DATE: TO: FROM: MEMORANDUM May 16, 2017 The Honorable City Council Bryan Cook, City Manager D:J By: Cathy Burroughs, Director of Parks and Recreation ~Jtl Steve Lawson , Parks & Recreation Manager SUBJECT: APPROVAL OF SENIOR MASTER PLAN ADVISORY COMMITTEE RECOMMENDATION: The City Council is requested to approve the Senior Master Plan Advisory Committee members as recommended . BACKGROUND: 1. On June 21 ,2016 , the City Council adopted the Fisca l Year (FY) 2016-17 budget which included $20 ,000 for development of a Senior Master Plan (SMP). 2 . In January 2017, the City retained a consultant , Mr. Di ck Guthrie, to assist with the development of the SMP . 3 . On February 3, 2017 , the SMP Project Team (Parks and Recreation Director Burroughs , Parks and Recreation Manager Lawson , Parks and Recreation Coordinator Rodriguez , and Mr. Guthrie) began soliciting members for the Senior Master Plan Advisory Committee . 4. On April 14, 2017, applications for the SMP Advisory Committee were due. A total of 36 applications were submitted by the deadline. 5. On April 25 , 2017, the SMP Project Team met to review all applications and select members for the Adv isory Committee . ANALYSIS: Based on information provided in the 2014 Parks and Open Space Master Plan (POSMP), Temple City is expected to undergo an aging trend , with the 55+ group being the only age segment experiencing growth, representing 38% of the total population by City Council May 16, 2017 Page 2 of 4 2027. Based on Census results from 2000 to 2010, most age segments (including under 18 years, 18-34 years , and 35-54 years) showed slight decreases . In the same 10 year period , the City experienced a significant increase in the 55+ population (from 24% to 28 %). Due in large part to this demographic shift, the City Council approved a recommendation from the Parks and Recreation Commission to develop a master plan to evaluate community-based services in order to promote healthy and vital aging in the community. The SMP will address public safety , transportation , housing , health , quality of life and socialization issues as they relate to seniors. The first step in the SMP process involves the creation of a SMP Advisory Comm ittee which will lead the development process by determining a vision statement and goals; conducting the community input process ; developing an understanding of the issues impacting older adults ; reviewing existing services; and developing a measurable Action Plan. Ideally, the SMP Advisory Committee will be made up of approximately 15-20 community members that have a passion for senior/older adu lt issues and are able to commit to an approximate six-month process, which includes attending at least one to two meetings per month and possibly serving as a member on an assigned working task group . To that end , the Department began soliciting for committee members in February 2017 . Information was disseminated via the City's website , social media accounts , the Spring 2017 CONNECT magazine , announcements at various programs and meetings , and automated phone messaging . A total of 36 applications were received by the published dead line . The SMP Project Committee reviewed the applications and selected the 17 potential committee members based on completeness of their application , relevant occupation/experience, and other senior-related qualities. The SMP Project Committee also felt diversity among the group would be beneficial. The recommended committee members are : 1 . Aubrey Chan-Mr. Chan is a Program Manager; Temple City resident; and active volunteer/senior advocate . 2 . Marie Chen -Ms . Chen works in the education field ; is a small business owner; and a Temple City resident. 3 . Carol Daughtery-Ms . Daughtery is retired ; a Temple City resident ; and an active member of several service organizations and clubs . 4 . Michelle Gamez -Ms . Gamez is the Transportation Project Manager responsible for Temple City's Dial-A-Ride program . She has extensive ex perience working with Temple City's senior population as well as city-staff. City Council May 16, 2017 Page 3 of 4 5. Donna Georgino (Chairperson) -Ms. Georgino is a retired Parks & Recreation Director and a Temple City resident. She currently serves on the Parks & Recreation Commission , is a member of the Senior Master Plan Ad Hoc Committee and was instrumental in the development of the City of Duarte 's Youth and Family Maste r Plan . 6 . Kohei Ishida -Mr. Ishida is a retired law enforcement officer and active senior volunteer. He resides in San Gabriel. 7. Dennis Leung -Mr. Leung is an optometri st and active volunteer. He was instrumental in developing the Senior Soccer Program at Live Oak Park. 8. Lucy Liou -Ms . Liou is an office manager; Temple City resident ; and active volunteer, including with the Temple City Neighborhood Watch Program . 9. Michael Machlis-Mr. Machlis is a retired Case Manager/Social Worker; Temple City res ident; and senior advocate . 10 . Sharon Morris-Ms. Morris is a retired elementary schoo l teacher; Temple City resident; and senior advocate . 11. Pamela Polagi -Ms . Polagi is retired ; a Temple City res ident ; and current President of the SGV Chapter of California Council of the Blind . 12 . Liz Powell -Ms. Powell is a Patient Liaison for HealthCare Partners . She has extensive experience working with Temple City's senior population and city staff. 13. Joanne Rosso -Ms . Rosso is a retired teacher and Temple City res ident. She currently serves on the Parks & Recreation Commission and is a member of the Senior Master Plan Ad Hoc Committee . 14. Ann Seitz -Ms. Seitz is a retired Temple City Unified School District employee and an active senior volunteer. She resides in San Gabriel. 15 . Gavin Ward -Mr. Ward is an executive for a licensed homecare organization and is a Temple City resident. He's also an approved continuing education speaker in California on topics related to nursing home administrators , nurses, etc . 16. Michael J. Wintercorn -Mr. Wintercorn is an accounting manager at a non-profit senior living facility and a senior advocate. He's lived in the Temple City area for nearly 50 years. 17 . Mariko Yanagihara -Ms . Yanagihara is a ministe r; former registered nurse ; and Temple City resident. City Council May 16, 2017 Page 4 of 4 The SMP Project Committee is recommending Donna Georgina as chairperson of the SMP Advisory Committee due to her extensive experience lead ing meetings, working with committees and consultants , and knowledge of the master plan process . A vice- chairman will be selected at the first meeting . All individua ls who submitted applications have been invited to participate in the development of the SMP either by attending the meetings, which will be open to the public, or by participating in one of the working groups. The first SMP meeting is scheduled for Thursday, June 1, 2017 , at 6:30 p.m. at the Live Oak Park Annex. Subsequent meetings are tentatively scheduled to be held the first Thursday of each month at 6:30 p.m. at the Live Oak Park Annex. Agendas will be posted for all meetings. CITY STRATEGIC GOALS : Approval of the Senior Master Plan Advisory Committee members furthers the City's Strategic Goals of Quality of Life and Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2016-17 City Budget. $20,000 has been appropriated for development of the SMP . The contract with Mr. Guthrie is $18,000.
