publicly Available Pay Schedule.
(a ) For purposes of determ i ni ng the amount of "compensation earnab le" p ursuant to
Government Code Sections 20630 , 20636 , and 20636 .1 , pay rate sha ll be li m ited
to the amount listed on a pay schedule that meets all of the following requirements :
(1) Has been duly approved and adopted by the emp loyer's governing body in
accordance with requirements of applicable public meetings laws ;
(2) Identifies the position title for every employee pos it ion ;
(3) Shows the pay rate for each identified position , wh ich may be stated as a
single amount or as multiple amounts wi t hin a range ;
(4) Indicates the time base , includ ing , but not limited to , whether the t ime base is
hourly , daily, bi-weekly , monthly, bi-month ly, or annually;
(5) Is posted at the office of the employer o r immed iate ly accessible and ava ilab le
for public review from the employer during norma l bus iness hours or posted
on the employer's internet website ;
(6 ) Indicates an effective date and date of any revisions ;
(7 ) Is retained by the employer and ava ilable for publi c inspect ion for not less
than five years ; and
(8 ) Does not refe rence another document in lieu of disclosi ng the pay rate .
In order to ensure compliance with this CaiPERS statute , staff is recommend ing the City
Council adopt a Resolution that includes a consolidated salary schedule for all City
employees . There are no changes to salaries contained in the schedule , this action is
only a merging of previously approved schedules i nto one schedules
CITY STRATEGIC GOALS:
By adopting Resolution No . 17-5271 , approving a consolidated salary schedule of all city
employees furthers the City 's Strategic Goal to promote Good Governance .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, ADO PTING A CONSO LODATED SALARY SCHEDULE FOR ALL
CITY EMPLOYEES
WHEREAS , on June 7 , 2016 , the City Council approved a Memorandum of
Understand i ng (MOU ) w ith the Temple City Emp loyee 's Association (TCEA) for the perio d of July 1 ,
2016 through Ju ne 30 , 2018;
WHEREAS , On June 6 , 2017 , the City Council adopted two Resolutions implementing
salary and benefit c hanges for unreprese nted Management and Part-T ime emp loyees ;
WHEREAS, it is a Cal iforn ia Public Retirement System (Ca i PERS ) requ irement (Title 2 of
the Ca li forn ia Code of Regu lations, Section 570.5) t hat pay schedu le s are publicly available.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOL V E, DETERM INE AND ORDER AS FOLLOWS:
SECTION 1 . The C ity Council hereby approves a conso li dated sa lary schedule (Ex hib it "1") for all
City employees ; and
SECTION 2 . The City Clerk shall cert ify to the adoption of this Resolu tion .
