Mayor Sternquist called the City Council Regular Meeting to order at 7 :46 p .m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT : Councilmember-Chavez, Fish , Yu , Man , Sternquist ABSENT: Councilmember-None ALSO PRESENT: C ity Manager Cook, City Attorney Vail , and City Clerk Kuo 3. INVOCATION Fr. Mark Strader from St. Luke Catholic Church provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 17 4 provided a flag ceremony and led those present in the Pledge of Al legiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A. PET OF THE MONTH Gosia Jaszczur, San Gabriel Valley Humane Society volunteer, introduced the featured pet of the month "Princess". Those inte rested in adopting Princess can call the San Gabriel Valley Humane Society at (626) 286-1159. B . OLDER AMERICAN PROCLAMATION City Council presented the Older American Proclamation to Temple City's 2017 Older American of the Year, Helen Redmond . City's Park and Recreation staff Roman Rodriguez gave a brief introduction on Ms. Redmond. C . YOUTH COMMITTEE UPDATE City Council Minutes May 2 , 2017 Page 2 of 7 Youth Com m ittee members reported out on their Youth Disaster Preparedness and Transportation and Public Safety objectives . 6 . PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Temple City residents and members of the pub li c commented on the Los Angeles Coun ty 's Mercy House Project . City Council recessed at 9 :08 p .m . and reconvened at 9 :20 p .m . 7 . CONSENT CALENDAR Councilmembe r Chavez made a motion to approve the Consen t Calendar items. Minutes of Regular City Council Meeting of April 18, 2017 ; and 3 . Minutes of Special City Council Meeting of April 26 , 2017 . Action : Approved . B. PARKS A ND RECREATI O N COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Regu lar Parks a nd Recreation Commission Meeting of April 19 , 2017 . Action : Received and fi led . C . APPROVA L OF FOURTH AMENDM E NT TO AGREEMENT FOR CONS ULTANT SERVIC ES W IT H TRANSTECH ENGINEERS , INC . The Fourth Amendment to agreement with Transtech will extend Building Code Administration and Pub lic Works /Eng ineering Services for one more year until June 30 , 2018. Action : 1. Approved the Fourth Amendment to the Agreement fo r Consultant City Council Minutes May 2 , 2017 Page 3 of 7 Serv ices with Transtech Eng ineers , Inc . for Bu ilding Code and Public Works/Eng ineering Services ; and 2 . Authorized the City Manager to sign and execute the Fourth Amendment. D. APPROVAL OF FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH RED 88 MEDIA First Amendment to agreement with Red 88 Med ia will extend City Council meeting video reco rding , live on -l ine streaming service , and broadcasting of th e meeting v ideo and slides services for one more year , with the option to extend for an add it ional period of two years . Action : 1 . Approved the First Amendment to agreeme nt with Red 88 Med ia for v ideo recording, live on -l i ne streaming serv ices and broadcast the meeting video and update City announcement slides ; and 2 . Authorized the City Manager to sign and execute the First Amendmen t. E. AUTHORIZE BID ADVERTISEMENT FOR STREET RESURFACING PER PAVEMENT MANAGEMENT PROGRAM PROJECT PHASE 4 (CIP NO . P18- 03) The Fiscal Year 2017-18 City Budget will include $1.7 million in transportation funds for street resurfacing per the Pavement Management Program . Soliciting bids for the project in advance of budget approval wi l l allow t he work to be implemented this summer. Action : 1. Ac cepted bidd in g and contract documents , plans , and spec ificat ions for the Street Resurfacing per Pavement Management Program Project, Phase 4 ; 2 . Found the proj ect categorica lly exempt from review under the Cal ifornia Environmenta l Quality Act pursuant to Section 15301 of the CEQA Guidelines pertaining to minor alterations for existing public facilities ; and 3 . Authorized the C ity Manager to advertise the project for bids . F. AUDIT REPORTS FOR PROPOSITION A , PROPOSITION C, MEASURE R AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR (FY) 2015-16 City Council M inutes May 2 , 2017 Page 4 of 7 The City is in compliance with all requirements of the Los Ange le s County metropolitan Transportation Authority 's Funding and A llocation Guidelines . ADOPTIO N OF ORDI NA N CE NO . 17-1024 AMENDING ARTICLE C OF CHAPTER 6 OF T IT LE 2 OF THE TEMPLE CITY MUNICIPAL CODE , MODIFYIN G THE ART IN P U BLIC PLACES PROGRAM AND ELIMINATING THE P UBLI C ARTS COM MI SSION The proposed ordinance would ma intain the successful Art in P ublic P laces Program established by Ordinance No . 12-960 wh i le prov id ing fl exibi li ty for the City Cou ncil i n setting up an advisory body to review and make recomme ndations on Program matters . Mayor Pro T ern Man made a motion to introduce , read by title on ly , and waive further reading of proposed Ordinance No . 17-1 024 amend ing Article C of Chapter 6 of Title 2 of the T e mpl e C ity Mun ici pal Code , "Art in Public Places Program "; and schedule the second reading and adopt ion for May 16 , 2017 .
