The development proposes to build a two story building, 9,000 sq. ft. per floor for a total occupied floor space of 18,000 sq. ft. The building will have a breezeway with a total footprint of 20,000 sq. ft. The total area of the lot is 2.0 acres, with a FAR of 21%. Sidewalk will be provided in accordance with City requirements. Exterior finish of the building will be a combination of brick, CMU, EIFS with metal or asphalt shingle roof. Floor to floor height is 13 feet, with an upper story eve height of 17 feet. Nature of Request The applicant requests approval of a Preliminary and Final PUD Site Plan to permit the construction ofa two story office and retail building on 2.00 acres of property. Location The subject property is located on the north-east side of East Elm Street in a PUD district. Adjacent zoning is RA-2 to the northeast and PUD in all other directions.Highway 50163 right of way is located to the northeast, an office building and medical office to the northwest, a slate office building to the southwest, and undeveloped land owned by Missouri State Credit Union and approved for a Credit Union to the southeast. Access/Traffic The development will contain two parking lots and both parking lots will obtain access from Elm Court,a local • street approximately 250 feet long that connects to East Elm Street. In 2005,Elm Street had an average daily traffic count in this area of 2,933. Staff Analysis Permitted Uses, A PUD preliminary plan is used to establish the underlying zoning, allowed uses, density, layout,design and phasing of the development.The applicant intends to constructan office and retail building. Based on surrounding uses and die intended use of the structure,C- A Aff+ce-C�ommereial-C-1 Neighborhood Commercial would be the most appropriate underlying zoning for purposes of establishing allowed uses on the property. Building Size. The proposed two story building would contain 18,000 square feet. The floor area to parcel area ratio(FAR)would be 0.21 or 21%.71)e standard maximum FAR in a PUD District is 1.0.Tire proposed project will utilize about 0.93 acres or 46%of tlhc 2.00 acre site for lire building,driveways and parking areas. Building Design.The building will be a single story with a walkout basement. The lower level of die building would be accessible at grade from the front parking lot and the upper level would be accessible at grade from the rear parking lot, a stairway in the middle of the building would connect the two floors. The proposed building height is 30 ft.at the walkout basement side and 13 ft,at the upper lever. The Building Finish would be a combination of brick, concrete and synthetic stucco with a metal or asphalt shingle roof. Of the two adjacent buildings on the same side of Elm Street, one is made of red brick and the other has a masonry concrete/stucco finish. Setbacks. The proposed building will be set back approximately 105' from Elm Street,27' from Elm Court, • 155' from the rear property line, and 10' from the side property line. The canopy of the building does encroach on the required minimum 25'setback(for a C--&C-1 zoning classification)from the cul-de-sac at die end of Elm Court by approximately 9 feet. All other setback requirements are met. Planning and Zoning Commission September 14, 2006 Case No. P06033 Page 2 • Building setbacks in a PUD zoned district can be less than the minimum setbacks established by lheunderlying zoning district if the applicant can demonstrate that: a. buildings can be designed safely and compatibly with smaller setbacks; b. Reduced setbacks are offset by the provision of readily accessible private or common open space; c. Modified setbacks provide for die protection of steep hillsides,wetlands or other environmentally sensitive natural features; and d. All buildings are provided with adequate emergency access for fire protection. The applicant has provided the following responses: a. The building is designed safely and compatibly with the proposed setback. While the canopy encroaches on the 25'selback, the actual building has a 27.19foot setback. The area ofconcern is at the corner of the setback, and does not extend the length of the building. There was also a desire to maintain a ininintton setback of 10'for the property to the east. b. There is considerable open space on the entire lot, with a minimal Floot-14rea Ratio. c. We intentionally did not force the building toward Elin Street, to avoid an already steep slope. d. There is excellent access to the upper and lower levels of the building. Parking, The parking requirement is 1 space/200 sq.fl,for a shopping center and 1 space 1300 square feet for general offices.The requirement for the total building is 75 spaces and the site plan shows 82 spaces,including 4 handicap spaces. The parking lot layout provides 9'x 20'parking stalls and 25'driving aisles which meets requirements. • Pedestrian Walkways. A 5' wide sidewalk is proposed along Elm Strect;liim ev ;the existhig-sterm-sewer inlets located along Elm Street are 4' wide. 441&a 'tt the stdewal`and preVme f-the stertn sewer inlets. No sidewalk is proposed along Elm Court but the entrances to the parking lots will be constructed to accommodate a future ADA Romp situated at the back of curb. A walkway covered by an overhang runs along the length of both the upper and lower entrances to the building with ADA ramps shown on boll[ levels. Landscaping. Parking lot landscaping would consist of 6 White Ash and 7 Red Sunset Maples. Seven of the trees will be around the lower parking lot and 6 of die trees will be around the upper parking lot. At maturity these trees will provide a canopy which is estimated to shade 42% of the paved area which exceeds the minimum requirement of 35%. No buffcryards are required. Signs. In PUD districts, the location,size and character of signs shall be established by the Commission and Council during site plan review and approval. Tlie applicant is proposing a 20' x 10' exterior lit monument sign to be placed at the comer of Elm Street and Elm Court and individual sighing limited to 18"x 20' on the fayade for each business. Maximum signage area for this site is 621 square feet based on 843 feet of street frontage. Lrghtiny. The following comments are regarding this review; Regarding the site plan: Storm Water- Storm water has been planned to flow from the site to the southeast to the existing inlet on Elm Street. Permission to grade on adjacent property to the east will be needed from the adjacent property owner to the east. A culvert is planned to be added into the back of the existing inlet on Elm Street to collect all drainage from this proposed development • and also from future development to the east. Drainage from the most northerly parking lot and the building will be collected into a drainage system along the cast portion of the site. Erosion Control- A MDNR Land Disturbance Permit will be necessary for this site. Erosion control measures have been incorporated into the site/grading plan, including temporary granular entrance, silt fence and ditch checks. A col?y of the MDNR Land Disturbance Permit and a copy of the SWPPP will be needed with submittal of a aradingpermit application for the site,prior to site work occurring. Sidewalk- Sidewalk is required for this development and is proposed as five(5) feet in width along Elm Street. None is required or proposed along Elm Court. Sanitary Sewer- Facilities have been previously constructed for sanitary sewer main access for this lot. It will be necessary to raise the grade of the existing manhole on the southeast corner of the site to the proposed grade of the sidewalk along Elm Street. Traffic Impact- The proposed development is within a developing retail /office development. Elm Street is classified as a collector roadway. Elm Court is classified as a local ,• commercial roadway. (Functional classification is from the List of Functional Roadway Classification for Jefferson City, dated April 12, 2000 and the Countywide GBA Transportation Study, 2003. Elm Street is a two (2) lane roadway with no parking allowed on either side of the street. Elm Court is a two (2) lane roadway with no parking allowed on either side of the street. A bus stop exists on Elm Street near the intersection of Elm Street and Elm Court, adjacent to this development.
